Background: In newspaper articles, we can nowadays read headlines as"Stop the robbing!"and"They pay extra tax through rent". A column in Göteborgsposten describes enormous amounts of money, pouring between municipal companies. Numerous of local newspapers have started to pay attention to their municipal companies and the transfer of profits from municipal housing enterprises and electric power companies. What are upsetting these journalists then? Both Hyresgästföreningen (The Swedish tenants? association) and Boverket (The Swedish National Housing Board) indicate that the fiscal purpose of transactions within the group no longer is primary for municipalities.

AbstractThe tax authority has an obligation to ensure that all tax cases are adequately investigated according to 40:1 SFL. In order to fulfill this obligation the tax authority has a number of investigation options. The most common form of investigation is so- called desktop investigations, which means that the tax authority will send written inquiries or injunctions to taxpayers. The most intrusive and resource-intensive form of investigation is audit. The general rule is that the tax authority?s auditor may examine all accounting records and other documents related to the business.

An introduction to the complexity which surrounds the matters of land in the northern parts of Sweden was the purpose of this thesis. The agriculture colonization, the delimitation and the development of forestry and mining business were big events which are shown from the view of property rights. The situation of the Lappish people and how their situation has changed through the history was the main theme of the thesis. Hopefully this thesis will also serve as a support while reading for example investigations published by the government and judgments by courts. Supply to the resources of nature has always been decisive for the survival of humans.
