The concept of national security has been a matter for debate during recent years, especially in academic fields. Criticism has surfaced since the end of the cold war, directed towards the traditional perspective's dogmatic focus on armed threats and interstate war. Questions concerning an oncoming paradigm shift have been raised, regarding a widening of the security agenda among national states to also include alternative threats, such as environmental hazards. In this thesis, the focus lies on the effects that climate changes have caused in the Swedish national security agenda during the last 15 years. Swedish Policy documents show that there have been some major changes, not only the widening of the security agenda but the entire security domain seems to have changed.

This thesis is a product of research about how implementation issues occur due to the relationbetween bureaucrats and politicians. Our study treats the democratic dilemma that occurs whenschools are to implement environmental certifications. Through a comparative study we comparetwo schools in Norra Hisingen, a district in Gothenburg municipal where one of the schools iscertificated and one is not. By using theories from top down and bottom up approaches toimplementation we develop key factors that will lead us to answer our research questions.Through text analysis of Policy documents and through interviews with bureaucrats we analyzewhat may be the causes for only one of the two schools to be certificated though Gothenburgmunicipal wish all schools to be. Through our analytical tool we can establish that the policydocuments are well formed according to our top down-theory and that these documents does nothave a major impact on the fact that one school is certificated and one is not.

The purpose of this master thesis is to investigate and analyse how the concept of lifelong learning is expressed in political documents concerning public libraries and education and how it can be related to earlier concepts of education within the discourse of public libraries. Focus is the official approach to the concept of lifelong learning and public library. The documents examined contain the political aims for education and culture policy on a national and local level. The theories used in the study concern the background and meaning of the concept of lifelong learning, they describe public libraries and their earlier perspectives of education and they also give a picture of practices of governing within the framework of public libraries. The purpose is to see how the speech in the documents is reflected in discourses of society and public library.

In an effort to strengthen democracy in the union, the EU in 2005 took a new approach to communications policy to reach out to the citizens. The strategic document "Plan D for Democracy, Dialogue and Debate" was accompanied by two other documents, and the three of them were the core of this policy. Both democracy and communications work means at EU level a higher complexity than in the nation-state arena. Objective of this study is to examine how the implementation of Plan D has turned out in a democracy renewal perspective. To achieve that answers are sought to questions concerning the goals of Plan D, how they are still present today, what happened in practice regarding the efforts that are highlighted, and how the substance of the activities can be judged from a democratic theory perspective.

I detta arbete undersöker jag frågan om hur arbetsgivarnas policy för de anställdas datoranvändning under arbetstid ser ut. Jag har gjort en jämförelse mellan kommuner och verkstadsföretag inom Västra Götaland.Rapporten inleds med en introduktion till privata angelägenheter, personlig integritet och kontroll av de anställda. Vidare behandlas hur en policy ser ut, behovet av en policy och hur det ser ut hos arbetsgivarna gällande policys för datoranvändningen. I denna del tas bland annat tidigare undersökningar och publikationer upp.För att kunna besvara denna fråga har jag använt mig av enkätundersökning. 11 kommuner och 11 verkstadsföretag ingår i undersökningen.

This study deals with one particular instance of foreign policy change in Sweden; The political take-off for enhanced Nordic Defence and Security Cooperation in the beginning of the 21st century which led to an agreement on a Nordic declaration on slolidarity. The aim of this study is to explain why the political development has undergone a rapid upturn and when such a policy change occur. Its purpose is to explain what factors and conditions that influenced the policy change. It also explores the meaning of the Nordic Declaration of Solidarity. The theoretical point of departure is Foreign Policy Analysis combined with John Kingdons policy-window theory.

This report describes the development of a system for controlling documents. The report starts with a problem description which the company wants an intranet-based solution for. The report then continues to describe the development phase for the different parts of the system which results in a complete system. The company that wanted this system is called Orbit One and is located in Ronneby, Sweden. They have had a problem with old documents circulating in different versions and in different binders.

This study aims at examining the prospects for a policy transfer of a Swedish municipal environmental policy (that of Växjö) to the French urban commune Blois, for which an ambition of becoming a leading eco-city in France, was declared by the mayor in 2008.In the analysis, emphasis is laid on mechanisms to institutionalize the main environmental policy principles, such as political and institutional structures and processes. Other prospects for an institutionalization of a new environmental policy that are to be investigated are economic structures as well as visions of the different decision-makers concerned. Research methods used in the study are qualitative interviews, document studies and a questionnaire.The findings of the analysis show that today?s prospects for an environmental policy in Blois close to that of Växjö, are clearly limited. The limitations can partly be found in economic structures but these seem to be rather related to a lack of priority amongst actors.

