Styrningsrationalitet i svenska kommuner - en fråga om ideologi? : En komparativ studie om sambandet mellan ideologi och styrningsrationalitet

This paper is about if municipal council's ideology affect steering in the Municipalities of Vellinge and Fagertsa. Vellinge has for a long time been governed by Sweden's conservative party Moderaterna. Fagersta has for a long time been governed by Sweden's left party Vänsterpartiet. The main question of the paper to be answered is as follows:Is there a relation between the steering in Municipalities and the ideology of the governing parties?The hypothesis is that there is a connection between what ideology the party that governs has and how the Municipalities are being governed.

Kommunalt samarbete för att stärka en turistdestination : en studie av turistdestinationen Roslagen

The purpose of the study is to investigate and elucidate how and why Municipalities cooperate across municipal boundaries with destination development. To answer the purpose the authors chose two research questions:What are the incentives of cooperation between the Municipalities in Roslagen? What are the possibilities and difficulties of cooperation? In order to answer the research questions interviews with local business managers, administrative director, the acting Head of destination and tourist office staff were made. Municipalities have signed a cooperation agreement in October/November 2008, where they will work more formal together to strengthen the destination Roslagen. The result of the study shows that the main motive for municipal cooperation is the sharing of financial resources to promote and develop the destination Roslagen together.

The overall purpose of this essay is to study in which degree the democratic model that is called participant democracy works in the Swedish Municipalities. To achieve what I set out to do I will focus on a central political area in which the Swedish Municipalities has sovereignty versus the state, in other words in an area where they rule themselves. That political area will then represent how well the participant democracy works in the Swedish Municipalities. The research questions then becomes:Does the participant democracy at Swedish Municipality level work in a satisfying way?Does the participant democracy in a large Swedish Municipality in a central political area work?Does the participant democracy in a small Swedish Municipality in a central political area work?Are there similarities and differences between the Municipalities?If so, how can that be explained?To answer these questions I will study documents regarding the planning and building area.

PLASTHANTERINGEN I SVERIGE En kvalitativ studie om storstadskommunernas plasthantering utifr?n EU:s Plastdirektiv (EU) 2019/904

The aim of this essay is to examine the handling of plastic waste on a local level in the three Municipalities of Gothenburg, Malm? and Stockholm. This is achieved with the help of guidance within the theory of Multi-level Governance. By applying the EU directive 2019/904, about disposable plastic, and examining the global plastic problem, the efforts to promote sustainable use, and recycling of plastic, is analyzed. The method involves a qualitative content analysis, where the 2022 waste plans of the three Municipalities, ?Sveriges handlingsplan f?r plast? by the Government Office, and the 2019/904 EU directive constitutes the base of the study.

Värdegrundens betydelse för arbetsgivarens attraktivitet

During the past decades the competition for skilful employees has increased and companies and organizations compete to attract the right people. The Swedish Municipalities and country councils need to recruit 420 000 new employees before 2020, but have a limited budget to promote themselves as attractive employers. To find a solution, many of the Municipalities have started to work with fundamental values to become more attractive employers and to inspire employees to use word-of-mouth to recommend them. There are no empirical studies of how successful this strategy is, and the purpose of this thesis is to show if there are significant correlations between the fundamental values, the employer's attractiveness and word-of-mouth. The results of the study are based on a survey with 1996 answers from employees in three different Municipalities in Stockholm, Sweden.

Är själv bäste dräng

In part this paper is a contribution to the ongoing Swedish discussion about our public structures. The discussion has picked up speed in the last years thanks to a government backed committee trying to come up with a suggestion to make our public sector more efficient. A big part of the debate is about the independence and work of our Municipalities, what they should do, what they shouldn?t do and when the state should step in and take over. I make a theoretical investigation into one of these issues, the one about job creation.

Kartläggning av socialtjänstens arbete med våld i nära relationer : - en studie av sju kommuner i nordvästra Stockholm

Intimate partner violence is a problem which is increasingly drawing attention in society. The authority responsible for providing care and support to victims of intimate partner violence and their children is the social services. The purpose of this study was to show how social workers deal with intimate partner violence and to create a description of how this work is currently carried out in seven Municipalities in the north-west of Stockholm. This was done through a quantitative survey including all investigating social workers in the Municipalities concerned. The results were analysed with concepts from organizational theory.

Avfallsförebyggande arbete i Norrbottens läns kommuner : En studie om kommunal avfallshantering och avfallsdirektivets påverkan

This study aims to evaluate the waste management in Norrbottens Municipalities in key areas such as possibilities to reach the two national waste goals, information to the public, the effect of legislation, future of waste management and differences in geographic- and demographic areas. The Waste Framework Directive (WFD) issued by the EU and incorporated into Swedish law plays a major part in waste management by defining a hierarchy in five steps how waste should be treated. Interviews conducted with each of the fourteen Municipalities aimed to find out what step in the hierarchy they are at and what effect the implementation of EU-legislature into Swedish law has had. Based on the interviews a diverse range of answers was found in relation to the questions asked, generally the more populated Municipalities saw a more positive future of waste management, mainly because more developed infrastructure to handle waste is already in place. However the smaller the municipality is the harder it is to allocate resources for waste management and problems arise in the form of expensive transports of waste.

