Swedish migration law states that a person who wants to seek a residence permit based on family ties has to apply from the home country. This essay applies to cases when families that live in Sweden have to come apart when one parent has to return to the home country to seek a permit to which he or she is entitled.The rule causes families unnecessary suffering. This essay analyzes the reasons behind the rule and argues that it is compatible neither with Swedish policy of children's rights and gender equality nor with the international conventions that have been ratified.Furthermore, it is investigated whether the migration authorities act in compli-ance with the intentions behind the law. It is concluded that the Migration Board, despite their own critique of the rule, makes an unnecessarily restrictive interpre-tation. This results in a situation where no one takes responsibility for the conse-quences for the affected families.

Detta är en uppsats som genom diskursanalys undersöker hur den nyanlände invandrarens identitet konstrueras i samband med utformningen av etableringsreformen, en reform som trädde i kraft december 2010 med syftet att underlätta etableringen på den svenska arbetsmarknaden för vissa nyanlända invandrare, samt vilka konsekvenser denna identitetskonstruktion kan leda till. Den diskursanalytiska metod som ligger till grund för utformningen av analysen är Carol Lee Bacchis ?What?s the problem represented to be??, vilken fokuserar på hur ett politiskt problem framställs genom att studera vilka lösningar som föreslås. Efter en noggrann genomgång av ett antal policydokument som framställdes under processen som föranledde införandet av etableringsreformen framkom det att den nyanlände invandraren i den politiska diskursen implicit framställs som omotiverad och oförmögen till att träda in på den svenska arbetsmarknaden om inte staten ingriper med åtgärder och krav, samtidigt som det svenska civilsamhällets agerande lämnas oproblematiserat. De följder detta kan få är dels att de nyanlända invandrarnas tilltro till den egna kapaciteten försvagas och dels att det civila samhällets attityd gentemot dessa riskerar att försämras.

On three occasions, in 1973, 1993 and 2005, Swedish parliament and government has resolved to integrate the, previously independent, foreign offices beloning to the Swedish International Development Cooperation Agency (Sida) with the Swedish embassies. The implemenation of the integrationreform has however been a lengthy process. This thesis adresses two main issues: how has the integrationreform been able to remain a viable recipe for organizational change over time and why has the integrationprocess taken so long? Lastly I assess the possibility for effective implementation following the decision 2005.Based on New Institutionalism I conducted an historical analysis of the integrationprocess to explore the conditions for reform. My results indicate that the integrationreform primarly suited the interests of the Ministry for Foreign Affairs, making the Foreign Serivce more effective and clarifying the Ministry's responsibilty for Swedish development cooperation policy.

Starting at the end of the Cold War, this publication assesses the impact of the upheavals in Eastern Europe and the atrophic Soviet Union on the Swedish doctrine of neutrality with its 200 year old tradition. Since the end of world war two the proximity of the Soviet Union had constituted the major impetus for upholding a position of neutrality and as this vanished a pressure for change was created. The Healthcheck is an evaluation of the 2003 years reform of the Common Agricultural Policy (CAP). The aim of this master thesis is to describe some general trends and important steps in the Swedish university libraries user-orientation from the implementation of the university college reform 1977 until today. The aim gave rise to four further questions. Literature studies and empirical studies in the form of focusing interviews have been carried out, in order to answer the questions. Of the entire background material I have made a simple form of general analysis. I found that the libraries, during the years have interacted with the following four interested parties, the government, the mother organization, other libraries and the library users.

This essay examines the policy process of specialist medical training in three Swedish counties. The essay will first describe the policy process. Secondly the politicians parti-cipating in the process is examined. Thirdly, it is tested whether it is possible to analyze the policy process based on Ostrom's theories of cooperation around a common pool resource. Today Sweden is both a secular and multi-religious country, of which Christianity historically has been a dominant player. On December 1th 2009 the Lisbon Treaty entered into force, and through Article 13, the recognition of animals as sentient being was given a more visible part in the very core of EU law. This was an effect of a political decision to commit to the issue, partly because of the will to further harmonize the EU market, but also due to increased societal concern for the wellbeing of animals. Over the last decades, ethical awareness is growing in many countries, one reason being new scientific discovery. This influences legislators and policy makers to take proper action, and in this way, ethics and science often work together as the very basis for the development of new legislation and policies. There is yet to be seen what the actual consequences of Article 13 will be, since the legal obligation remains the same and there are still some reservations in it.

This study is about howStockholm?s policy for zero tolerance of graffiti from 2007 affected the graffiti culture inStockholm. We have researched what consequences there were for the practice of graffiti, and what consequences there were for the stylistic performance of graffiti. In doing so, we have had two focus group interviews and one deep interview including eight graffiti writers from Stockholm. The individuals in the groups have been practising graffiti for a varied amount of time, but we have representation from both before, and after/during the policy of zero tolerance from 2007. Our study shows that the result ofStockholm?s policy for zero tolerance of graffiti for the graffiti culture inStockholmwas a ?subcultureification?, a ?stylistic generalization? and the ?subculture?s ambivalent identity?.
