This paper examines how teachers and librarians are helping children and young people withdyslexia/reading and writing difficulties. The examination has taken place in a small municipalityin Skaraborg County. Seven teachers in the municipal schools and the chief librarian inthe municipal library have been interviewed as well as an advising county librarian.In the municipal schools the pupils have access to literature in easy language and computerswith programs training reading, writing and spelling. In some schools there are textbooks ontape too. In the municipal library and in the county library disabled readers can loan literatureon tape and literature in easy language.The conclusion of the examination is that children and young people with dyslexia/readingand writing difficulties need all sorts of aids in reading and writing.

Every year, Swedish municipalities transfer considerable amounts of profit from public housing companies to the owner municipality. Municipalities are allowed to do this, provided that the money is used to pay for certain purposes. But there are no legal repercussions if they do not comply. Not all municipalities choose to transfer profits. Based on partisan theory, this difference could be explained by the political governance of the municipality.

Municipalities must establish budget annually but they are free to decide how the governance should be designed, this can lead to lack of consistency and measurability within and between municipalities. The purpose of this thesis was to present a proposal for a unified and more measurable financial structure of a municipality where this was lacking. In our theory we describe the issues of traditional management control and we introduce an alternative control with non-financial ratios included, called the Balanced Scorecard. In the empirical data it is investigated how the governance of a municipality could be designed, according to the respondents. In the analysis the information gathered to reach the answers to what are considered to be useful governance in municipality, are examined. In the conclusion, we design Balanced Scorecards with both financial and non-financial ratios to the councils of the municipality..

As of 1 July 2008 the revised Swedish Code of Corporate Governance applies to all Swedish companies whose shares are traded on a regulated market in Sweden. The purpose of this thesis is to investigate whether the introduction of the revised Code has affected the disclosure practice among Swedish companies. We investigate a sample of 43 small and mid cap companies listed on the OMXS Exchange that has previously not been covered by the regulation. We develop a disclosure index, measuring the disclosure level in annual reports before and after the introduction of the Code. The results from the study show that disclosure level has not increased after the introduction of the Code.

It is the responsibility of the topleaders of the municipality (the municipal manager and the chairman of the local government board) to manage the situation and to make sure that the organization continuously develops. Purpose: To explain, from a leadership perspective, how the municipal topleaders'duties have developed during the past 25 years. Results: The municipal topleaders have nowadays got more issues to handle. Cooperation, networks and projects have increased, like international issues.

This paper analyzes governance of cultural and ethnic integration. The study has a comparative perspective between five municipalities in Skåne. One aim in this thesis is to clearify the ratio between the state and municipal authority and how municipalities exercise their autonomy. I analyze the advantages and disadvantages in different governance methods linked to how the municipalities are working in practice and what problem the integration policy is intended to eliminate. I also resolve the influence of officials and citizens in the policy process.My conclusion is that direct ruling to a large extent is limited by indirect control.

The governance and control of healthcare organizations has traditionally been run byprofessions inside the organization (Fölster et al., 2003). During the last decades Swedishhealthcare has undergone an institutional transformation where the governance has changedfrom professional governance to a more market like one (Sahlin-Andersson, 2006). Governingof healthcare can however be problematic as professional work is characterized by a highlevel of autonomy and tacit knowledge (cf. Tsoukas, 1997, Freidson, 2001). The following essay aims at the interplay between regional och municipal growth work, and theway cultural heritage is used in growth work strategies. The main issue has been whether theregional strategies are followed up in the municipal strategies, which has been investigated bymeans of question which impact the region?s strategies has at the local level.The essay draws upon an instrumental perspective on cultural heritage and cultural environment,here defined as instruments in the national development and growth efforts. Three publicationsthat highlights potential roles of cultural heritage and cultural environment to act as instrumentsin the regional and municipal development and growth efforts has thereby been selected astheoretical models. These roles has further been summarized in a tabular form as a schematicdivision of main themes with sub-categories, used as a framework for deciphering the regionaland municipal strategies.A content analysis of available strategies at both regional and local levels have been used as amethod for investigating the issue, where the role of cultural heritage and cultural environment(as defined in the schematic table) has guided the reading.

In 1994 it was decided that a new network based organizational model was to be initiated to face the problems of some of the gender inequalities in Sweden. The organisation structure was named Resource Centre for Women (ResursCentrum för kvinnor).This essay constitutes a qualitative case study of governing, with this organisation structure as my field of inquiry. My ambition has been to outline and explain what kind of governing has been used and how it works. I have also tried to identify potential changes of the ways of governing over time. To help me out with that task, I have applied a theoretical framework, characterized of a governance perspective, and have used terms as: governing with networks, partnership, projects and visionary government to interpret my empiric material.My result shows that there have been various changes in the ways of governing, from a more hierarchal government form of governing to a more governance based one..

The purpose of this study is to see how secondary schools in Skelleftea? County market themselves in order to attract students. How the schools portrait themselfs, what is in focus in the information material and how the schools communicate their message to the students who are about to choose schools are the questions asked. The study contains both municipal secondary schools and independent secondary schools. A text analysis has been implemented on texts from the schools websites and interviews were conducted with five respondents from the municipal secondary schools.

Recent accounting scandals, often led by managers trying to improve results and thereby their own bonuses, have severely damaged the publics view of management. In the aftermath of scandals such as Enron, Parmalat and Skandia, demand has increased for Corporate Governance codes and similar regulation. The Swedish code for Corporate Governance came into effect on July 1, 2005. The code requires all Swedish companies listed on the Swedish Stock Exchange (OMX A- and O-list), with a turnover exceeding 3 billion SEK, to disclose a report regarding Corporate Governance, attached to the annual report.The purpose of this paper is to examine whether the new disclosure required by the Swedish Corporate Governance code will have a measurable effect on stock prices. The authors have applied event study methodology examining daily returns around the announcement of the Corporate Governance reports.

The purpose of this study was to examine how the needs of social assistance for people with substance abuse are assessed in accordance to The Swedish Social Services Act 4th chapter 1§. The purpose was also to examine how substance abuse is assessed as a social problem by social workers, how the municipal guidelines concerning social assistance for substance abuser were constructed in relation to the Social Service Act and finally how social workers made their assessments of the need of social assistance to people with substance abuse in relation to the legislation. The sample was made among the municipalities in the county of Stockholm. Municipal guidelines were studied in 18 municipalities by content analysis. A sample of 11 social workers was chosen from 5 municipalities.

This investigation aimed to shed light on the terms of the dispensing and the retaining of municipal social benefits granted by Swedish social services, this in regard of a less visible societal subgroup; citizens who cannot attain or retain housing of their own.Through qualitative interviews with six municipal social workers in Skåne, the plight of these citizens is revealed from a policy-making perspective in respect of views on discretion and individual appreciation.
