Author: Gabriella Agné and Helena LarssonTitle: Disability policy program ? a case study of a municipals implementation of UNs Convention on the Rights of Persons with Disabilities.Supervisor: Marianne Westring-NordhAssessor: Ulf DruggeThis study aims to examine how a small municipal in southern Sweden works with the implementation of the UN Convention on the Rights of Persons with Disabilities and examine the assistant officers knowledge about this work and user organizations inclusion and user involvement.The study operates from a qualitative approach based on the results of nine semi-structured interviews with local politicians, assistance officers and representatives from three different user organizations.The results show that the municipal has chosen to work with the implementation of the convention by creating policy programs for their departments through dialogue with user organizations, and by mapping the accessibility to public places. The results also show that the assistant officers have been given no information regarding the convention or the policy programs from their employers and instead operate from national legislations and prepositions. The user organizations feel that they were initially included in the process, but that their impact has later been removed due to structural reorganization..

This is a qualitative study on bachelor level at the School of Social Work. The aim of the thesis was to describe how selected municipal commissioners and social workers in Malmö view the complex of problems, and different solutions, concerning homelessness.Malmö, the third largest city of Sweden, is struggling with serious problems concerning homelessness. Possible solutions are being debated, and the opinions differ widely, depending on ideological standpoint. We wanted to find out how selected municipal commissioners and social workers view the complex of problems, related laws and local guidelines, and measures to improve the situation. In order to have a free discussion, but within limits we used semi-structured interviews.Our results show that both the municipal commissioners and social workers regarded homelessness mainly as an individual issue, related to dissocial aspects of the individual.

This work aims to evaluate the possibility of using a graphical programming language to develop software for a digital signal processor. A fixed-point digital signal processor called Blackfin BF-537 is used for this. Instead of using conventional programming languages, like C or assembler, for software development the possibilities to use a graphical environment to fill the same purpose are examined. The development environment primarily used is NI LabVIEW, but also the use of Mathworks Matlab Simulink is investigated. A variety of programs consisting of various signal processing operations and utilities are developed using these development environments.

Environmental management officers ? leadership and employeeship in local environmental health authorityThe purpose of this study was to illustrate the working situation of municipal environmental health management officers. This is a qualitative study where I have interviewed ten environmental officers in ten municipalities in Sweden. The interviews were based on a half structured interview guide with questions. I have interpreted the interviews through different leadership theories.

The main question of this study is about how reorganizations influence on the mental social working environment for chiefs in municipal care. We want to find out how chiefs experience their mental social working environment in a reorganization. The method we used was a qualitative method. We interviewed eight chiefs in municipal care. The interview was done in two different municipalities, where we interviewed four in each municipality.

The purpose of this legal dogmatic Bachelor Thesis is to define the legal definition of ?a rescue service? and illustrate the division of responsibilities between national authorities and the municipalities with regards to the execution of emergency response operations.?A rescue service? means the emergency response actions that national and municipal authorities are legally obliged to provide to prevent or minimise injury to people and damage to property or the environment when emergencies occur or seem imminent. In the following cases a national authority is responsible for providing the requisite rescue service:1. This thesis seeks to investigate the relationship between municipal policy for housing supply and the planning of new housing in Sweden. Through a case study of Göteborg municipality and a comparative content analysis of Göteborgs policy for housing supply and a number of plans featuring housing the analysis seeks to investigate the effect of policy for housing supply as a tool for securing the demand for housing in the Swedish municipalities. The thesis also seeks to discuss its findings using theory concerning the implementation of policy and the general planning situation for Swedish municipalities today. The result of the analysis shows that most plans fail to regulate most of the content suggested in the policy for housing supply, particularly regarding aspects such as pricing, type of housing and type of ownership. The result also points towards a relationship regarding the prevalence of municipal land contracts and compatibility to policy for housing supply as well as a connection between how extensive the plans are in their proposed land use and their compatibility with policy for housing supply. Using theories of policy implementation and the municipal planning situation, possible explanations for the findings of the analysis could be a split in responsibility between the formulating and implementation of the policy for housing supply and its contents, a lack of resources of means for implementing or the prevalence of special interests when attempting to convert policy to plans..

