Långvarigt styre av ett och samma parti är skadligt för det politiska samtalet, även på en mycket lokal nivå. Den slutsatsen kan dras efter en jämförelse av den politiska diskussionen i tre skånska kommuner, Vellinge, Lomma och Osby. I såväl en kvantitativ textanalys av lokaltidningarna, tidsmätningar av kommunfullmäktige¬mötena och intervjuer med fritidspolitiker framträder samma mönster, där Osby kommun (med skiftande majoritet i de senaste fem valen) har ett mer livaktigt politiskt samtal, medan det moderatdominerade Vellinge haft betydligt mindre diskussion.Slutsatsen stärks ytterligare av att resultaten inte upprepas när samma mätningar görs 1985, då de tre kommunerna haft likartade majoritetsställningar i föregående val..

The aim of this essay is to analyze how students are constituted as subjects in local curricula. The theoretical perspective is grounded in Michel Foucault?s notion of governmentality and power/knowledge and his critique of a sovereign subject. From this theoretical perspective I use Foucault?s concept of formation of objects and Ernesto Laclau and Chantal Mouffe?s idea of subject positioning as tools for a discourse analysis.

I denna beskrivande studie undersöks vilka möjligheter de politiska sekreterarna i Region Skåne har att utöva politiskt inflytande. För att undersöka detta har vi utgått från tre maktforum. Information och bakgrundsmaterial har främst inhämtas genom samtalsintervjuer och en enkätundersökning. De politiska sekreterarna som intervjuats kommer från Folkpartiet, Miljöpartiet, Socialdemokraterna ochVänsterpartiet. Detta för att visa hur det politiska inflytande skiljer sig mellan oppositions- och majoritetspartier.

En problematik som dessutom har en lång historia och vars grund främst står att finna i revolutionen 1949 i Kina. Framförallt Peter Wallensteens teorier om uppskjutande till framtiden och förändrade positioner, som konfliktlösningsmekanismer anses vara relevant. Den ökande globaliseringen och interdependensen samt det omfattande ekonomiska utbytet mellan aktörerna i vårt fall är också relevanta faktorer för utvecklingen.

The purpose of this study is to examine if the UDHRreflects universal values and norms and to assess its moral and juridical relevance today, 60 yearsafter the adoption. The present study discusses the political integration of immigrants in local government in the muncipality of Växjö from 1971 to 1991 in the form of representation. The main data source consists of lists of people holding local commissions of trust in the various boards and committés appointed by the municipality council, as well as in the council itself. These data are then compared to population statistics from Statistics Sweden. Main findings of the study are that immigrants are insufficiently represented in relation to their proportion of the population. It is suggested that this is a result of structural discrimination and possibly insufficient socialisation..

This paper examines the European Commission?s, newly established, ?Register of interest representatives? The analysis is divided in two parts, first I analyze the registers purpose, the kind, and detail, of information it contains and the different kinds of groups that are supposed to register. After that I analyze the organizations in the register more thoroughly, using a database of my own creation. The database was constructed with information drawn from the register, as well as information from external sources. Regarding the design and purpose of the register, I find that improvements in the design are needed, if the register is to fulfill its purpose.

AbstractDet övergripande syftet med uppsatsen är att förstå varför det förekommit problem med färdtjänsten i Lund sedan seklets början. Vi undersöker dels vad det innebär att styra färdtjänsten med kontrakt och dels beställarkompetensen hos tekniska förvaltningen i Lund. Våra resultat visar på att styrformen i sig inte behöver orsaka problem, men att det troligen spelar in i detta fall eftersom förvaltningen inte haft tillräcklig beställarkompetens för att minska vissa transaktionskostnader av kontraktsstyrningen. Det finns även vissa indikationer på att utvecklingen av förtroende mellan aktörerna missgynnats av turbulensen under de första åren på seklet. Förvaltningen rekommenderas utveckla en mer omfattande beställandekompetens genom systematiska utvärderingar..

This thesis examines the relationship between OECD-DAC and Civil Society Organizations (CSOs) within an aid efficiency context. The ability for these two actors to cooperate is highly important and determines the outcome for a major part of the development aid in the new millennium. The development agenda for the new millennium emphasizes aid efficiency as a key to a more successful aid, and this requires increased cooperation between all actors. The analysis made is a discourse analysis. The discourse of aid efficiency is analyzed, both its preconditions and results.The analyze finds out that there is a gap between OECD-DAC and CSOs in terms of how to handle aid efficiency.

This subject of interest in this paper is the ideas expressed and formulated in the making andinauguration of the Branting-monument at Norra Bantorget in Stockholm. The initiative for a monument honoring the late Social Democratic leader Hjalmar Brantingwas taken at the Swedish Social Democratic Party Congress in 1928. In 1935 the party board decided to give the task of designing the monument to the much renowned artist Carl Eldh. A national fund-raising campaign for the monument was also initiated. In1942 the model of the monument was completed, but because of the war it was stored in a shelter.
