Large retirement numbers and fierce competition of available labour, results in municipalities have to be more attractive as an employer. One way for the municipalities to fulfil their staffing requirement is partly to increase their recruitment efforts, and partly to educate their existing employees. Discussions about the supply of competence are therefore pressing within municipal activity. The aim of the study was to investigate how the concept of competence is used within a municipal administration. The method that has been used is Norman Fairclough?s critical discourse analysis, a method that allows multi dimensional analysis.

In 1989 the United States choose, after years of conflict, to carry out a military intervention in Panama, to remove Manuel Noriega, convicted for drug dealing and for threatening the lives of the Americans living in Panama. The aim of this study is to examine whether George H. W Bush?s arguments for the military intervention comply with the principles of the just war.The method chosen for this study is a qualitative literature study, based primarily on secondary data. It is a case study with two complementing theories, the theory of the just war and the world system theory.The result showed that the American intervention both can be justified and unjustified following the principles of the Just War Theory.

One of the big challenges for the European Union today lies in finding a common foreign policy for its 27 sovereign member states with their divided interests, experiences and traditions. New objectives set requirements on the Union to develop and intensify its military ability. The European Union´s view on when military force can be utilized sets concepts like sovereignty and intervention in focus. Can sovereignty be limited and if so can an intervention be justified? How did the Union argue regarding its participation in the intervention in Afghanistan, 2001? The Just War Theory gives the essay a normative framework against which to assess the Union´s view and guidelines for the use of military capabilities.

This essay deals with the principle of surprise warfare and its development as well as the adaptation of military action that had to be made to surprise the opponent in the modern era.The concept of surprise is divided into its components in order to clarify what is required to implement a surprising maneuver, to understand the complex concept and form a theoretical framework for gathering facts in the case study.Development and adaption are demonstrated by a comparative case study where Pearl Harbor illustrates an example of historical surprise and Operation Desert Storm illustrates a modern surprise. The product will then be analyzed in order to detect the development and how military conduct is forced to adapt in order to carry out a surprising maneuver. The results shows that the military action of performing a surprise attack has had a major development and is now carried out in a different stage of the attack..
INTERNATIONELL KOMPETENS I SVENSKA KONCERNSTYRELSER: ? ett begrepp och dess diskursiva sammanhang
The purpose of the thesis is to map the meaning of ?international competence? in Swedish company boards of directors. The study is divided in a qualitative part and a quantitative part. The qualitative study consists of a discourse analysis where variation in interpretative repertoires are identified to enhance the understanding of the nature of reasoning related to the meaning and importance of the issue at stake. The discourse analysis is conducted on an empirical material from 27 interviews with decision makers in recruitment processes to Swedish company boards of directors.

With the starting point in UN peacekeeping operations, this essay investigates the participation of the Swedish armed forces and how the Swedish soldiers perceive their role in those operations. The aim of the study was to explore different perceptions about the Swedish soldiers in international operations. Partly from the Swedish soldiers perspective and how they perceived their own role as soldiers. Partly from the perspective of civilians, like Swedish aid workers, and how they perceive the Swedish soldiers. The third perspective was from a person with mixed experiences from both the military and the civilian work.

Competence Portals are software tools that are intended to make it easier for persons that have had no previous contact to find and contact each other. The portals can address areas ranging from finding an expert within an organisation to the marketing of the competence of a region or a research centre to other organisations. The purpose of the thesis is to examine the necessity of Competence Portals in research-intensive organisations. Important characteristics of the information in such portals have been identified and used as a basis for recommendations regarding how Competence Portals could be designed. Furthermore, the thesis focuses on the task of finding a source of knowledge within an organisation.

There are several competing views on how to best utilize air power. Following his quantitative study of air power, Robert Pape developed a theory which focuses on undermining the target state's military strategy. According to Pape it is possible to explain the outcome as a result of military vulnerability. This essay seeks to determine if Pape's theory can predict the outcome of Operation Unified Protector. By using a mixed methods approach on four hypotheses, it will be determined if the operation was a successful case of coercion, if NATO acted according to Pape's model and whether this achieved the desired effects or not. The results reveal that the theory could not successfully predict the outcome of the conflict.

This paper conducts a qualitative examination based on interviews with six childrens librarians. The purpose is to put a perspective on the librarians competence and focal knowledge within the area of reading promotion and reading stimulation aimed for children, and also to examine how this competence and knowledge is constructed. The work is based on the following questions: How do childrens librarians experience reading promotion and reading stimulation within their profession? Which competence and what knowledge do childrens librarians experience as most important in order to make their work with reading promotion and reading stimulation function? What can be concluded regarding the construction of their competence and knowledge? The analysis is carried out from theories about competence, tacit knowledge and reading promotion. Following primary conclusions are drawn from the study: The professional role is mainly experienced as promoting reading as pleasure, but also as an important factor for childrens language development.

This thesis deals with questions about competences and qualities that librarians inpublic libraries find that they need to be qualified suppliers of literature (books andmagazines).Our aim is to problematize the competence of the profession in relation to promotingliterature, knowledge in literature and reading habits. We want to know what librariansthemselves think about their own competences when it comes to supplying andpromoting literature. Does it have to be a leisure interest or do they get the possibility toread during working hours?What do librarians think it means to be a qualified promotor of literature and how dothey acquire the right competence? Do they believe that their competence correspondswith the occupational requirements? How much of their knowledge about literature andpromoting literature comes from personal interest and commitment?We primarily used the theories about competence by Per-Erik Ellström. One of thetheories is the one of implicit and explicit knowledge.

The purpose of this study was to investigate what competence social workers have, don´t have and ask for in the work with unaccompanied children, how a lack of competence and guidelines has been compensated in the practical work and how the social workers view the future work with unaccompanied children. This has been done through eight semi-structured interviews with social workers who work with unaccompanied children. The result has been analyzed with help of the theoretical perspective globalization connected to social work and showed that none of the social workers felt not having the competence to work with the children. However, everyone mention one or more areas where they ask for competence development. The study showed that lack of education has been compensated through practical experiences, knowledge exchange with others and that guidelines now have been formed.
