Biblioteksplaner : ett verktyg för förändring?
The focus of this thesis is a specific part of Swedish library policy called library plans. A library plan is a political document created with the purpose of constituting a platform for co-operation between different library systems within a municipality, e.g. through determining and analysing the needs for library activities within Municipalities in Sweden.This thesis´ aim is to investigate whether library plans are, or can be used as, a tool for change and thereby increase legitimacy for public libraries in Sweden.We have examined aspects of library plans using theories from change management to determine whether these plans include tools focusing on conditions in organisations that could result in an improved and stronger position in the society for public library. Through the use of theories from new institutionalism we opted for an understanding of the interaction between the libraries and the context in which they are part of.Upon examining 23 library plans, we discovered similarities as well as diversities among them. From our study we have drawn the conclusion that it is important to analyse the specific needs of each different municipality and to consider these individual conditions and needs when developing and composing the library plan.
Revisionens kostnadsutveckling : En jämförande studie mellan publika bolag och kommuner i Sverige
Introduktion Revisionskostnaden styrs till stor del av förhållandet mellan utbud och efterfrågan. Tidigare studier har funnit ett flertal bakomliggande faktorer som påverkar revisionskostnadens storlek i publika bolag och kommuner. Behovet av en jämförande studie har tidigare påpekats för att kartlägga revisionskostnadernas skillnader över tid.Syfte Syftet med studien är att jämföra och förklara utvecklingen av revisionskostnadernas storlek i publika bolag och i den kommunala sektorn över tid.Metod Studiens deduktiva ansats innebär att tidigare forskning och befintliga teorier har legat till grund för att härleda uppställda hypoteser. En longitudinell studie har genomförts för att mäta förändringar och utveckling över tid. Kvantitativ data har samlats in i form av sekundärdata.Slutsats Studiens resultat visar att ett flertal bakomliggande faktorer förklarar revisionskostnadens storlek över tid.

As we intended to create an understanding, of what potentialbarriers that may affect that a Lean work, in some cases, does not become a long-termcondition, it seemed natural to choose a hermeneutic approach to knowledge. Theempirical data collected via individual unstructured interviews, through a groupinterview, and by non-participant observations.
Arboga möter miljöutmaningar och klimatförändringar
Municipalities in Sweden are responsible for physical planning by developing a general plan. This plan contains intended land and water use for the area. This study aims to investigate the level of integration of environmental issues in the general plan of Arboga municipality and also how well adapted the municipality is for climate change. Further on, the study intends to examine the focus of the general plan and at what rate the national environmental strategies are implemented in the local physical planning of Arboga municipality. Methods used for this study are interviews and reviewing of the general plan itself and other key documents.
Central Peripheries: speculation and strategy for a land less mentioned
As the contemporary discourse surrounding urbanism is almost exclusively focusing on aspects of density and traditional urban qualities, it entrenches notions of what constitutes a proper city and countryside. But beyond this urban-rural dichotomy is another highly contemporary landscape. A territory usually mentioned as sprawl, peri-urban, wasteland, edge city, etc. Although its existence is due to mobilization, telecommunications, globalization and other phenomena of modern life, it is a landscape without an own name or place in public awareness.This thesis provides a case study of how to map and intervene in such a landscape, specifically along the border between Malmö and Burlöv Municipalities in southern Sweden. Its structure is composed of a sequence of three parts:1 Spatial Conditions:Divided up in the sections Network, Fringe and Void.

In a market where public procurement is an important part the competitive advantages will be characterized by the fact that some of the participants on the market are public organizations and that their actions as for procurement fall under the legislation LOU. The characteristics of competitive advantage also depend on and change with continuous changes on a market. Purpose: The purpose of this thesis is to study the competitive advantages that are presenton a current market characterized by public procurement and how these are created. The purposes is also to based on the trends on the market today study and predict the nature of the competitive advantage on the market in the future as well as the changes that we think will occur on the relevant market.

This study aims to analyze the effects of the proposal regarding mandatory reporting for undocumented individuals within the Swedish public sector and how this potentially affects leaders in their efforts to motivate their employees to comply with this requirement, which is considered ethically charged. The primary focus is to understand how these leaders can motivate their employees considering legal requirements that are both legally binding and ethically sensitive.
By interviewing leaders from various sectors within the public domain in multiple Swedish Municipalities, this case study seeks to highlight the challenges arising from the amalgamation of legal mandates and ethical dilemmas. Its goal is to provide insights that can support these leaders in their complex decision-making regarding such issues. The study addresses theoretical aspects such as change management and critical organizational theory.
The study's findings indicate that political decisions play a pivotal role in the processes of change within public operations. Resistance to change varies and takes various forms.

It has become increasingly common for cities and Municipalities to take greater account of the place marketing, and to see the physical location as a brand. An early step in this process is to make the image measurements of the place, in order to develop better marketing strategies. A method often used in tourism research for this type of measurements is Etchner and Ritchie's theoretical framework. The framework is initially designed to measure visitor's image of a tourist destination.Almost all previous research in this area is based on the visitor's perspective, but Olofsson and Skredsvik have used this framework to measure a location's image among the residents. They feel that the residents of a place can be seen as ambassadors of the place because they know the site well.

This essay discusses the Laholm?s bay and its eutrofication problems. The question of issue is: Have the efforts to limit the eutrofication in the Laholm?s bay been effective? What is the local actor?s opinion whether the measures have been effective or not? What efforts have been made to prevent the leakage of nutrients from fields and forestland? The Laholm's bay is located in the south part of the Swedish west coast. The problem was noticed in the 1960´s by local fishermen that experienced a lack of catch.

In the light of the problems the media industry are struggling with, local news reporting is only one of the challenges the news organizations are facing. When local editors is being moved to the cities the tie with the local community is being severed.The aim of this study has been to analyze how the inhabitants of Vilhelmina municipality talks about their experiences of local journalism. With methodological inspiration from the Critical discourse analysis (CDA) this study examined the discourses of local journalism, social media, journalism's role and municipal policy. The theorectical framework consisted theories of media and democracy, convergence culture and discourse theory.The survey was conducted with four focus groups interviews. The focus groups were divided in different cathegories based on the participants experiences, ages and employment.
Kommunikation och samordning : En studie av internkommunikationen inom Region Värmland
This paper deals with the subject internal communication. We received this assignment from Region Värmland, an organization formed jointly by the 16 Municipalities in the county of Värmland, to take responsibility for regional development, growth issues, culture and adult education in Värmland. The organization consists of a number of geographically dispersed units with specialized working areas. In this type of organization, there are high demands on internal communication as a tool to coordinate the organization?s different units and integrate their work, in order to reach the common goals.
