The purpose of this thesis was to examine the municipal guidelines regarding the construction of the prerequisite "other living expenses", and how the construction of the prerequisite was constructed in relation to the Legislation. The sample of the thesis was the municipalities in Stockholm?s county. The empirical result was compiled with the hermeneutical method, and analyzed through a legal perspective and three different theoretical perspectives, as well as compared with previous studies. The theoretical perspectives were legal pluralism, bureaucracy, legitimacy and rule of law.

This study is about state officials who handle applications for sickness benefits and about municipal officials who handle applications for financial assistance. The purpose of this study is to explore the differences between the two professional roles regarding their conception about their exercise of authority, in terms of flexibility, individual adjustment, empathy and legal security.The study has a qualitative approach and is based on structured interviews with two state officials and two municipal officials. The questions that this study aims to answer are:- Is there a difference between state officials and municipal officials regarding their experience and use of flexibility? - Is there a difference between state officials and municipal officials regarding their perceptions of legal security, individual adjustment and empathy in their exercise of authority? - What kind of bureaucracy can you find in the two organizations?The results show that the state officials in this study have very limited flexibility due to Legislation which makes their exercise of authority neither empathic nor individual. The municipal officials in this study state in their turn that the law entails broad flexibility and the opportunity for them to be empathic and to make individual decisions.

Jag vill med denna uppsats belysa frågan om man i Sverige bör införa en allmän skyldighet att hjälpa nödställda. Syftet är att undersöka vilken betydelse en sådan så kallad civilkuragelag skulle kunna få för samhällsmoralen. Genom att använda mig av relevant samhällsvetenskaplig teori om bland annat medmänsklighet, moral, tillit, normer och socialt kapital vill jag sätta frågan i ett sociologiskt perspektiv. Jag har genomfört intervjuer med jurister och juridikstudenter för att få deras perspektiv på frågan. Frågan har jag sedan analyserat utifrån deras svar och utifrån de teorier och den tidigare forskning jag använt mig av.

This essay deals with the social services cooperation with the private sector relating to foster care. The aim was to examine whether and what the causes may be that the social service transfer tasks of authority to private actors. Furthermore, we have examined and discussed if such a working procedure can lead to consequences for the individual child and how / if the children's legal security is affected. Survey methodology is qualitative in nature where we conducted semi-structured interviews with three persons who work in different ways to be involved in work with a foster family. We have also made use of questionnaires sent to social workers around the country.The result has been interpreted on the basis inter alia, legal texts, legislative history, and two theories which have their origin in organization theory.

Several industrial scandals, especially those about Enron and WorldCom, have lead to an intense debate about the independent audit and the independent auditor. A substantial part of the auditor?s income originates from counselling, and therefore the role of the auditor may be seen as double, and the auditor?s objectivity may be questioned. In the year of 2002, a new Auditors Act was legislated in Sweden. In the 21 § of the act, a model based on principles was introduced, to test the auditor independence in every single case.

On the first of January 2012, a new public authority was formed in Värmland, due to a new Legislation on public transport. The first task for the new public authority was to produce a plan for the development of public transport. In order to do so, it had to execute an extensive consultation process about the long-term goals of public transport. The purpose of the thesis is to investigate how a public authority can use a consultation process as a means to clarify accountability and produce unified goals. To answer that, I have done a case study about how the new regional public authority in Värmland for public transport has acted in the process of writing a plan for the development of public transport.

As trading through advertisements increases, for example via advertisement websites such as Blocket, trading and contracting between individuals also increases. The contract law is the applicable Legislation when individuals are trading between one another, because of the fact that individuals are to be considered equal against each another, and no consumer protection provisions are applicable. The contract law is not compelling, and general principles of contract law are therefore frequently applied within the legal area of contract law.Consistent declarations of intent shall have been delivered from both parties for a binding agreement to have been concluded. The declaration of intent, for example tender and acceptance are examples of a will to legally act. Other than tender and acceptance, the declaration of intent is usually difficult to establish and determine.In the event of the commencement of a negotiation stage between the parties, the declarations of intent are not deemed to be binding, but rather binding in the sense of a moral attachment for the parties.