The main purpose of this essay was to study whether niche parties that were represented in municipal councils in Sweden during the 2007-2010 term of office were politically relevant. Furthermore, factors that might facilitate political relevance for niche parties were studied. Political relevance was studied using two theoretical perspectives. The objective model of political relevance presents four categories of relevance based on the relations between political parties in a political assembly; governing parties, coalition parties, blackmail parties and isolated parties. The subjective model of political relevance relies on the party representatives? own judgments of the relevance of their parties.

Not enough attention has been paid to the correlation between the failure of peacekeeping operations and the actual source of civil wars. This text is an attempt to fill that gap. Hence the question: under which conditions is it possible for peacekeeping operations to replace the responsibility of the state concerning the security aspects of the social contract? The outset of the text, using the theories of Robert Nozick, is a theoretical approach towards the founding of states, described as the merging of entities. The theory serves a purpose since it, in combination with identity, illustrates in what manner the glue of society occurs and the rallying around other kind of loyalties like clans and ethnicities.

Dock är inte samarbetet mellan parterna närmare preciserat och beskrivet i Försvarsmaktens dokumentation. This essay aims to investigate the affects of interaction between different professions ina municipal project. In the project, professional representatives from the social servicesand schools have collaborated with staff in preschool/school and exchanged knowledgeto improve the work around children with antisocial behavior. It is in this essaysambition to create an understanding of how professional practitioners, with a monopolyon certain knowledge, influences the possibilities and limitations of cooperation in amunicipal project. This is examined through six qualitative interviews with members ofan municipal project. By using theories about professionalization, social closure,alliance strategy and social control it is possible to understand how division intoprofessions creates opportunities and limitations of interaction exchange incollaborative projects.

Peace operations are considered to be hard to solve but Sierra Leone is by many thought to be a success despite major problems during the operations. Solving this conflict involved several dif-ferent actors which all contributed to the creating of peace. The purpose of this essay is to examine whether similarities between the way the conflict in Sierra Leone was solved and the method that Galula presents led to the positive outcome. This will be done by a qualitative textual analysis to demonstrate presence and absence of those parts that Galula claim are crucial to counter an insur-gency. Similarities between the method used at the solving of the conflict in Sierra Leone and Galulas method for counterinsurgency can be found.

During and after World War II Sweden was spying in the occupied Baltic countries which had been occupied, from 1943 by Nazi Germany and from 1944 by the Soviet Union. It began in 1943, with the Germans still occupying the Baltic countries, when Sweden and its intelligence service ?C-byrån? recruited volunteers among the Baltic refugees in Sweden and sent them back to the countries they had fled from. Many of the Baltic refugees to Sweden were men aged 25-45 so the Swedish intelligence service had a good recruiting source. This started the first period of intelligence operations in the three Baltic countries.

The purpose of this essay is to examine the importance of personal election for candidates of foreign background. I made this, first, by map and comparing the candidates of foreign background in the recent Swedish and Finnish parliamentary election. Second, I analyze what conceptions candidates of foreign background, who was nominated in the 2006 municipal election in Örebro, have about the personal election. The result from the first study shows that personal election had a negative impact on candidates of foreign background in both the Swedish and Finnish parliamentary elections. The result from the second study shows that candidates of foreign background have both positive and negative conceptions about the personal election.

The purpose of this Bachelor?s thesis is to describe and analyze the implementation of Facebook in a public library. A case study consisting of qualitative interviews and studies of documents containing goals for the library has been conducted at a public library going through the process of implementing Facebook in their operations. The theoretical framework for this study consists of Everett M. Rogers?s stages of the innovation-decision process and his characteristics of innovations as perceived by individuals.