From an organizational standpoint social media has become a way for organizations to get closer to, and create a dialogue with, their environment. Swedish Municipalities have began to use social media in their daily communication with the environment, but a problem has been raised about how public organizations should organize their social media when formal guidelines from the government are missing.Objective: The objective of this thesis is to examine how eight Swedish Municipalities have organized their use of social media due to the lack of official guidance from the government, and also what difficulties that have occurred during this process.Method: The method used is qualitative with data collected through interviews with one respondent from each municipality.Results: The result show that the organizational solutions varies through each municipality but also the choice of social media. It has been important for Municipalities to have someone in charge of the new communication tool since social media is a fast and communicative channel. Seven out of eight Municipalities have already developed or are in process of developing their own formal guidelines on how to use social media.

Kvinnojouren och kommunen : - En kvalitativ studie om relationen mellan kvinnojourer och kommuner 

The purpose of this study is to find out how the non-governmental shelters for battered women identify themselves in context of their dependence and cooperation with the municipality. Their legitimacy is also investigated which is based on, along with identity, key concepts of the neoinstitutional organization theory. The mutual dependency between these two actors is problematized along with the question of who is responsible for assisting the battered women, and who takes on the responsibilities for them. The empirical result that is analyzed was gathered through three qualitative semi structured interviews with employed personnel at three different battered women?s shelters in three different Municipalities in Sweden.

Implementeringen av EU:s ramdirektivför vatten i kommunernas planarbete : En studie av kommunerna i Stockholms län

The European Water Framework Directive (WFD; 2000/60/EC) was incorporated into the Swedish legislation in 2004 through the ordinance Förordningen om förvaltningenav kvaliteten på vattenmiljön (SFS 2004:660). The objective is that all water bodies shall reach a good status by the year 2015. In Sweden the comprehensive plans of the Municipalities can play a large role in reaching these goals. A comprehensive plan deals with the long term water and land use of the municipality, which can facilitate an early consideration of water management in the planning process of the municipality. In Sweden five river basin districts have been established in accordance with the Water Framework Directive.

To achieve the Government's milestones for 2018, which means that 50 % of food waste shall be separated from household waste and undergo biological treatment (composting or anaerobic digestion).   Hultsfred, Högsby and Vimmerby are three adjacent Municipalities of Kalmar, county Småland. During 2012 and 2013 analyzes were performed on their household waste to determine its composition. The household waste is currently collected in one fraction. The work, examines how much food waste the household waste contains. From the amount of food waste, the biogas potential is examined - how much food waste biogas generates and how much energy it corresponds to.   Food waste is broken down by microorganisms under anaerobic conditions (anaerobic digestion) in a biogas plant.

Sverigedemokraterna - isolerade eller påverkande?

This essay examines the indirect effects of the local strength of the Swedish Democrats on refugee acceptance in the Swedish Municipalities. With statistical methods this essay has aimed to investigate if such effects exist and by using statistical data from three periods of time - 2002, 2006 and 2010 ? the investigation has been able to measure effects over time. Based on former research and reasonable expectations the hypothesis for the essay claims that the Swedish Democrats has got an indirect effect upon the refugee acceptance. With the statistical analyses made, the essay is able to conclude that the strength of the Swedish Democrats in municipality elections as well as the change of this strength between the elections does have a negative effect upon refugee acceptance in the Swedish Municipalities.

Utmaningsrätten : kejsarens nya kläder?

The purpose of this essay is to investigate the policy proposal The right to Challenge (utmaningsrätt) and the political motivation that has been used to implement it, as well as the result of it. The focus is on a case study of the implementing in Örebro municipality. Moreover, a comparative study is done to investegate the differences and similarities between Örebro and other Municipalities that have chosen to implement The right to Challenge.The main question in this essay is How did Örebro?s municipality implement it and what was the result? There is also four minor questions: How was The right to Challenge motivated and what hopes did the politicans have for it? What has The right to Challenge so far contributed with in Örebro municipality? What do the entreprenures think about their oppertunity to challenge the municipality? What similarities and differences exists between Örebro and other Municipalities that have chosen to implement The right to Challenge?The results that are presented in this essay generate conclusions that the implementing of The right to Challenge was motivated with arguments that it will result in increased diversity, improved efficiency, and reduced costs. This has however not been the case since very few challenges have been submitted, most likely due to a lack of promotion.

Gemensam struktur för den kommunala ekonomistyrningen

Municipalities must establish budget annually but they are free to decide how the governance should be designed, this can lead to lack of consistency and measurability within and between Municipalities. The purpose of this thesis was to present a proposal for a unified and more measurable financial structure of a municipality where this was lacking. In our theory we describe the issues of traditional management control and we introduce an alternative control with non-financial ratios included, called the Balanced Scorecard. In the empirical data it is investigated how the governance of a municipality could be designed, according to the respondents. In the analysis the information gathered to reach the answers to what are considered to be useful governance in municipality, are examined. In the conclusion, we design Balanced Scorecards with both financial and non-financial ratios to the councils of the municipality..
