The purpose of this study is to examine the changes in law and other types of politicialregulation regarding unauthorized absence during the reformation of the Swedish schoolsystem in 2010. How was this ?new? approach on unauthorized absence established; whatmade it possible and which view on ?unauthorized absence? does it implicate? The study hasa discourse analytic approach in which it examines central policy documents regarding thetopic of inquiry. The study has found that the alliance-government?s education policy onunauthorized absence is pervaded by one hegemonic discourse termed the mono-culturaldisciplinary discourse.

The purpose of this essay was to study the implementation of a policy document, which concerns questions of integration, in a municipality with an indirect government. I have especially focused on issues regarding how civil servants describe the usage of a specific policy document and to what extent their autonomy and the indirect government have had an impact on implementation, and to what extent signals from surrounding institutions have had an impact on the creation of the policy document. The study was based on qualitative interviews in groups, pairs and with single individuals with twenty-seven civil servants and politicians working with issues concerning the specific policy document.One of the conclusions of my study is that the reason for producing the document in the first place is that the municipality as an organization strives to acquire a sense of legitimacy. The intentions of the document have only partly been implemented by the civil servants and politicians, since the document is not used in their daily work. Here, their autonomy has played an important part, as the choice to not use the document is the servants' own.

Policy document conversion in practice ? a qualitative study of five upper grade teachers approach to the 2011 policy documents in history.This essay examines five upper grade teachers approach to the new 2011 policy documents in the history school subject, as well as it?s impact on the teachers class room activities. Also, the study examines what factors have influenced this conversion process. Colleagues, the school management and the Swedish Skolverket (the Swedish school management organisation, controlled by the Swedish government) are in this study the main external influences that are studied. The study is carried out with an organisation theoretical approach, witch states that controlling the schools practical activities is hard, taking in to account a great variety of ?problems? that follow a teachers every day work.
Musik på bibliotek : införandet av obligatorisk musikförmedling på danska folkbibliotek
The aim of this Master's thesis was to examine the political and cultural reasons for making music materials compulsory at Danish public libraries by the new library act of 2000. The aim was also to examine how the public libraries have responded to this reform. To answer these questions a literature study was conducted as well as interviews. The results of the literature study indicated that the main reason for making music materials compulsory is to increase the influence of the library users. The study of the debate concerning the new library act showed that a majority of the Danish political parties as well as the Danish library organizations had a positive attitude towards the new obligation.
OLJEKRISEN 1973 - En studie i politisk ekonomi kring förlopp och effekter i Sverige och Danmark
ABSTRACTThis thesis focuses on the OPEC oil crisis of 1973 and its impact on the Scandinavian countries of Sweden and Denmark. Starting from Walter Carlsnaes theory of energy vulnerability, the concepts of vulnerability and national security are tested on the selected cases and an array of policy alternatives are assessed. Posited available options like oil stockpiling, conservation, renewable energy and international coordination are evaluated as means for ameliorating the vulnerability of the nations. The theory chosen is further expounded with a consensus element to reinforce its explanatory power. The thesis utilizes a wide range of material from parliamentary records to daily newspapers in an attempt to shed some light on the interplay between economics and politics.Sweden and Denmark evince diverging developments despite their common starting point with exceptionally high oil dependencies and can be located on different ends of the energy policy gamut.

The purpose of this essay is to investigate the term equableness in the Swedish elementary school with a take-off point in the free school reform from 1992. This essay starts with the political background of the terms equableness and freedom of choice and the official governmental guidelines. Research from Bo Malmberg and Gabriel Sahlgren act as a framework for the whole essay as their theories are tested. The main problem is presented as the question: is the debated concern regarding a lowered equableness since 1992 justifiable? Both researchers define equableness as a difference in grades but undertake a collective versus a more individual approach.
Tolkningen utav asylutredningsmetodik : Är asylhandläggares tolkning utav asylutredningar för sexuell läggning lika?
The purpose of this study was to analyze the level of the uniform way of interpretation from the Swedish asylum officers at the Swedish Migration Board, of asylum investigations for asylum seekers who claim sexual orientation as reason of refuge. The interviews with the officers were analyzed in relation to the policy document with investigation- guidelines and methodology.The results of the study showed that there was a uniform way to conduct asylum investigations and interpret the policy document, this despite that the document was found to be ambiguous in certain aspects. The uniform interpretation of the asylum officers was explained by the knowledge and understanding that exists within institutional organizations. This because the asylum officers at the Swedish Migration Board might have similar experience, knowledge and also the demands related to asylum investigations.The uniform interpretation demonstrated a strong similar common understanding of investigative work within the agency. This suggests a certainty that the investigations are carried out in a similar way regardless of which asylum officer within the institution conducting the investigation which indicates a well-functioning ?rule of law? for the asylum seekers. .

