The intention of this thesis in political science is to understand how the European Union fights and prevents discrimination against the Roma minorities in Sweden and Romania, and how the implementation works in reality. The study consists of defining what it means to be objectively discriminated, what ethnicity really means and how the implementation process consist of a comparison and statement has been made by the national governments and comparing how two socioeconomically different member states handle EU directives and implement them in Sweden and Romania. The main findings of this study was that EU policies lack the capital and explicitness that is needed for great results to be accomplished and that the governments in both countries have different issues with implementing the protection of the human rights and Roma culture, and that EU needs to be more practical and develop in a faster pace. .

Since the 1990?s Open Access has developed into an alternative model for scientific publication. Today an increasing political interest in promoting Open Access is commonly channeled through the implementation of policies by research funders. However, in the scientific community the uptake and acceptance of the model has been of notably different character.This Master?s thesis examines the understanding of and attitudes towards open access among eight senior Swedish researchers and how these have been affected by the implementation of the Swedish Research Council?s Open Access-policy as implemented in 2010.

The purpose of this study is to analyse how the local governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish local governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the local governments are fairly satisfied with the steering of public health policy by the central government.

AbstractThe aim of this thesis is to examine Interreg as an instrument for regional policy in the European Union. Interreg is an initiative designed to strengthen economic and social cohesion throughout the European Union by fostering balanced development through cross-border, transnational and interregional cooperation. But how does it work in practise? Three main questions are asked to answer this:How well does the implementation in the programmes work?How does the programme management look and how well does it work?What degree of efficiency does Interreg show in financial and physical effectiveness?With evaluation and implementation as theories the questions are answered together with a qualitative method. The conclusions that can be drawn is that Interreg strengthen European unions economic and social cohesion in form of integration and regional development that in many ways make it easier to travel and trade over the borders.

The aim of the study is to evaluate how a law decided 2002 regarding discrimination against students in the higher education system in Sweden, was implemented at the University of Kalmar and Växjö University.The study asks two questions: How did the both universities implement the law? How did the universities manage to implement the law? In order to answer these questions the ?top-down? perspective, often used in field social science within discipline implementation, is used. First the study examines the goals with the legislation, and thereafter the actual implementation at the both examined universities.The conclusion is that the universities has high ambitions with implementation of the law and extensive formalized regulations but that it practically seems to be hard to get legitimacy with the implementation throughout the whole organizations. This study aimed to explore the perceived role and mandate of civil servants employed in municipalities in Kronoberg county. The study aimed to answer the question whether civil servants engaged in municipal economics have different perspectives on their mandate and role based on how said civil servants implement and manage policy tools available in Swedish municipalities. The study aimed to through policy tools theory explain how civil servants through four categories view the policy tools employed in the municipality. The study is based on the reasoning that policy tools influences exercise of authority that in turn influences view on policy tools. This thesis discusses the theory of securitization in relation to the issue of irregularmigration, from EU level to national level. By using discourse analysis, the purpose isto explore whether the discourse leads to practice when it comes to nationalimplementation of EU debates on return policy. This thesis is a product of research about how implementation issues occur due to the relationbetween bureaucrats and politicians. Our study treats the democratic dilemma that occurs whenschools are to implement environmental certifications. Through a comparative study we comparetwo schools in Norra Hisingen, a district in Gothenburg municipal where one of the schools iscertificated and one is not. By using theories from top down and bottom up approaches toimplementation we develop key factors that will lead us to answer our research questions.Through text analysis of policy documents and through interviews with bureaucrats we analyzewhat may be the causes for only one of the two schools to be certificated though Gothenburgmunicipal wish all schools to be. Through our analytical tool we can establish that the policydocuments are well formed according to our top down-theory and that these documents does nothave a major impact on the fact that one school is certificated and one is not.

After the last election Sweden has got a government that claims to be feminist. This thesis discusses whether the change of labels has also brought along policy formulated in a feminist way, arguing that the way policy is expressed affects how people see a certain problem. Three policy proposals are analysed, and in only one case the government seems to have been influenced by feminist ideas. The other proposals partly support claims made by new institutionalism that norms and routines in an organisation work to resist policy change, but also shows that feminist ideas are resisted more actively. The fact that so called policy entrepreneurs was present in the policy process at a certain period in time, probably counts for one explanation to the exceptional policy.
