The European Union has created a common plan regarding narcotics use and abuse within the European member states. The aim here is to reduce the supply and demand for drugs among the citizens of the Union. However, the opinions on how to achieve these goals greatly differ among member states. The range of attitudes varies from the strictly restrictive attitudes of countries such as Sweden, to the complete decriminalization of personal possession of all narcotic substances in Portugal. The purpose of this paper is therefore to study the underlying attitudes and approaches that these two countries have, and hopefully to give some light to how come there is this big difference in legal frameworks regarding a rather delicate political question.

The ability to tackle NP-hard problems has been greatly extended by the introduction of Metaheuristics (see Blum & Roli (2003)) for a summary of most Metaheuristics, general problem-independent optimisation algorithms extending the hill-climbing local search approach to escape local minima. One of these algorithms is Iterated Local Search (ILS) (Lourenco et al., 2002; Stützle, 1999a, p. 25ff), a recent easy to implement but powerful algorithm with results comparable or superior to other state-of-the-art methods for many combinatorial optimisation problems, among them the Traveling Salesman (TSP) and Quadratic Assignment Problem (QAP). ILS iteratively samples local minima by modifying the current local minimum and restartinga local search porcedure on this modified solution. This thesis will show how ILS can be implemented for MSA.

The aim of this essay is to give the reader an idea of how the European agricultural policies have developed, in regard of sustainable development, since Sweden became a member in the union 1995. The main aspect that?s been investigated is the issues regarding sustainable development and how the issues regarding the ecological farming methods have been dealt with. My research questions are:- How has the European environment- and agricultural politics changed since Swedenjoined the union in 1995?- What consequences have the changes had for ecological farming?The answers to the stated questions are that there have been several treaties in the field of environmental development of the agricultural policy, starting with the Maastricht treaty and ends up with the European Action Plan for Organic Food and Farming.

Syftet för denna uppsats är att utreda och undersöka vad det krävs i ett ledarskap för att få in funktionshindrade på arbetsmarknaden. Fokus för studien är att ur ett kvalitativt perspektiv utreda samspelets betydelse mellan chef och anställd samt vilka faktorer som gör ett samarbete lyckat respektive mindre lyckat i processen med att få in funktionshindrade på arbetsmarknaden.Studien har även i syfte att bidra till den i nuläget begränsade forskningen kring ämnet.Telefonintervjuer med chefer och biträdande chefer har genomförts och resultatet i studien visar att det finns flera behov av att utveckla ledarskapet i denna process. Mer utbildning, öppnare kommunikationsklimat och högre kunskapsnivå behövs för att göra processen effektivare och mer fördelaktig. The purpose of this study is to analyse how the local governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish local governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the local governments are fairly satisfied with the steering of public health policy by the central government.

Youth unemployment in Europe is a big problem today. The number of unemployed young people has risen past decades, from 10 % in1980 to over 20 % 2010. The purpose with this thesis is to deal with big cohorts and unemployment rate for young people 20-24 years old in Sweden. I have a look at three different generations, people born:1963-1967 and start working 19871968-1972 and start working 19941988 and start working 2008-2012Did these people from a baby boom face any specific difficulties when entering the labor market 20-24 years later? I have used Easterlin theory in my work and lokked at statistics from SCB (Statsitiska centralbyrån) in Sweden.

In today's globalized world it is essential to achieve goal congruence within a multinational corporation despite the distances between the headquarters and subsidiaries. A case study has been performed to examine how control of sales units within a Swedish multinational corporation is achieved. Otley's framework has been used in the study to provide an overall picture of the control system where the analysis is based on five areas: key objectives and goal evaluation, strategies and plans, target setting process, incentives and motivation as well as information flows. To complement this framework, theories of convergence and divergence by Busco et al. have been used as well as theories of hierarchical control and self-control by Holmström.

The objective of this study was to investigate how the local newspaper readers felt about reading the local newspaper in a tablet device, such as the iPad. We wanted to study the attitudes from consumers towards tablets and if the traditional local newspaper can be substituted with a tablet device. We decided to use qualitative interviews as our method. The selection of respondents was based upon age, whether or not they had a subscription and if they owned a tablet device or not. We accomplished fifteen interviews with respondents living within the area where the newspapers of Barometern and Oskarshamnstidningen are spread. The study shows that the majority of the respondents who already had a subscription tended to lack interest in changing their traditional newspaper consumption. Their habits of reading the local news on paper were strong.

The structure of the Swedish public library field has been evolving during the last decades. The traditional mission of educating the citizens to become responsible, democratic and knowledgeable members of society has in a way led to the integration between public and school libraries. Lately new co-operational models have been under debate and a sense of resistance has arisen because of the economical and market influences. In parallel with closure of library branches new libraries have evolved in malls and wash houses and some with self-service with no use of librarians. This work shows how co-operation in rural areas finds the common goals for the people living there who are concerned about keeping the service needed including the public library and thus using existing means and crossing borders of commercial thinking.

According to the client, land survey of Sweden, there is no current information regarding other well developed property tax systems. This information is necessary in order to analyze the effectiveness and develop the Swedish system. The purpose of this study is to contribute with improvement proposals to the development of the Swedish property tax system through a survey of the English and Welsh property tax system.Methods used are: (1) a literature review where the English and Welsh valuation methodology and organization regarding property taxation is studied; (2) an interview with the client at the land survey of Sweden regarding existing problems with the Swedish property tax system; (3) An interview with a contact person of the Valuation Office Agency regarding the English and Welsh property tax system.In England and Wales there are two different property taxes for municipals, Council Tax and Rating. All domestic properties are included in Council Tax and commercial properties or part of commercial properties is included in Rating. Council Tax is based on the properties market value and Rating is based on the commercial property or part of the properties current rental value.

This study will focus on the luxury market and how this market has been affected by the present recession. The economic downturn have had a major impact on today?s business and consumption, practically all industries have been affected. However there exist different opinions about how the luxury market have been influenced, certain experts mean that this segment is recession proof while others believe that this market will experience the worst side-effects.