This work is designed to monitor developments in the relationship between teacher and student in the school environment, but also outside, from the 1950s until today. The survey was based on four interviews with teachers in the same age, and based on their life stories. Their experiences range from student to novice teachers and a long working life until retirement. In addition, all four children has a parent perspective. In 1930 a new library reform came into force, which in reality was the beginning of the modern Swedish library. The purpose of this reform was to take measures to promote efficiency, for example to increase library co-operation. The Government grants were at the same time raised considerably. However, as early as in 1930, but especially the following year, the depression hit Sweden. The Government reduced the grants until the first half of 1936.
Implementering av forskningsprojektioner om havsnivåhöjning i kommunal planering : Gränsorganisationer som redskap vid riskkommunikation mellan forskning och praktik
Climate change and the sea level rise that it contributes to is an ever more pressing issue for costal municipalities around the world. Today there is a great deal of scientific reports and projections on what these changes could entail. However, resent studies on south Swedish costal municipalities have shown great discrepancies when it comes to how these scientific projections are implemented in the municipal planning and adaptation strategies. In an effort to understand the underlying reasons for this lack of concurrence, this paper has applied Rolf Lidskogs theory of the hetrogenity of science. The theory gives an explanation to the complications in the science-policy interface, by describing complicating factors in the communication between these actors.
Inkluderad på lika villkor : En retorisk analys av Socialdemokraternas invandringspolitik 1990 och 2013
The purpose of my study is to study Social Democrats immigration policy over the period 1990 and 2013. My material consists of party programs and motions that social democracy has raised in Parliament. As a research method I used McGee´s ideograph theory. I use a cluster analysis inspired by Kenneth Burke to analyze the meaning of those found ideographs. I also present and use Bitzers rhetorical situation in my analyzeWith help of Burke´s rhetorical situation I could see how the Social Democrats' rhetorical approach to immigration policy in the different periods in society.My investigation of the Social Democratic Party program and motions / propositions revealed the following ideographs: Democracy, solidarity, equality and freedom.

Arbete befrämjar hälsa och välstånd... : en studie av arbetslöshetspolitiken i Uddevalla 1918-1932
This essay deals with Swedish unemployment politics during the period 1918-1932, and can be seen as a contribution to earlier research of how the policies, established by the State Unemployment Commission, was carried out at a local level. This study bears upon Uddevalla municipality, a town in the southwestern part of Sweden, which had about 13,700 inhabitants in 1920.The research was conducted in Uddevalla municipality archives, and the sources used are above all municipal records and documents from the local unemployment committee. The measures taken by the local committee to reduce the effects of unemployment have then been compared with the directives of the State Unemployment Commission.The survey shows that the local unemployment committee, at least during the first half of the 1920s, was very keen to follow the directives of the State Unemployment Commission, and they also tried to charge the municipality's economy as little as possible. The local policy was often even more restrictive than the demands from the State Unemployment Commission. During a few years in the middle of the 1920s, when the unemployment was relatively low, most of the unemployed did not recieve any help at all.The restrictive policy, however, led to an increasing distress among the unemployed, and the poor relief had to give financial help to a lot of unemployed and their families.

The European Union's long-term budget negotiations during the summer of 2005 were obstructed from being successful due to a quite fierceful debate about the future guidelines of the Common Agricultural Policy. A quarrel about money and who gets what, was the common answer as to why it took the European leaders six months to accept the budget, and quite rightfully. This essay, however, goes beneath those explanations and tries to see what other reasons there might be for such a phenomena.With a new institutionalistic approach this study seeks to see what underlying reasons for why an institution such as CAP is so resistant to change. With special attention to the new historical institutionalism and the rational choice institutionalism the study successfully shows that though the front laying reasons to the problems with the budget might have been economical, several other factors also affected the outcome of the budget negotiations.Structures, national identity and decisions taken when outlining the Common Agricultural Policy in the 1960's still affect the European union, its members and foremost of all, the Policy/institution itself..
