This thesis examines the subject of change in public administration from an instrumental and an institutional structure perspective. The purpose of the thesis is to examine whether institutional structures affect the development of instrumental structures and if it in turn is possible to affect institutional structures by changing the instrumental structures. This case study is primarily based on a series of deep interviews with senior administrators and politicians within two new administrations in the municipality Karlstad, both which have been created by merging several smaller administrations, but also thorough analysis of several Official document such as protocols from the municipal council meetings, Tja?nsterskrivelser and internal PMs.   The result of the analysis indicates that both institutional structures and the forming instrumental structures affect each other and  that their ability to affect each other depends on the dominance over the organization each structure has.  In my specific research case we can see that the institutional structure of the city-technical and housing administration has affected the outcome but the institutional structure of the cultural and tourism administration hasn?t.  While the structural change of the city-technical and housing administration hasn?t effected the institutional structure but the structural change of the cultural and tourism administration has affected the institutional structure of this specific administration..

The main subject with this master thesis is to take a closer look at university libraries specially Gothenburg University Librarys operation of marketing the librarys user contact, how it receives various users demands and carry out the interactive and strategic marketing. Marketing is planning, structuring, implementation, analysis and controls of carefully formulated programs, designed to bring voluntary interactions and relations with the target markets, for the purpose of achieving organisational and user satisfaction objectives. The structure of this thesis covers three main parts. Part I reflects the researchers approach to the subject. Marketing researchers such as Grönroos, Kotler, Bryson, De Sáez and Gummesson among others are presented.

The Swedish government ratified on May 1 2009 an amendment of marital law, resulting in same-sex marriage becoming legalized. With the rights of the Christian Swedish state church to officiate weddings originating from the same law, the church was thereby faced with two options: Either Officially include same-sex couples in the Christian concept of holy matrimony and keep the right to officiate weddings; or give up the right to officiate weddings altogether. An Official decision to accept the terms was reached on October 22 2009, but not without being preceded by an agitated medial debate.This research attempts to analyze the arguments of the debate in three stages: In the first stage the arguments are categorized according to their respective ideological standpoint. In the second stage these categories are examined from post-modern, social constructivist and socialization theory perspectives. Based on this, the third stage sees the arguments analyzed from a viewpoint based in the Copenhagen school concept of securization.The research concludes that the debate does not only simply feature two sides with differences of opinion; but rather that the arguments of the two opposing sides are founded in a common view of the other side as a fundamental threat to ones conception of a sound society..

The overall purpose with this thesis has been to study the strategic development of the Swedish Green Party, Miljöpartiet de Gröna. From its first appearance in the Swedish parliament 1988 to its decision to cooperate with the Social Democrats and the Left Party in 1998, the Greens has gone from a radical antiparty to a pragmatic support party. The analysis has concentrated towards identifying the causal factors behind this strategic move made by the Greens, and to determine how this party change has affected the party's strategic goals. In order to do so, a qualitative case study has been conducted where an integrated theoretical approach has been used. By studying Official statements and internal debates the thesis concludes that the strategic change made by the Greens was due to the evolvement of a new dominant coalition of within the party.

This essay analyses the arguments of The Swedish Government Official Report 2008:88 which proposes that the Swedish law (SFS) should shift from promulgation in print to elec-tronic promulgation on a Website. I have studied two aspects of the arguments in the text. On the one hand, the Inquiry?s description of how things might become if their proposal becomes effectuated and, on the other hand, how the present situation is described in the text. The theory I have used is called A Garbage Can Model of Organizational Choice, which pictures organizations as often irrational in dealing with problems, solutions and decision making.

The main purpose of this study was to examine how social workers interpret and legally practice the 6 § LVU (Care of Young Person´s Act) in regards to legal cer-tainty. The papers intention was to investigate and describe the legal scopes limits and deficiencies, linked to practical social work. The study was composed on a legal dogmatic method which implies to examine the law and its elaboration. The investi-gation was based on different court rulings of care of youths according mostly to 6 § LVU. Perusal and interpretation of the rulings have been necessary in order to clarify the issues.

Social control in different forms has existed in all known societies. This control has taken different shapes and expressions. In older smaller communities there was a collective control among the citizens. In modern societies the state is trying to control the lives of the citizens. These control mechanisms can be seen as both freedom-reducing and freedom inducing depending on which concept of freedom one upholds.

The purpose of this essay is to investigate the term equableness in the Swedish elementary school with a take-off point in the free school reform from 1992. This essay starts with the political background of the terms equableness and freedom of choice and the Official governmental guidelines. Research from Bo Malmberg and Gabriel Sahlgren act as a framework for the whole essay as their theories are tested. The main problem is presented as the question: is the debated concern regarding a lowered equableness since 1992 justifiable? Both researchers define equableness as a difference in grades but undertake a collective versus a more individual approach.

This report describes an interview study of Swedish elementary school teacher?s view on stu-dent influence. The objective is to find out about teachers' approach to student influence, what do they think happens with students that are allowed to influence and what are the negotiables and non-negotiables when it comes to student influence in elementary education? During the last years a discussion has emerged around problems with Swedish state boards trying to influence the public opinion and even political bodies through different kind of information efforts. Several observers inside and outside the academy have studied how state boards increasingly use information as an instrument and also how political bodies increasingly have given such instructions to state boards. This essay put those studies into the context of both information political history and previous theoretical interpretations in that field of research.The analytical tool consists of four ideal typical ways ('state opinions') to arrange relations between the state and the citizen. Some critics focus on problems with too much political steering and how political majorities uses state boards to spread ideological propaganda. Others highlight problems with autonomy and bureaucratic organizations taking initiatives by themselves to spread normative information.

This is a study concerning the conventions surrounding death and it´s rituals during the latter half ofthe 21th century. By studying the undertaker and the self-image of his services at an intervalof years from 1945 to 2005, one is able to notice certain changes of values concerning what afuneral, a chest and a tombstone really is ? or rather how the meaning of these symbols of death slowly shifts from the ?dignity? of death towards the self-expression of the individual.In the 1940´s towards the 80´s, there is much talk of giving the dead a ?dignified? funeral and burial, and this is how the undertaker defends himself against public critique of his or her´sprofession´s ?trade with death?.

EU is an organization that has expanded really fast during the last years. When you read about different EU membership processes you notice that some processes have been much faster than others. Spontaneously you think that this depends om that some countries have not been fulfilling the Copenhagen criteria. However, during the last decennium some scientists have written articles about motives that have affected the membership processes. The basic problem in my essay is how we are supposed to understand a membership process? Since I was interested in if I could see the same inconsistent behavior pattern in other membership processes I chose to study Turkey and Croatia.
