The aim of this study is to examine the fiction promoting role of public librarians through their fiction displays. The study covers three problems: What reasons do public librarians give for their selection of displayed fiction? How do public librarians view fiction displays in relation to other promotion strategies? How do public librarians think that promotion through fiction displays will evolve in the future?The results of the study have been analyzed using Jofrid Karner Smidt?s theory of how public librarians view their promotion of fiction. The concepts used are promotion due to public demand, actively recommending and informative promotion, and through dialogue. To account for the problems investigated in the study, eight librarians have been questioned through semi-structured interviews.

This thesis aim to advance the Liberal Integrovernmentalism (LIG) developed byAndrew Moravcsik in order to order to explain how the European Court of Justice (ECJ) can make de facto EU policies diverge from what was originally intended by the Member States. More specifically it describes how the Posting of Workers Directive, Directive 96/71/EC, originally was created to shield certain Member States and their respective systems of regulating the labour market from pressure arising from the posting of workers form low-wage countries inside the EU. However, through a series of cases in the ECJ the de facto policy of the directive has changed and it is now in itself a potential threat against these systems. The Member States now find themselves caught in a ?Joint-Decision Trap?, unable to rectify the situation even though their original agreement has been turned on its head.

The aim of this study is to find and highlight the differences and similarities in the strategic communication in two real estate businesses with different proprietaries. In order to achieve the purpose, theories and previous research on public relations, strategic communication, mediatization, framing and new public management has been used. The study was conducted through interviews with two different organizations, Lerstenen who is based in Umeå, and Övikshem who is based in Örnsköldsvik. The analysis and results showed that the key difference between the firms was the spontaneity that influenced the private one, in contrast to the public firm that relied on solid structures to manage their communication. The results also showed that differences in basis conditions both allowed and hindered the possibilities with the communicative efforts that the two firms could do..

The aim of this study is through a policy analysis to illuminate the decisions that the EU has taken to respond to the terrorist attacks in the US, Madrid and London and through this analysis try to explain the problem of each decision and find out if these decisions might risk the individual rights of the European Union?s citizens.In order to reach this purpose the following questions are to be answered: In what way has the EU?s decision-making process, regarding its fight on terrorism, been affected by the terrorist attacks in Madrid and London? What consequences may the EU?s decisions against terrorism have on the individual rights?The method that has been used is qualitative studies of literature and the main material is overarching policy documents from the EU.The conclusions are that the bombings in Madrid and London have increased the speed of the decision-making process and more areas have been included in the union?s fight against terrorism. If individual rights are at risk by the union?s decisions there are reasons to be concerned. But my conclusion is that the European Union has to have strong and effective instruments to answer to the threat of terrorism..

The Swedish security policy has changed from stressing neutrality to embrace co-operation within the EU and other organisations. New threats like terrorism, boarder-crossing criminality and natural disasters require new ways to deal with this type of problems to protect the society. Since the beginning of 21st century the high Russian economic growth has made it possible for the country to play an increasingly role as a superpower on the international political stage. In the same time the democratic development has been replaced by an autocratic rule which has obstructed the Russian- European relations. From a Swedish security policy view the Russian political development is of importance and the picture of Russian as a threat has changed from 1996 to 2008/09.

The purpose of this thesis is to see how the Swedish public libraries present e-books on their website. This study has tried to answer the following questions:1. How do the public libraries construct their definitions of the word e-book, and what patterns are there in the definitions?2. How is the e-book definition presented in the context of the public library websites?This study has formulated its own theoretical framework in regards to how you can categorize definitions in four different categories to help see the way a definition is constructed.

The purpose of this Masters thesis is to examine the discourses of concepts related to diversity and ethnicity in Swedish cultural policy. It focuses on how the society is presented in different contexts and how people with a different ethnic origin than the majority, are represented in the cultural policy of the Swedish State. The study is restricted to concern immigrants. Six governmental cultural policy documents, reaching over a time period of eight years 1995-2003 are examined as follows: Which key terms are used in the presentations? Which contexts and discourses can be distinguished? Have the discourses changed over the time period examined, and if so, how? The theoretical starting point in the thesis is the discourse perspective of Laclau and Mouffe.

The main purpose of this paper is to examine librarian's opinion of computer filters, to bring order in the debate on these filters and also to encourage future debate on this subject. The main problem is whether librarians themselves think they have the right to limit the public access to information on the Internet by using computer filters. We will also see how many public libraries are using filters, why they have chosen to use or not to use them, what is the librarians' opinion of filters, what rules exist regarding the use of the Internet, and finally if it is legal to use filter programs in public libraries. We have also included a short report on what filters are and how they work. This paper deals only with Swedish conditions on a number of public libraries.

This is a two years master?s thesis that studies five libraries. The purpose with the paper was to look at a specific material and study how it expresses itself around the architecture of the buildings, an if the descriptions were different depending on the library, public library or university library. The conclusion is that the ways of describing the library buildings have varied; depending on one part time and one part evolution. The overriding purpose of this graduate thesis is to evaluate if municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the authorities social care divisions.One solution is to legislate within the present law of public procurement. Denna uppsats handlar om hur Shared service (SS) inom den offentliga sektorn kan ses som en del av New Public Management (NPM). SS har beskrivits som ett verktyg för att uppnå de egenskaper som karaktäriserats som NPM, och denna uppsats syftar till att se ifall användandet av Shared Service inom den offentliga sektorn kan ses som en del av New Public Management. Genom en fallstudie på Kammarkollegiets Enhet för Administrativ Service har detta genomförts. Sekundärdata i form av rapporter har studerats samt intervjuer med direktören för Enheten för Administrativ Service Håkan Viberg har genomförts. Analysen visar på att detta fall i hög grad uppfyller kriterierna för NPM och motiven för SS, även om vissa skillnader har kunnat identifieras.

The care for the elderly in the municipalities has recently seen the need for a formalized system for quality assurance. Under increasing demands for monetary efficiency while bound by law to retain acceptable standards in health care, there is need for efficient and at the same time quality-assured management. The municipalities often solve this puzzle by introducing systems and standards influenced by theory-clusters such as NPM (New Public Management), TQM (Total Quality Management) or other quality management theories.This essay focuses on how the public administration in the municipalities defines quality and designs and implements system for formalized quality assurance. The aim of this study is to examine how and in what way users of the public participate and affect the archival information that is to be preserved for the future through the examination of three archival projects involving public participation. The study seeks to examine if participation of the public could lead to increased democracy and diversity of information in the archives. The study will be performed through the examination of three participatory archives all tied to traditional archival institutions.The study is based on the theoretical framework of Benn and Gaus and their notions of public and private which they discuss using the key words access, agency and interest. The study also takes into consideration Laura Millar?s theories of social memory as a means for the public good.
