Crisis management planning is a relatively new policy area in the European countries. It has materialized since the fall of the iron curtain and because of the increased interest to prevent wide-ranging national emergencies. In Sweden, the county administrative board has a key obligation to perform risk analysis guidelines. This assessment involves identifying crisis, planning response to the crisis and, if necessary, confronting and resolving the crisis in the geographic area of the region. The purpose of my thesis is to examine if there are any differences in crisis management planning between the county administrative boards? risk analysis guidelines.

Ideella organisationer har traditionellt sett haft en sÀrstÀllning, och utgjort ett komplement till bÄde den privata och offentliga sektorn i Sverige. Sedan mitten av 90-talet har de generella bidragen till dessa organisationer till stor del försvunnit och ersatts med utkontraktering, upphandling och konkurrensutsÀttning. Dessa fenomen anses vara en del av de idéströmningar som fÄtt benÀmningen New Public Management och som alltmer kommit att genomsyra den offentliga förvaltningen. Vi har i vÄr studie fokuserat pÄ vilka konsekvenser detta haft pÄ den ideella sektorn och hur deras sÀrstÀllning pÄverkats.Genom en jÀmförande fallstudie har vi utfört samtalsintervjuer med representanter för olika organisationer som agerar inom den sociala sektorn, bÄde privata och ideella.VÄr slutsats Àr att kommunens inverkan har ökat och att det sker en anpassning, dÀr privata och ideella aktörer agerar under samma förutsÀttningar, vilket leder till en allt mindre unik ideell sektor..

The purpose of this paper is to find out if there are any simple solutions to attract an increased use of public transportation in a smaller town in Sweden. Simple solutions are measures that can be taken within the current budget, and which do not require large investments and extensive political decisions. In order to search for possible solutions I needed to find out which factors and attitudes that determine why people choose public transportation and peoples? traveling habit. I have made a survey study of satisfaction and attitudes among the consumers of a public transportation company in VÀxjö; LÀnstrafken Kronoberg.

This thesis examines the verification of the terms and conditions stated in contracts based on the Public Procurement Act. In March 2013 the Swedish state procurement commission released " Good Business - A Strategy for Sustainable Public Procurement " (SOU 2013:12), which found that the proportion of control and verification is relatively low. The thesis examine how verification is carried out and looks for an explanation to why verification is not more oftenly performed. To answer these questions two care studies, based on seven semi-structured interviews, is presented as the empirical material. Network theory has been used to analyse the empirical results, and aspects of commonly used theories such as contract management and "Markets and Hierarchies" by Williamson has also been taken into account.

The aim of this master thesis is to study how the development of a public library by means of ideas and methods from the private sector can be related to traditional core values. We base our study on institutional theory, which focuses on norms and values in an organisation, and new institutional theory, which focuses on how organisations are influenced by changes in the environment. We also use New Public Management with a market focus to analyze the implications of a development towards a more market oriented view.The method used is that of a case study of a new library concept, Idea Stores in London. Idea Stores are a number of new public libraries in Tower Hamlets developed from the results of a major opinion survey about libraries. The Idea Stores combine traditional library services with elements of adult education and lifelong learning in a partnership with local learning centres.

Syftet Àr att undersöka mÄngfaldsproblematiken i ett public service företag genom att undersöka och utvÀrdera hur enheten NoS tar tillvara pÄ sin mÄngfaldskompetens, det vill sÀga den djupa mÄngfalden. Vi har anvÀnt oss av en kvalitativ ansats, dÀr vi har utgÄtt frÄn en fallundersökning pÄ Nyhetsenheten (NoS) pÄ Sveriges Television (SVT) i Stockholm, dÀr vi anvÀnt oss av semistrukturerade intervjuer. Vi har utgÄtt frÄn traditionella mÄngfaldsteorier och anvÀnt oss av CoxŽs förÀndrings modell med hjÀlp av ett intersektionellt perspektiv. VÄr undersökning bygger pÄ 14 intervjuer som vi har genomfört pÄ NoS. Respondenterna bestÄr av redaktörer och mÄngfaldsanstÀllda, samt sekundÀrdata som bestÄr av material frÄn SVT.

In order to fully grasp the phenomena 'City' we must understand its political structure as an integrated part of its physical structure and vice versa. This thesis focuses on one crucial element of the City, the public space, and discusses it in relation to the public realm, or sphere, of the City. The aim is to see if it is possible to conceive public space as a spatial dimension of power, and if so, how to analyse this. With the help of the theoretical tool of two ideal types of the configuration of public space, "The city as civic public life" and "The city as authoritarian control" an empirical study is carried out on the case of Prishtina, capital of Kosovo.Conclusions made are that function and use of a city's public spaces can be understood in relation to changes in the political climate of the society. Furthermore, a void in the asset of concepts offered by the ideal types is found ? and therefore also need for new concepts to describe and understand a public space undergoing a dynamic transformation, as being a part of a city in political transition..

