The aim of the study has been to explore certain aspects of implementation perspectives and to analyse the introduction of an environmental management system called ecoBUDGET in the Municipality of Växjö. A framework has been developed through thorough studying of earlier research in the field of policy implementation in public administrations. The framework is made up of the steering relationship between Politicians and public administrators, decision making and implementation and the ability, want and understanding of how and why decisions should/could be implemented. By using this framework in combination with interviews held with individuals that host valuable knowledge and experience of the system these questions were to be answered:-What factors in the implementation process of ecoBUDGET can be seen to have facilitated alternativly hindred the integration of the environmental management system within the municipalitys administration and companies?- In what direction has the integration of a sustainable devleopment thinking for the environment thru ecoBUDGET evolved within the organisation?The result came to be that sustainable development and the strive for this is more and more amalgamated in to the everyday work within the municipal organisation and that the environmental management system is likely to have played a part in this..

This study aims to show how teachers talk about their teaching with regards to gender in relation to literature.We have interviewed four teachers of Swedish for upper secondary school to discover how they feel about, and understand, the fact that gender is a factor in the teaching of literature and that they should present to the students literature written by both male and female authors. To analyze the interviews we use Sannersted's (1991) theory about teachers as street-level-bureaucrats ("närbyråkrater"). He states that teachers are persons who have to follow what Politicians have decided but they are fairly free to choose how they do it, but to be able to follow a decision as closely as possible three qualifications have to be met. The teachers have to understand the decision, be able to follow it and want to follow it. We find that the teachers that we have interviewed are aware that they discuss gender issues with their students and they all claim that they present a variation of authors to their students.

Our aim with this study has been to show the central factors that we consider have had animpact on public libraries in the "information society". We have studied two communities in the south of Sweden, Ronneby and Sölvesborg. These two communities have both started a development to the IT society, a society where information plays a great role, where the technique is the tool that supplies information.Ronneby community had early the aim to be the chief Swedish information center. A priority on information technology has therefore been obvious for them. Sölvesborg community has had another method and time schedule towards the IT society.We have been studying the documentation of aim and the strategy for IT development in different levels.

According to the theory of elitist democracy civic political participation should be reduced to participation in the democratic elections. This essay examines whether a high rate of institutionalized political participation beyond the elections leads to: (a) that those who are included gets a more favourable treatment at the expense of the common interest, in other words that their self interest threatens the political equality, (b) reduced freedom of action for the Politicians and the headmasters, (c) the emergence of vague conditions of responsibility. These hypotheses are examined in an empirical study of user-boards at four schools on three locations in southern Sweden. In these user-boards the parents are in majority and have the right of decision, which has been delegated to them from the local government and the headmaster. The main conclusion is that, based on this empirical investigation, there is no support in any of the hypotheses.

This thesis is a study of social movements and their possibilities to effect politics by infuencing values in society through framing. I've looked upon social movements from a functionalistic-structuralistic perspective, as if they were carriers of values from people that otherwise won't be represented in the political life. The values that the social movements are struggling for can affect both the opinion and the decision-makers since the social movements in an active way are trying ti influence the society. The thesis examines the political opportunities that social movements hav to mobilise and grow. I have looked at different factors that either improve or make the political opportunities worse.

In the digital era, new services have entered the public libraries, like seeking information on the Internet, in databases, newspapers online etc. But many citizens do not know that these services exist. The libraries have a democratic responsibility to inform about them. In the county of Östergötland a project started in 2001 where libraries in five small municipalities built websites in which they present all their electronic services available. One of the aims was with the help of different kinds of marketing to reach special groups of people, like adult students, small companies and Politicians.

The reporting of the media will never be an exact copy of reality. Through medias way of presenting, or framing, the world that surround us all they must also affect our interpretation of it. The role of the journalist includes both chosing and excluding in the way they describe things. Studies have been made by the wellknown mediaresearcher, Kent Asp, that show how media reported in more negative wordings about Mona Sahlin, than her opponent Fredrik Reinfeldt in the period building up to the swedish elections 2010. The purpose of our study has been to compare how these Politicians were being described, or framed, in the media, in regards to their gender.Our study has shown that Mona Sahlin more often than Fredrik Reinfeldt was described as being less knowledgeable, and were mentioned in the context of scandals or conflicts.

Mass media is becoming more and more personalized and despite common ideas it could actually be a good thing. Instead of affecting the actual content of news coverage it might only have an effect on the way in which news are presented. Famous Politicians more regularly become symbols and synonyms for their parties or for the government and are being used to create interest in the beginning of articles.Those are the results from a content analysis of the newspaper coverage of the Swedish parliamentary election in 1976 and 2006 in which the scientist categorized each article in one of four ideal types, counted quotes and analyzed whether personal names were interchangeable with party names without affecting the content. All three methods showing that it is the presentation, not the content, which has been personalized.At the same time, psychology-science tells us about the human brains associative learning processes, where memorizing becomes far more efficient when the information can be connected to an already known person. In Jaunuary 1995 Sweden became part of the European Union. Consequently Sweden agreed upon beeing part of a greater integration project with influences of federalism. However, many argue that the discourse that has been been dominant in Sweden is the discourse where we focus on the national state instead of the EU. In my essay I question whether the discourse about ?nationalstatslogiken? is found in the daily press in Sweden.

The senior essay examines the geographical imaginations, notions of Self and community that were mobilized in the media and by the government in conjunction with an event, namely, the space voyage of Christer Fuglesang ? the first Swedish astronaut in space on December ___ 2006. The study is a critical investigation of media discourses, representations of space, and geographical imaginations that were triggered by the event. The specific issues addressed by this study are (a) which representations of Sweden were mobilized in narrating the event? (b) In what ways has Fuglesang´s space voyage influenced the image of Sweden? (c) How was the event rallied vis-à-vis discourses of entrepreneurial culture and neoliberal growth by the government? (d) Which themes and clichés were mustered in the media dramaturgy of the event? (e) Which topics were excluded in media narratives and representation of the event? (f) Have familiar geographical imaginations, notions of Self and community been reconfigured? If so, how?The present study analyzes narratives of the event in the two largest newspapers in Sweden - Aftonbladet and Dagens Nyheter, as well the two biggest TV-channels ? Swedish Television and TV4.

In this thesis I explore the debate on surveillance in Swedishnewspapers that preceded the FRA law. The development ininformation technology has made it possible to monitor society toa greater extent than before. It is therefore interesting andimportant to explore a debate preceding a controversial law onsurveillance. The primary purpose of this thesis is to add to abetter understanding of how such a law was discussed in Swedishnewspapers and the relationship between idea and ideology in thisdebate. To answer these questions I explore the newspaper debateby using Isaiah Berlins notions of liberty, positive and negativeliberty.

In light of health scandals and intense debate in the media about the elderly, the authors investigates two Swedish newspaper and their depiction of elder care in Sweden. Using Faircloughs three-dimensional model and critical discourse analysis, it is investigated if there is a more prominent discourse and if so the impact of globalization on this discourse concerning swedish elderly care. A sample of a total of ten articles in the Swedish newspaper Aftonbladet and Dagens Nyheter is analyzed. The authors found that older people who are granted home help or place of accommodation rarely make their voices heard. Rarely were also relatives of residents given the opportunity to speak.

The aim of this bachelor?s thesis is to develop knowledge about how librarians experience their professional identity, argue for their competence and describe their profession based on their professional skills, tasks, and status. The method that is used to answer the questions of the study is semi-structured interviews with five public librarians. The theory used in this essay is Ørom?s six librarian identities plus Schreiber?s experience intermediate identity.
