This study has an integration policy direction as it focuses on the qualification for the new arrivals to quickly establish themselves in the labor market, and how the government's interventions, which in this case is the establishment reform, have affected Municipalities and what its role is in this context. The purpose of the establishment reform is to faster the new arrivals integration in to the labor market. The aim of this study is to analyze the interaction factors that is affecting the integration of new arrivals into the labor market by study the professionals opinions on the interplay between involved organizations in two Municipalities before and after the establishment reform. Studies have shown that the establishment reform has not achieved its goal and the purpose is to analyze the aspects behind this problem. The results of the study were analyzed with help of the interaction theory and the new institutional theory which is a part of the organization theory. An important aspect in the results of our study is the deficiency with the interaction between the participating organizations that obstruct the new arrivals path to becoming self-contained. In order to identify the problem, the study focuses on the co-operation among two communities in Sweden with the new arrivals way into the labor market.

This study regards the Swedish documentation system, BBiC, which is translated from the English version LACS. BBiC is created to make sure that the children?s needs are put in centre of attention in child protection investigations. The BBiC-system becomes problematic regarding unaccompanied refugee children because of the parent-perspective which is a keystone in the system. A study on the conformity of Swedish procedural and substantial rules with the principle of effectiveness of EC law Recently in Sweden, several local governmental entities (Municipalities) have engaged in commercial transactions that, essentially, have been aimed at transferring the ownership of public services ? for example schools and local medical care centers ? to private undertakings. A few of these transactions have been declared by Swedish administrative courts to constitute illegal below market value transfers of public resources. The main purpose of this thesis is to analyze why or why not Swedish Municipalities implement the gender equality policy ? ?right to work fulltime?. In order to understand this institutional change, the analysis is based on a theoretical framework consisting of two fields: political representation and feminist institutionalism. The study is divided into two empirical inquiries. The first part is based on a quantitative survey that describes the casual relationship between two independent variables; women´s political representation and party ideology, and the dependent variable; political decision about ?right to work fulltime?.

The purpose of this study is to understand how street-level bureaucrats, working with clients with mental illness, are implementing their statutory obligation of support for family carers who are caring for or supporting relatives with mental illness. The study are based on vignettes and qualitative interviews with social workers in three different Municipalities in southern Sweden. The questions of this study are:? How do the social workers communicate their statutory obligation of support to family carers?? How do the social workers distinguish the family carers?? How do the social workers distinguish the family carers who are in need of support? Metod: Vignettes and qualitative interviews has been used as methods to gather empirical data.Theory: Theories of street-level bureaucracy has been used as theory in the analyses of the empirical material.Results: The result of this study concludes that the social workers, in lack of policy introduction, communicate their obligation to support family carers within their discretion. The result shows that the majority of the Municipalities do not have formalized support for family carers supporting relatives with mental illness. The study also concludes that the social workers have different understandings of which family carer who is a carer in need of support.

In view of the difficulty of recruiting staff to care profession and in terms of the increasing need to find ways of ensuring a good language level in the profession, have an interest in language tests been revealed. The purpose of this paper is therefore to highlight the use of language tests for admission to the care courses for adults in Värmland. What provided This is a survey of the prevalence and an examination of the validity of the test. The issue that this study assumed is: How is language test in connection with admission to the certified health and social care courses for adults in Värmland? How well correlates intent of the use of the language test with the test's validity and reliability?The methods used to seek answers to these questions has been a combination of questionnaires and experiments.

 AbstractAttractiveness may be defined by a variety of factors but you should see it in the public planning as it is to have a positive population growth and economic growth, through working with communications, service, housing, to name a few. This is done primarily through direct projects both within the municipality and through various partnerships between local and regional level. The progress we have seen in recent years has gone more towards a clear shell level, particularly a regional level where these have had a much greater freedom with clear geographical boundaries in between each other. Within these regions there are also clear regional groupings that have common interests and competing between each other. In my thesis, we have been distinguished including three levels of scale levels.

Assisted living is a relatively new form of housing that received a government definition in 2007 in conjunction with a government appointed investigation of future alternative accommodation for senior citizens. The type of accommodation is intended for seniors who have the need for increased security, which may be a consequence of that they feel anxious or lonely. It concerns ordinary homes with qualities that suit needs of seniors. There is no allowance from the local municipality required in order for seniors to apply for these homes and so assisted living should not be confused with nursing homes/ sheltered housing. The purpose of this study is to identify success factors for a winning concept for assisted living in the Gothenburg region, on behalf of Skanska Project development.

In recent decades the number of vandalism complaints has doubled and graffiti has become so common that it received a separate category in the crime statistics. With this type of impacts in the public environments the experience are precarious and a boring sight. It?s difficult to put a price tag on these types of crimes, the number of unreported cases suspected to be large.

Lokala investeringsprogram was a subsidy program which supported environmental reforms during the years 1998 to 2002. The subsidies were given to Swedish Municipalities. Most of the evaluations of the subsidised projects have now been completed and included in a database. The purpose with this thesis is to analyse whether the instrument has been effective with respect to carbon dioxide reductions and costs. These calculations have focused on subsidy and cost efficiency. The analysis has been compared with a previous report called "LIP ur ett samhällsekonomiskt perspektiv". The result shows that the reduction cost for one kg CO2 has been almost one SEK, which is twice as high as the cost reported in a previous report, half a SEK.

Our purpose with this master thesis is to look at school libraries in two separate municipal contexts and with the help of case studies try to reach understanding of how the municipal organisation in general influences and co-operates with day to day reality. In order to achieve this objective we have posed the following questions: What importance are school libraries given in relation to questions of overall management and goals in the greater organisation? How are resources distributed and management allocated in the two cases? How are the various school libraries in the two Municipalities organised when it comes to workload, employee role assumption and teamwork? In the section dealing with theory and previous research we present the theoretical viewpoint and the literature of importance for our subject. This includes a short history, reports and laws, and also some research and theory on school library organisation. Our method has been to study the circumstances in two separate Municipalities, Varberg and Växjö.

The purpose of this report was to investigate to which extent local presence of large herbivore mammals (Alces alces, Cervus elaphus, Capreolus capreolus, Dama dama and Sus scrofa) covaries with small rodents (Myodes glaerolus, Apodemus flavicollis and Apodemus sylvaticus? The hypothesis was that high abundance of wild ungulates would inhibit the density of small forest rodents. The data was collected during field work within FoMA (Environmental Monitoring Assessment)/SLU (Swedish University of Agricultural Science). The Ungulate dropping inventory and rodent trappings, which is the base in this report, where performed 2012 ? 2014 in Gnesta/Nyköping Municipalities (G/N) with a relatively high density of wild ungulates and Vetlanda/Växjö Municipalities (V/V) with relatively lower wild ungulate density.

In order to curb the housing shortage, have the Swedish politicians since the postwar period chosen to stimulate the market with subsidies to increase new production and to control that what is built is in the right direction. The construction industry is perceived as conservative, and many argue that the state keeps it under their wings, which has led to that the development not has progressed in the same way as other, non-subsidy regulated industries.The purpose of ours bachelor thesis is to provide an overall picture and describe the underlying problems of the housing shortage at the rental market. In addition, we want to present theories about where possible actions could take place in the market, by illuminate the problem from the differente actors perspective.To fulfill our purpose and provide a deeper understanding of the problem we have chosen a qualitative approach. We interviewed nine different actors on the Swedish housing market, two managers, two to representatives of Halmstad Municipality, a representative for the construction operators and four different interest groups.