The purpose of this Master thesis is to examine whether the term elasticity is relevant and functional to apply to public library organisations. Another aim of the thesis is to relate the term elasticity to public library organisations in a network society. Sociologist Manuel Castells provide the theoretical framework on the network society. Three investigations (meant to complement each other) in two Swedish public libraries seek to give answers to these questions.To be able to examine which areas of public library activity are elastic, I make a rough definition of what public library organisations consist of ? nine activity fields are identified using IFLA?s guidelines in combination with Swedish law of public libraries.

Public opinion can be shaped as well as transformed in a number of ways. Government authorities occasionally make use of public information campaigns to educate and steer the public. In this thesis the balance between public and private, the individual and the society is analysed in terms of dimensions of individualism and communitarianism. These dissimilar theories on how the society ought to be constructed can be used when analysing many different policy areas, however, they also pinpoint the controversies seen in the public debate regarding Swedish information policy. Based on this analysis an empirical study identifies what kind of knowledge the state wants the citizens to possess and public information campaigns can be problematic.

Syfte: Denna uppsats syftar till att skapa förstÄelse för NPM och resursfördelning med avseende pÄ resursfördelningsmodeller och dess anvÀndning i offentlig sektor. Metod: UtifrÄn studiens syfte har en deduktiv kvalitativ metod anvÀnts. Empirisk data har samlats in genom ostrukturerade intervjuer. Det empiriska materialet har sedan tolkats och redovisats i uppsatsens analys. Resultat och slutsats: Fördelningen av utbildningssektorns resurser diskuteras utifrÄn skillda uppfattningar av lagen ?offentliga bidrag pÄ lika villkor?. Detta stÀller stora krav pÄ den resursfördelningsmodell som Àr framtagen av barn- och ungdomsnÀmnden i GÀvle.

Syftet med studien var att ta reda pÄ om ungdomar vet skillnaden mellan public service och kommersiella kanaler. Vi ville Àven ta reda pÄ vad det Àr som skiljer public service och kommersiella kanaler Ät i medvetandet hos ungdomarna, som speglas ireceptionen av olika typer av serier?I studien har vi tillÀmpat kvalitativ metod i form av receptionsforskning, dÀr intervjuer och observationer har utförts.Resultatet av studien visar att 20 av 25 respondenter tillhörde kategorierna: respondent medveten samt respondent nÄgot medveten. Resultaten visar att ungdomar Àr medvetna om vad skillnaden mellan public service och kommersiella kanaler Àr. De diskuterar ledigt och öppet kring de olika kanalernas programutbud.

The aim of this Master?s thesis is to investigate and increase the understanding of Swedish Public Library Websites and to determinate which activity they mediate. To analyse the Public Library Websites Andersson and Skot-Hansen?s model of roles for the Public Library has been used. This model inÂŹcludes four roles for the library: the library as a cultural centre, a knowledge centre, as an information centre and as a social centre.

Recent papers and bills from the Swedish Government deal with the possibilities  of giving all Swedish citizens the possibility of their own creative actlvities in the cultural sector. This work is about where such actlvities shall be placed in order to make them obtainable  for all. As an example of creative work this work takes computer-based music-making. At the public library in Odense, Denmark there is a weil functioning sound workshop where the public gets the opportunity of making music with some assistance from the staff. This work shows  that also in Sweden  the public libraries are the most suitable  institutions  for placing studies for computer-based music-making  for the public depending  on the public libraries'  traditions in adult education.

The aim of this Masters thesis is to examine the importance of public libraries for individuals in their everyday life and to study the differences in views between the individuals. Questions posed in this study are: What do public libraries mean to individuals? Which differences between individuals views of the public library are to be found? What is the reason for differences to occur? The analysis is based upon qualitative interviews with six persons, four women and two men between 31 and 55 years of age. The theoretical starting points are Anderson and Skot-Hansens theory of four different roles of public libraries and Bourdieus theory of lifestyle. The study acts on a hermeneutic attitude.

Public procurement stands for a substantial part of the total food consumption in Sweden. The majority of the procured food is today imported and according to market trends it?s intended to stay that way. Imported food is favoured for locally produced due to price pressure. Consequently domestic pork farmers have declined by 25 percent during the last twenty years.