The decisions for investment are forward-looking and the base of a long-term strategy. The research within investment have focused on diverse formulas which are used in financial assessment, which also should be complemented with qualitative evaluation. Consequently, the focus should not only be on the execution of the formulas. Less time have been spent on research concerning what actually initiates the investment proposals and affects the decision-making. This will be highlighted in this essay.

Unhealthiness is not just a damaged back or asbestos. The fact that mental ill-health seems to increase in our society is well known. Statistics from Arbetsmiljöverket proves a fourfold increase of work-related disorders since 1997. These are primarily caused by organizational and social factors, 60% are considered caused by stress and a heavy workload. Sick leave due work related fatigue and depressions are scarily common today.

 The aim of this study was to examine how social workers perceive and interpret the term ?barnets bästa? (?The best for the child?), within the framework of investigatory work and enforcement of Swedish law, which is carried out by the Social Services. We wanted to investigate if the interpretation of the term had any causal effects on the work carried out by social workers. Seven social workers from two municipalities participated in this study in which we used qualitative semi-structured interviews based around two vignettes. We focused on age, experience, Legislation, and external circumstances to gain insight into how these factors alter social workers? perception of the term ?barnets bästa?. Our theoretical approach was based on two theories on social constructivism.

There is currently an ongoing discussion in Sweden about the need for weather shelter for farm animals being kept outdoors during the winter season. Currently, the national animal welfare Legislation requires weather shelter providing the animals? with access to a dry and clean place to rest, but under certain conditions exemptions can be granted. The Swedish Board of Agriculture has put forward a hypothesis that there is a difference between judicial decisions in animal welfare cases dealing with weather shelters, as to whether the animal has shown to be suffering or not. The aim of the study was to highlight any weaknesses or difficulties when assessing animal welfare issues associated to the absence of or design of weather shelters.

Abortion remains a contentious issue, which greatly raises ethical problems. This thesis examines the leading arguments in the Swedish abortion debate around the ? in terms of Legislation ? critical years of 1938 and 1974. With Foucault's genealogical method, Butler's theories of gender as a social construction in relation to power and doxa, the study examines what the development of the argumentation says about the views on morality, the woman's body, life, individual and state? How has the arguments pro and against abortion changed over time and what does this say about the norms that guide and orientate the arguments? The most obvious change in argumentation is seen in the shift from an absolute moral and conservative position into an increasingly relativistic and liberal position, and this study will argue that this shift has its prerequisites in the changing status of the citizen and state.

On the 1st of July 2011 a new education act was carried out, which elucidate that all education in course of a public principal shall be non-denominational. In relation to this a public debate about the educational system's policy toward religious institutions, particularly the earlier nation church Svenska Kyrkan, and religious traditions burst out. This thesis reconstructs the ?Lucia debates? that were kept during the years 2011-2012. The aim of this thesis is to identify the mechanisms of the Lucia debate's issue and progress.

Future emission Legislation puts great emphasis on increasing the efficiency of the engine, thereby reducing fuel consumption. The tribological contact between cylinder liner and piston ring is where an great amount of energy is lost due to friction, and by reducing these losses an reduction in fuel consumption can be achieved.The aim of this thesis was to evaluate the tested piston ring coatings against a plasma sprayed cylinder liner and rank these combinations of materials for friction and wear resistance. The coatings that were tested was Cr + Al2O3, (Al,Cr)N, two types of CrN and WC / C.The experimental tests were performed with a so-called pin-plate, where used oil with addition of an acidic mixture of sulfuric and nitric acid to mimic the acidic condensate formed when exhausts recirculate, were added with a continuous flow. The results were then analyzed by weighing, studies by optical microscopy and scanning electron microscopy (SEM) and profile measurements.The results from each material combination were that the plasma coated cylinder liner wears too aggressively in order to yield a ranking of the piston ring coatings based on the parameters of friction and wear resistance. It is therefore proposed that an alternative coating on the cylinder liner should be developed, lacking the large abrasive wear on piston rings and that can withstand the corrosive environment resulting in engines equipped with EGR.

Its aim is to ensure the availability of material for research, cultural preservation and citizens? right to free information. New forms of publications, made possible by technical advances, are not accommodated in the traditional deposit submission criteria. Certain information accordingly risks being lost.