This thesis seeks to investigate the relationship between municipal policy for housing supply and the planning of new housing in Sweden. Through a case study of Göteborg municipality and a comparative content analysis of Göteborgs policy for housing supply and a number of plans featuring housing the analysis seeks to investigate the effect of policy for housing supply as a tool for securing the demand for housing in the Swedish municipalities. The thesis also seeks to discuss its findings using theory concerning the implementation of policy and the general planning situation for Swedish municipalities today. The result of the analysis shows that most plans fail to regulate most of the content suggested in the policy for housing supply, particularly regarding aspects such as pricing, type of housing and type of ownership. The result also points towards a relationship regarding the prevalence of municipal land contracts and compatibility to policy for housing supply as well as a connection between how extensive the plans are in their proposed land use and their compatibility with policy for housing supply. Using theories of policy implementation and the municipal planning situation, possible explanations for the findings of the analysis could be a split in responsibility between the formulating and implementation of the policy for housing supply and its contents, a lack of resources of means for implementing or the prevalence of special interests when attempting to convert policy to plans..

The purpose of this thesis is to analyze equalities/inequalities between the Danish and Swe-dish immigration policy based on Habermas theory about openings/closures and analyze the reasons to the differences between Danish and Swedish immigrant policy. Therefore this study has two question formulations, the first one was "Is there any equalities/inequalities between the Danish and Swedish immigration policy based on Habermas theory of openings and closings?" and the second was "Why are there equalities/inequalities between the Danish and Swedish immigration policy?" The results show that based on Habermas theory there are equalities between the Danish and Swedish immigration policy. On the question why, the re-sults show us that the factors who give the difference are work, people?s attitude to immi-grants and party politics.Keywords: Denmark, Sweden, Immigration policy, opening, closing..

The pupose of this study is to qualitatively study how teachers at a high school work with the schools demokratic mission under the management by objectives and what the policy document says and how the students can partcipate in different issues. My question fomulations are: What does it say in the governing documents about schools democratic mission and student influence? How do teachers concretely work to implement the values of democracy and student influence? How can the class councils used as part of the school's democratic mission? The theoretical frame of the study is about the school democracy mission and the possibilities and limits.  Futhermore a brief review of the fundamental values of the school are presented, followed by how the democratic process works.I used the qualitative analysis in order to find a lot of information about a small amount. Its strength is to convey a lot of information about a small number of observations and if the material is small in size.

This study is set out to examine if there is any kind of influence between the EU and Swedish gender policy. More specific the Swedish efforts within the gender policy area, especially in the area of social policy and employment, during the Swedish presidency in the Council of Ministers 2001. And also to examine the impact of Europeanization in Swedish gender policy. We have decided to delimit our study to care of elderly and children when it comes to the area of social policy. We are using a descriptive, examining qualitative method.

This master?s thesis analyzes how cultural policy was problematized in three governmental policy areas; culturalpolicy for the free sector, education policy and popular education policy, during the social democrat Ragnar Edenman?s time (1957-67) as minister of ecclesiasticalaffairs. Earlier research has examined the policy for the free sector, concerning artist?s economic problems. This thesisadds an analysis of the other fields of policy, which were reformed in the 1960?s by the same ministry.

EU is an organization that has expanded really fast during the last years. When you read about different EU membership processes you notice that some processes have been much faster than others. Spontaneously you think that this depends om that some countries have not been fulfilling the Copenhagen criteria. However, during the last decennium some scientists have written articles about motives that have affected the membership processes. The basic problem in my essay is how we are supposed to understand a membership process? Since I was interested in if I could see the same inconsistent behavior pattern in other membership processes I chose to study Turkey and Croatia.

The perspective on health among school pupils needs to be extended. School is animportant arena for the promoting of health among youth, primarily from a healthpromoting perspective and a proactive perspective. A holistic approach has gatheredsome ground in the Policy documents for the nine year compulsory school in Sweden, butin what way, and what effect does it have on the governing authorities and on schoollevel?The aim of the study is to investigate the coherence between national, municipal andlocal levels regarding the view on health among pupils. In order to do this, the guidelinesfor pupil health in the municipality of Örebro and operational plans for seven F9 schoolsin the municipality of Örebro will be studied and compared to the government bill?Health, learning and sense of security?.
