This thesis is a case-study of an ongoing court case between the Swedish Competition Agency and Växjö Municipality about a set-up requirement to the long-distance heating system for newly built private houses on municipality owned land. This requirement was set up as part of the municipality?s long-term environmental goals; however the Competition Agency claims that the demand is damaging the free market in the municipality. The purpose of this thesis is to determine which normative assumptions the decision makers have based their actions and re-action on, and whether or not these assumptions are valid, thru theoretical ideal types. This is determined via method of textual analysis.

The purpose of this master thesis is to describe and analyse the development of the library history in the municipality of Karlsborg. This is done with a comparison to the library development in Sweden as a whole and in particular to the cities of Lidköping and Halmstad. I have worked according to the following questions: 1. The purpose of this Master's thesis is to examine the decision-process concerning public art in Borås municipality. My questions have been from where the initiatives come, who the decision-makers are, how the decisions are taken and which questions are discussed. I have examined this through partly interviews with the members of the deciding organ in Borås municipality, partly through literary studies. I have also analysed texts such as debates and protocols from the Swedish parliament. I have also been present at two of the committees meetings.

The research is mainly focused on the outlines of their communication plan, main goals, what  communication strategies the municipality has chosen to and their choice of media channels.Material/method: Two methods are used for this research; qualitative interviews with four employees within the communication team during Umeå2014 and a text analysis of three formal documents which provide the framework of communication policies and media strategies during Umeå2014.Results: The results clearly indicate a well structured, strategic planning outlined in the formal documents. The four people intreviewed all had a good knowledge of the policies and strategies in the documents, they also described their work in accordance with these..

Today, nine out of ten municipalities are active on social media and it has become increasingly popular among municipalities that make use of placemarketing to promote their particular region. A problem that is raised in this study is that the population of the municipalities in northern Sweden often is in decline. The purpose of this study is to investigate how a democratic-controlled organization such as Luleå Municipality uses the social media Facebook in its placemarketing, to highlight a place of scale and to attract new residents and stakeholders to move to or visit the city. In order to answer the purpose I have with the help of a critical discourse analysis examined how Luleå Municipality using social media Facebook in their marketing of Luleå as a place. The results were then analyzed using theories of placemarketing, Norrland and the market-oriented municipality.

The aim of this master?s thesis is to examine which ideas about the public library that appear in a selection of municipal library plans and to examine if these ideas are unanimous. The comprehensive questions are: Which ideas about the public library appear in each municipal library plan? How do the ideas agree in the different municipal library plans? The sub questions are: Which judgements of reality appear in the different library plans concerning each municipality and its library needs? How do the municipalities define the concept of development and future demands in the municipality on the basis of the judgements of reality? The location on the river delta of Klarälven, adjacent to lake Vänern, makes Karlstad one of the Swedish cities where a significant flood risk is present. The city has several major floods in its memory which has caused great material damage and economic losses, the latest of which occurred in the winter of year 2000/2001. The purpose of the study is to examine how the approach to flood risk has changed in the municipality of Karlstad since the 1950s, and how this change has affected the current situation regarding the city's vulnerability to flooding. To investigate this, a document analysis was conducted, where key documents in the media and from the municipality of Karlstad was studied. Furthermore, an interview study was conducted with respondents who currently are employed or previously have been employed in the municipality of Karlstad, who in various ways work with issues of flood risk. The result of the study shows that several changes have taken place since the 1950s in terms of the municipality's approach to flood risk, which for instance has led to preventative measures being taken to a greater extent than previously in the physical planning.

The purpose of this thesis is to evaluate the extent of the civil rights political participation on a municipality level. The starting-point is the participatory democratic theory. I have chosen to make a case study of the extent of participation among KPR ? the board of the pensioners in the municipality of Skara. KPR is represented by fourteen members from the seven existing associations for pensioners.

The aim of this study was to understand how evaluations are implemented and used in procured nursing homes for elderly. Our methodological approach consisted of a single-case study research. The case in this study was Växjö municipality. Three procured nursing homes for elderly were chosen in the municipality as examples of implementation and use of evaluation. The method for retrieving empirical data and the analyzing of it was based on triangulation.

The aim of this thesis is to describe and analyse the development of libraries on Tjörn, an island on the Swedish west coast. I have divided the thesis in two parts, one in which I will describe the libraries development between the years 1873 to 1952 in the municipality of Stenkyrka and one in which I will describe the libraries development between the years 1976 and 1985 in the municipality of Tjörn. The study is mainly based on written materials and a theoretic model will also be used in which I apply three factors, society, the libraries economy and individual actors on the library activity. The libraries in Stenkyrka during the early period were dependent of public grant from the state for their survival and the libraries were undeveloped. The society around them was poor and hardly any money or assistants came from the municipality.

The purpose of this essay is to investigate why the two Swedish municipalities of Frykerud and Östmark were the only municipalities in Värmland that were forcibly merged by the state during the ?Municipality block reform? of 1971, and whether local identities played a role in the resistance against this reform.     The study is designed as a comparative case study and builds on both history and political science to analyze the topic from a broader perspective. Based on the research situation three theoretical theses have been formulated, the durability of which will be tested in the analysis part of the essay.    The study notes that Frykeruds resistance against the ?Municipality block reform? started when the reform prevented a planned retirement home construction in the municipality. In the analytical part of the essay, the author discusses how the discontent can be interpreted as symptomatic of bourgeois centralization resistance, as well as being due to the fact that traditional, local self-government as a political subject was perceived as threatened.

Eskilstuna municipality is working to be a municipality that the people who are living in it are proud of. In a way to do that two students have examined what changes are good or bad when there outdoor environment are rebuilding and changing By doing interviews with the people who are living next to two streets that already have been going through big changes and during those interviews the inhabitants have hade opportunity to explain what they are seeing as good or band changes in the surroundings. The municipal forests of Sala cover an area of 6 000 hectares, starting in the vicinity of the city and reaching north. At the same time as residents make abundant use of the areas closest to the community for outdoor activities and recreational purposes, the forest is of great economic value and also worth protecting for environmental reasons. These conditions make forestry in periurban woods more complex than conventional forestry, why a good understanding of the needs and demands on the forest and silviculture program is required. The purpose of this study is to depict the usage of the forests owned by the municipality of Sala, to set forth the common view of the silviculture program implemented by the municipality and to chart the expectations the community has on the forests and forestry of the future in the municipality of Sala. The survey part of this paper consists of the interviews of thirteen individuals representing nine interest groups. As expected the views of these individuals varied widely but some results were expressed by more or less all of them.
