In the year 2002 a commission wasappointed by the government and taskedto clear up possible flaws in the lawgoverning spatial planning (Plan ochbygglagen, PBL). The commission's reportlaid the foundations for a new law whichwas adopted by the Swedish parliament onthe 20th of June 2010 and is scheduledto come into effect on the 2nd of May2011.The purpose of this thesis has been toexamine the changes made in the new law,primarily from a civil-rights point ofview, focusing on the appeal process.This is a highly interesting subjectconsidering one reason behind the newlaw was to simplify and streamline theplanning process while keeping civilrights intact.Through a comprehensive literature studyand interviews with experts the currentplanning process was mapped out andrelevant changes in the new law wereexamined. After the study had beenconcluded we were able to distinguishseveral areas that underwent especiallyinteresting changes;The requirement of a plan program wasremoved and the exhibition process wasremoved and replaced by a writtenreview. Individuals were given thepossibility of requesting a plan notice.The different spatial plan documentswere merged into one single document andthe number of responsible authoritiesfor spatial plans is no longer limitedto one.The study has shown that the aspirationfor a more effective spatial planningprocess has mostly been conducted at theexpense of individual rights.The single biggest obstacle forachieving a democratic planning processis learning how the law works and howthe spatial planning process isimplemented, this is has been proven tobe a very hard and time consuming taskfor individuals to undertake..

Agilt - men agilt nog?

This paper aims to investigate whether a small organization with small development teams can find a value in leaving a functioning development process to follow a formal systems development methodology, if these organizations can find support in an agile systems development method and in such case the method needs to be adjusted according to the organizations unique conditions.A traditional plan-driven system development methodology includes a number of phases that are carried out sequentially and a completed phase can basically not be resumed. All requirements are specified at the beginning of a project and at the end of the project only one delivery of software take place. This can cause difficulties in for example dealing with changing requirements. Agile system development methods intend to deal with changing requirements and to enable continuous delivery of valuable, working software.In this paper, both the traditional plan-driven methods and agile methods will be explained. Research methodology and existing system development theories will be discussed and a company where the study has been conducted will be presented.

Hur hushållas det med mark och vatten? en studie av tillämpningen av hushållningsbestämmelserna i 3 och 4 kap MB

The national spatial planning guidelines and the subsequent legal regulation in the Natural Resources Act and the Environmental Code has been a part of the Swedish planning system for almost 40 years. In the recent years, critics have claimed that the regulations are outdated and does not work the way it was intended. This paper examines closer why it is perceived that the regulations does not work, with a focus on how the national interests are managed in the municipal planning. Why is the national interests not applied in the municipal planning as intended? Is the error in the system or in the implementation of it? The aim of this essay is to study the gap between theory and practice by studying how the land management provisions in the Environmental Code is applied in five selected municipalities.

The purpose of this thesis was to create a strategic/tactical road access plan. This was done by designing an analytical method which gives the road manager a template to create long-term road access plans. The analytical method will help to identify and appraise roads to be upgraded and give information when it is time for building new roads. The study method involved developing an analytical method. The method was comprised of five main parts: the harvest plan, analysis of the road network, transport costs, quality and storage costs and finally, identification of investment alternatives.

This bachelor thesis will try to map and explain the change of the cultural presentation in the local newspapers from the day it was firstly introduced as a genre in the modern journalistic world until today ? 1840 and onwards. Whether it has turned into complete tabloid journalism or if it's methods are used to expand the knowledge about the cultural object, it shall be discovered with the help of an analysis of the cultural sections in some newspapers ? both from the last quarter of 2012 (October - December) and one date from two years prior to that.

En lärande organisation? - Kompetensutveckling inom en Polismyndighet

This essey discuss competence development for the employees in a unit of the Swedish police authorities. The purpose with this survey has been to show an understanding for how this unit within the Swedish police authorities works with competence development and what kind of competence investments they carry out and also why competence development is important in their organisation. To answer the purpose of the survey and the questions a qualitative method has been used remaining interviews with five involved respondents working in the investigated unit. The result shows that needs for competence development are made clear during meeting for personal development and during the local educational council inventories. Competence development for the employees is prioritated for the policemen comparing to the civil employees on account of that the policemen have a demanding work and they have to develop their work all the time because of the resisting circumstances.

