The public administration and its officials have a number of values which they have to relate to in their work. The values are a set of democratic and economic values.This study?s purpose is to examine how the officials at the National Insurance Office in Sweden give priority to these values. The study is performed by interviews with officials at two insurance offices.The study shows that the officials in a high degree value the democratic values legal security and public ethics. In turn they experience that productivity, which is an economic value, is being promoted in a high degree from the management.

This paper examines if European integration has had an impact on National political parties by looking at the stances of the Swedish Green Party and the Left Party on the issue of the European Community and the European Union over time. With the development of the European Community and the European Union, National political parties face the challenge of an emerging political arena. European integration research has recently become more involved with what is called europeanization and political integration within the member states them self, this paper aims to provide further leverage to the thesis that National political actors undergo some degree of europeanization and are politically integrated in the EU, by examining manifestos of two historically eurosceptic Swedish political parties. The theoretical framework provided by neo-functional integration theory as well as europeanization is used to examine the empirical material in order to see if the political parties at the focal point of this study can be said to have undergone a change in political policy regarding the EC and EU, both in quantity and content. The analysis show that indeed both parties has undergone a change and what might be considered a europeanization, considering that the presence of the EU as a political issue seem to have risen in prominence and importance in the examined manifestos.

AbstractThe European union experience sometimes difficulties in advancing its work due to the member states? different ambitions and interests. The budget is one common tool that the member states can use in order to implement different policies according to their preferences. A large share of the budget is presently tied up in the CAP, the common agricultural policy. This share could be spent in another area and by doing so the EU could take a slightly different direction.

Background: Officers in the Swedish Armed Forces educates their soldiers in various skills and arenas. The Officers get their educational training in officer training courses conducted by the Swedish Armed Forces or the Swedish National defence college. The aim of this study was to find out how the cadets, belive that they are formed into educators, their views on the literature being used in the Swedish armed Forsces, and their views on leadership and educational science.Methods: The data for analysis were collected in spring 2010, by use of a questionnaire among cadets studying the tactical/operational program Ta/Op 07/10 at the Swedish National defence college. The respons rate was 69, 6 %.Results: The majority of the cadets thought that experience was the most important factor in becoming a good educator. Most of the cadets also thought that the literature being used by the Swedish armed forces was good, however, few cadets stated that they will use the material for reflection on their own teaching when working as officers.Conclusions: The Cadets had a positive attitude towards the educational philosphy and literature being used, but few will use the literature in reflecting on themselves as teachers.

The purpose of this examination paper has been to examine the situation for Swedish as a Second Language Programs in relationship to their interaction with the parents of the stu-dents. This case study was performed at two schools in the county of Stockholm. A com-parative analysis of both National and local documents for school governance was used to analyse the contents for incidents of parental involvement in schooling. Furthermore, qualitative semi-structured interviews were carried out with five staff-members holding key positions. The findings of the study are that schools tend to practice parental involve-ment only to the level that it is recommended in the National documents.

The retailing industry has an extremely high density of brands. In order to differentiate its offer, both retailers and suppliers, are constantly forced to come up with new ways to launch their products. A collaborative strategy between two brands is called co-branding, which means that both the private label and the supplier's brand are displayed on the new product packaging. Several studies have shown that a co-branding strategy is successful, but many operators are still reluctant to use co-branding in fear of long-term losses due to potentially damaged business relations. The objective of this study is to explain how the product- and brand related value for customers, retailers and suppliers is affected by co-branding between private labels and National brands.

The aim of this thesis is to develop a new business model for district heating and cooling firms which can contribute to a stabilization of the Swedish National energy system. The business model is developed for a district heating and cooling firm and is exemplified with Fortum Heat. The theoretical investigation around the topic creates a rigid base for following qualitative empirical studies. Osterwalder?s canvas for business model generation is used together with a Casual Loop Diagram to identify a number of business opportunities which stabilizes the National energy system.

AbstractSince the 2006 election the country of Sweden is governed by four Liberal and Conservative parties. Parties that by cooperating maintain power in office and forms a so called coalition. A coalition that not only can be seen at the National but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the National level tends to increase the total expenditures compared to other types of government formations. Can a similar connection be seen at the local level? This the fundamental issue of this essay.

The aim of this thesis is to examine how a context-specific form of abstracting of fiction film developed in relation to the cultural policy of Internationella biblioteket IB, theoretically can be motivated and practically shaped. The background of the cultural policy of IB is analysed and theoretical standpoints and problematic aspects regarding subject representation discussed. Theories which claim intersubjectivity as an ideal for subject representation and searches for objectivity in the process of subject analysis are criticised in light of the concept of interpretation as the only means to produce meaning and subjects in relation to fiction. Birger Hjørlands context-oriented theories of subject representation are used to theoretically motivate the context-specific form of abstracting. To suggest how a practical framework for abstracting can be created, film theoretical models of interpretation are examined in relation to the field of subject analysis and formal criteria of abstracting.

The EU guarantees the free movement of persons. The citizens of the EU Member States have the right to move freely without barriers within the EU borders and this result in an integration of the peoples in Europe. The integration result in several interNational family relationships. It is not unusual in the present situation that families have interNational relations. For example, spouses in a married couple may have different Nationality.

The Swedish Armed Forces tend to ask themselves if it is sufficiently multiNational interoperablefor participation in interNational operations. An equally valid question today should be whether theSwedish Armed Forces are sufficiently Nationally / internally interoperable, between their branchesof service, to be able to conduct independent operations based on the joint warfare theory.The lack of ability to joint warfare in the armed forces in general and the Swedish Armed Forcesspecially constitutes the essay´s fundamental problem. By using Codners and Sjöbloms custominteroperability theory, the Swedish Armed Forces documents were analyzed to highlight anyweaknesses related to joint warfare and National interoperability between Ground and Air Forces.The survey shows weaknesses linked to the custom theory and Swedish Armed Forces governingdocuments. The ability of a National interoperability is limited between Ground and Air Forcestoday, mostly because of weaknesses in the Swedish Armed Forces strategic concept which doesnot describe the importance of joint warfare at all levels sufficiently. This leads to deficienciesreflected in doctrines, regulations, technology, techniques and exercises.

This study aims to evaluate the waste management in Norrbottens municipalities in key areas such as possibilities to reach the two National waste goals, information to the public, the effect of legislation, future of waste management and differences in geographic- and demographic areas. The Waste Framework Directive (WFD) issued by the EU and incorporated into Swedish law plays a major part in waste management by defining a hierarchy in five steps how waste should be treated. Interviews conducted with each of the fourteen municipalities aimed to find out what step in the hierarchy they are at and what effect the implementation of EU-legislature into Swedish law has had. Based on the interviews a diverse range of answers was found in relation to the questions asked, generally the more populated municipalities saw a more positive future of waste management, mainly because more developed infrastructure to handle waste is already in place. However the smaller the municipality is the harder it is to allocate resources for waste management and problems arise in the form of expensive transports of waste.
