Local cultural environment planning in Sweden often comes to rely on municipal heritage plans. These plans are meant to facilitate management of local cultural values, work as a tool for local planning and increase awareness of cultural environments for the public. In the last decades public participation in planning has become more and more of the ideal strategy, challenging the idea of cultural environment planning as an expert-led field. The idea of the field as one that implicates public participation as a strategy has been fortified in Sweden through national goals, government bills and conventions. Nevertheless the implementation of public participation in municipal heritage plans remains quite uncharted. The aim of this study is to explore public participation in regards to how municipal heritage plans are developed and the perception of public participation in cultural environment planning amongst professionals, comparing bigger and smaller municipalities.

In an international perspective the Russian children s library is a unique institution, being solely committed to children up to 14 years of age. In Russia of today it is, however, being exposed to hard pressure as the economical and social conditions have changed dramatically since the collapse of the USSR. My interest lies in examining this change of living conditions for the children s libraries and how this in turn affect their work and role in the present state. In order to view this change in a longer perspective, I compare the situation for children s libraries during the time of communist regime with that of today using documents about and from children s libraries. I have studied its legal position and conditions, financial and political state, and how the modern society affects children and youth, especially their daily cultural life.

In the years 1996-2001 the European Union`s copyright-directive was drawn up. This directive led to much lobbying activities from both copyright holders and library organisations like EBLIDA and IFLA. The Internet and filesharing networks like Napster had led to strong reactions among some copyright holders. Internet gave people an easy opportunity of accessing copyright protected material. Some researchers of copyright have written books where they state that the copyright holders utilize authors fear of illegal copying to strengthen the copyright laws, and by that benefit economical.

The aim of this Master?s thesis is to investigate the library habits of young people, age 15 to 24. Our empirical data are gathered in a survey distributed to 104 young men and women at three different public libraries. The questions are about how young people use the public library, what media and services they use and whether or not they are content with what the public library can offer them. In our analysis we have compared our results to previous research and used a model by Marianne Andersson and Dorte Skot-Hansen to determine how they use the library.

Invasive alien plant species have historically caused major damage to ecosystems and are considered to be amongst the greatest threats to biodiversity globally. The lurking threat of harm to well functioning ecosystems has led to the development of global and regional goals and regulations which seek to stop the spread of invasive species. The Swedish Environmental Protection Agency has proposed a list of species that are specifically harmful to the Swedish flora and fauna, which includes (amongst others) garden lupin. The management of invasive species is however largely dependent on local actions, making municipal public servants key players. This qualitative study uses interviews to investigate how municipal public servants who are responsible for managing invasive alien species view this work.

Through our study we have found that there are moresimilarities than differences in leadership styles. The dominant leadership style of managers in both private and public sector is the democratic leadership style, often in combination with other styles; most notably the authoritarian leadership style. When Swedish authorities are to purchase or rent something, public procurement is used as a means to an end. Authorities as well as suppliers are subjects to the fact that Swedish law regarding public procurement regulates the form of procurement in one set of particular regulations (LOU) and the form of contracts in another set of general regulations (AvtL). Suppliers and purchasing authorities close a contract regarding the subject of procurement and the law of public procurement regulates when such a contract can be closed, simultaneously the law of contracts regulates when parties are held to contracts and when contracts are to be rescinded. I investigate in this essay what these two types of regulations can result in for the contracting parties. As it is today agreements that have been entered into wrongfully still are valid, even if a court of law nullifies the procurement and sentences the purchasing authority to make a new public procurement.

The aim of this study is to find and highlight the differences and similarities in the strategic communication in two real estate businesses with different proprietaries. In order to achieve the purpose, theories and previous research on public relations, strategic communication, mediatization, framing and new public management has been used. The study was conducted through interviews with two different organizations, Lerstenen who is based in Umeå, and Övikshem who is based in Örnsköldsvik. The analysis and results showed that the key difference between the firms was the spontaneity that influenced the private one, in contrast to the public firm that relied on solid structures to manage their communication. The title of this Master´s thesis is Multicultural librarian competence - a literature study and interwievs with librarians and managers in Malmö Public Library.Every fifth Swede is born abroad or has at least one parent who are. The migration flows of today reach out longer, there are more efficent ways of communication and travel. This has made previously ethnic homogeneous populations as the swedish more and more hetergeneous. Library services to inmigrant users started out as a specially directed activities. The political view of migration has changed over the years and the current perspective is the one of mutual integration and cultural diversity.

The purpose of this master thesis is to investigate and analyse how the concept of lifelong learning is expressed in political documents concerning public libraries and education and how it can be related to earlier concepts of education within the discourse of public libraries. Focus is the official approach to the concept of lifelong learning and public library. The documents examined contain the political aims for education and culture policy on a national and local level. The theories used in the study concern the background and meaning of the concept of lifelong learning, they describe public libraries and their earlier perspectives of education and they also give a picture of practices of governing within the framework of public libraries. The purpose is to see how the speech in the documents is reflected in discourses of society and public library.

The purpose of this master's thesis is to describe and analyse the origin and development of the library of Workers´ Educational Association in the community of Oskarström. This library is special because the organisation run it much longer than usual, until 1977, and to find an answer to why, we have the following questions: Why does the library of Workers´ Educational Association start their activity in Oskarström, and how does it develop, in relation to premises, librarians, financing, the stock of books and the numbers of books out on loan? What is the reason that the library in Oskarström is municipalized as late as 1977? The methods we use are hermeneutics and evaluation of the sources. The library is founded in 1914 and become important for the workers. Important sources of income are the subventions given by the state, municipality and other associations.

The overriding purpose of this graduate thesis is to evaluate if municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the authorities social care divisions.One solution is to legislate within the present law of public procurement.