Locally valued habitats, species and sites and their significance for collaborative land use planning around Manusela National Park, Central Seram Island, Moluccas, Indonesia

When new land use policies are made, opinions of stakeholders need to be taken in account, to avoid future conflicts. The motivations of commercial enterprises are often clear and easily communicated but due to inaccessibility and language barriers the indigenous people?s perspectives and needs are harder to reveal. This study therefore aims to identify species and sites of importance for the local people in Masihulan village on Seram Island, East Indonesia. This is a first step to facilitate better integration of local people´s needs into local government decision-making processes.Researchers at the Center of International Forestry Research (CIFOR), with headquarter in Indonesia, have developed an approached called ?Multidisciplinary Landscape Assessment? that aims to assess important natural resources for local communities in tropical countries.

We have produced a process mapping and from there developed a document management plan for the research service at the Labour Movement Archives and Library (ARAB) in Stockholm, Sweden. The project was conducted during five weeks in the spring of 2011 at ARAB and the resulting classification structure and document plan has been formulated and presented to the staff at a seminar. We found that the institution in some cases were suffering from an inadequate documentation in a number of the identified processes, and also in their records management and archiving. In this additional memorandum follows an analyzing discussion of activity-based document- and archive management, e-archives and process mapping. We have accordingly tried to standardize the process of research services and contribute to a more adequate document management within the institution.

Påverkan på Valboåsen från verksamheter inom Svedens industriområde samt närliggande områden : hot mot grundvattnets kvalitet och kvantitet?

The aim of this work was to find out what potential contaminants from roads, residential area and businesses within Svedens industrial area that can affect groundwater quality and quantity. Data collection was from SGU, VISS, internal material from Gävleborg county Administrative Board and Gävle municipality archive. GIS software ArcGIS was used to create the map images in the work. The studied area is located approximately ten kilometers west of Gävle city and consists of the esker Valboåsen, which is a glacifluvial deposit that in its central parts consist of coarse material that is overlaid by sand, clay and silt. North of esker Valboåsen there are the river Gavleån which has an inflow to the groundwater in the esker. This inflow represents the largest part of the groundwater recharge.

Through this project -?Projekt Pedadoggen?- I have tested dog training as a pedagogical resource at Daily activities. The study was made together with a group of persons with intellectual and neuropsychiatric disabilities, whose daily activities consist of running a day-care centre for dogs. Each participator of the project trained a dog towards a specific goal. This goal was individually formulated by each participator from his or her specific interest.

Work environment has been an important part of the Swedish working life for a long time and with the help of the Working Environment Law the work environment is mandatory. The purpose of this study was to gain a deeper insight into how the system of middle managers systematic work environment looks like. The question was: How do six middle managers perceive and deal with systematic work environment? A qualitative study was conducted with six middle managers from a global company. During the analysis, there were three main themes to be recognized (cooperation and support facilitates the work environment, problem with the systematic work and difficulties with staff) and six sub themes.

Besvär! : Om motståndet hos två tvångssammanslagna kommuner i samband med kommunblocksreformen

The purpose of this essay is to investigate why the two Swedish municipalities of Frykerud and Östmark were the only municipalities in Värmland that were forcibly merged by the state during the ?Municipality block reform? of 1971, and whether local identities played a role in the resistance against this reform.     The study is designed as a comparative case study and builds on both history and political science to analyze the topic from a broader perspective. Based on the research situation three theoretical theses have been formulated, the durability of which will be tested in the analysis part of the essay.    The study notes that Frykeruds resistance against the ?Municipality block reform? started when the reform prevented a planned retirement home construction in the municipality. In the analytical part of the essay, the author discusses how the discontent can be interpreted as symptomatic of bourgeois centralization resistance, as well as being due to the fact that traditional, local self-government as a political subject was perceived as threatened.

This essay discusses the Nordic region Bohuslän the decade after it became "Swedish" in 1658, during what I call the region's "transition period". The wide cause of the study is to show how the traditional understanding of this state shift (and of state shifts in general) need to be problemized and understood in the light of the state conditions of Early Modern Europe. By examine court protocols from the local-court of Orust and Tjörn (one of five local courts in contemporary Bohuslän) and the local noble's writings to the Swedish parliament, a tricky mixture of references to different territories gets observed and analyzed.To approach the difficult identity problems, I have assistance in Peter Sahlins' conclusions from his study of the French-Spanish borderland during the same period. Especially helpful are his identity schemes by which he (inspired by the Norwegian anthropologist Fredrik Barth) supposes that each identity originates from a counter-identity. This study ends up in an attempt to reconstruct the landscape of identities and counter-identities found in the sources, according to professor Sahlins' schemes.
