The purpose of this thesis is to evaluate the extent of the civil rights political participation on a municipality level. The starting-point is the participatory democratic theory. I have chosen to make a case study of the extent of participation among KPR ? the board of the pensioners in the municipality of Skara. KPR is represented by fourteen members from the seven existing associations for pensioners.

The aim of this study was to understand how evaluations are implemented and used in procured nursing homes for elderly. Our methodological approach consisted of a single-case study research. The case in this study was Växjö municipality. Three procured nursing homes for elderly were chosen in the municipality as examples of implementation and use of evaluation. The method for retrieving empirical data and the analyzing of it was based on triangulation.

Delegation of assignments regarding the work environment is a complex topic that is difficult to illustrate. It is not explicit mentioned in the law and the established practice are ambiguous and vague. This has caused a lot of confusion, not only for private companies but also for executives within public administration.Metso paper Karlstad Inc. gave us the assignments to investigate their delegation system and to analyze the need of change before a planed readjustment. The purpose of this essay is therefore to investigate how the proposed delegation system is constructed and whether it fulfills the demands established by Swedish law.

The aim of this thesis is to describe and analyse the development of libraries on Tjörn, an island on the Swedish west coast. I have divided the thesis in two parts, one in which I will describe the libraries development between the years 1873 to 1952 in the municipality of Stenkyrka and one in which I will describe the libraries development between the years 1976 and 1985 in the municipality of Tjörn. The study is mainly based on written materials and a theoretic model will also be used in which I apply three factors, society, the libraries economy and individual actors on the library activity. The libraries in Stenkyrka during the early period were dependent of public grant from the state for their survival and the libraries were undeveloped. The society around them was poor and hardly any money or assistants came from the municipality.

The purpose of this essay is to investigate why the two Swedish municipalities of Frykerud and Östmark were the only municipalities in Värmland that were forcibly merged by the state during the ?Municipality block reform? of 1971, and whether local identities played a role in the resistance against this reform.     The study is designed as a comparative case study and builds on both history and political science to analyze the topic from a broader perspective. Based on the research situation three theoretical theses have been formulated, the durability of which will be tested in the analysis part of the essay.    The study notes that Frykeruds resistance against the ?Municipality block reform? started when the reform prevented a planned retirement home construction in the municipality. In the analytical part of the essay, the author discusses how the discontent can be interpreted as symptomatic of bourgeois centralization resistance, as well as being due to the fact that traditional, local self-government as a political subject was perceived as threatened.

I denna uppsats undersöktes ifall studenternas upplevda problem kring studentboende i Karlstad var ett samverkansproblem eller inte. Problemformulering lämnades öppen till en början för att sedan avgränsas till studentboendefrågan i och med diskussionerna under fokusgrupperna. Med denna avgränsning kunde samtliga aktörer identifieras lättare och valet av tillvägagångssätt föll på en kvalitativ metod med bland annat intervjuer med representanter hos respektive aktör. Den referensram som har använts behandlar främst teoretiska resonemang och argument för samverkan. Detta på grund av utgångspunkten att de problematiska momenten i studenternas liv, vid sidan av själva studierna inte behandlas hos en enskild organisation utan involverar flera parter, och att det då är viktigt att det finns ett fungerande system för att dessa tjänster tillgodoser studenterna på bästa sätt. De involverade aktörerna vad gäller studentbostadsfrågan var Karlstad universitet, Karlstad Bostads AB, Studentkåren och Centrala studiestödsnämnden. Den insamlade informationen från vår kvalitativa undersökning har analyserats utifrån den presenterade teorin för att komma till en slutsats.

A home for elderly is planed to be built at Zakrisdal, Karlstad, Sweden. The heat source for the building was at the time not determined. In order by the local government of Karlstad this report is meant to examine if the need of heat could be provided only by solar heat combined with a seasonal heat storage. The problem to solve is, if the need of heat from the home for elderly is provided from only solar heat, whitch dimensions of the solar collectors and the storage is needed?.

När Sverige gick med i EU startade en diskussion kring det monopol som Systembolaget har, vilket än idag är aktuellt i flera avseenden. Författarna blev intresserade av ämnet när det offentliggjordes att apotek samt järnvägsmonopolen i Sverige är på väg att avvecklas. Den fråga som ansågs vara aktuell för den egna uppsatsen, var att undersöka hur de lokala livsmedelshandlarna i Karlstad ställer sig till en eventuell avreglering av alkoholmonopolet. Vidare valde författarna att undersöka de kringliggande faktorerna som skulle spela in på en eventuell konkurrens situation, vilket i detta fall var den idag ensamma aktörer Systembolaget, samt Karlstad Kommun då de fick agera talesperson för de förordningar och bestämmelser som i dagsläget finns.

Eskilstuna municipality is working to be a municipality that the people who are living in it are proud of. In a way to do that two students have examined what changes are good or bad when there outdoor environment are rebuilding and changing By doing interviews with the people who are living next to two streets that already have been going through big changes and during those interviews the inhabitants have hade opportunity to explain what they are seeing as good or band changes in the surroundings. The municipal forests of Sala cover an area of 6 000 hectares, starting in the vicinity of the city and reaching north. At the same time as residents make abundant use of the areas closest to the community for outdoor activities and recreational purposes, the forest is of great economic value and also worth protecting for environmental reasons. These conditions make forestry in periurban woods more complex than conventional forestry, why a good understanding of the needs and demands on the forest and silviculture program is required. The purpose of this study is to depict the usage of the forests owned by the municipality of Sala, to set forth the common view of the silviculture program implemented by the municipality and to chart the expectations the community has on the forests and forestry of the future in the municipality of Sala. The survey part of this paper consists of the interviews of thirteen individuals representing nine interest groups. As expected the views of these individuals varied widely but some results were expressed by more or less all of them.

This paper is about a new organization how to get smaller communities to join together and become much larger. The purpose is to find out why Norra Sandsjö community and Bringetofta and Norra Sandsjö parishes were separated when Sävsjö municipality block was formed. The purpose is further to find out what the councils of Norra Sandsjö, Nässjö and Sävsjö, the church council and the people who lived in the area thought about the decision that was made by the executive organization in this matter (länsstyrelsen in Jönköping). Voting was arranged amongst the people, who lived in the specific area that in the first inquiry was suggested to be connected with Nässjö municipality block. The source material gives the result of this voting and the opinions of Norra Sandsjö, Nässjö and Sävsjö communities in this question.

The overall purpose of this essay is to study in which degree the democratic model that is called participant democracy works in the Swedish municipalities. To achieve what I set out to do I will focus on a central political area in which the Swedish municipalities has sovereignty versus the state, in other words in an area where they rule themselves. That political area will then represent how well the participant democracy works in the Swedish municipalities. The research questions then becomes:Does the participant democracy at Swedish Municipality level work in a satisfying way?Does the participant democracy in a large Swedish Municipality in a central political area work?Does the participant democracy in a small Swedish Municipality in a central political area work?Are there similarities and differences between the municipalities?If so, how can that be explained?To answer these questions I will study documents regarding the planning and building area.
