Romkonferensens syn på terrorism
AbstractIn 1998 the United Nations held a diplomatic conference on the establishment of an International Criminal Court in Rome. In the end of the conference the negotiating states adopted the Rome Statute by which an international criminal court was established. The court, which entered into force on 1 July 2002, has jurisdiction over the crimes of genocide, crimes against humanity and war crimes. The court also has jurisdiction over the crimes of aggression but the court will only be able to exercise its jurisdiction of this crime category when the member states of the court have found a definition of the crime.In the draft statute, which was prepared before the conference, acts of terrorism were a proposed crime. With the starting-point in the Rome conference this essay studies how the working-definition of crimes of terrorism was elaborated in the draft statute and how the state delegations viewed the crime.

The representative democracy has become weakened during the last decades. At the same time the United Nations declared at the Rio de Janeiro meeting in 1992 that environmental problems can best be solved by involvement of all concerned citizens in decision-making. The main purpose of this study has been to examine if citizens panels is a possible way to involve citizens in environmental decision-making and what the outcomes can be. Furthermore the study has investigated what the participation has contributed to environmental politics and how representative the results have been. This has been carried out by investigating the Piteåpanel in the municipality of Piteå by conducting interviews.The result of the study shows that the involvement of the citizens in the decision-making influenced the environmental politics of the municipality.
Implementering av miljökvalitetsmål i mindre kommuner : - En fallstudie av Torsby kommuns arbete med att implementera delmålet Planeringsunderlag
The aim of this dissertation is to examine why smaller municipalities[1] in Sweden experience difficulties when implementing the 16 environmental objectives that are designed to solve Sweden's environmental problems.The theoretical framework used for this dissertation is implementation theory which provides three conditions that need to be met in order to have a successful implementation. These three conditions have shaped the research questions that examine if Torsby municipality has the "understanding," "ability" and "will" needed to implement the decision correctly. The dissertation employs a case study method to examine why Torsby municipality has experienced difficulties implementating the target: programmes and strategies for planning, which is an interim target to environmental objective number 15: A good built environment. Qualitative text analysis and interviews with politicians and civil servants from Torsby municipality and the county administration board of Värmland have been conducted in order to answer the research questions. The material used for this dissertation is mostly from the government bills that are the foundation of the Swedish environmental policy and the documents and reports about the environmental objectives that the National Board of Housing, Building and Planning (Boverket), the Swedish Environmental protection agency (Naturvårdsverket), and the Environmental objectives council (Miljörådet) have released.The result of this dissertation supports previous research which has shown that smaller municipalities have problems implementating the environmental objectives due to a lack of financial resources. This dissertation also shows that the problems can be due to a lack of understanding the purpose of the objectives. This leads to a lack of political will to implement the objectives. Since the municipalities do not have the political will to implement the objectives the appropriate resources needed for a successful implementation are not appointed and therefore the municipalities are not able to fully implement the environmental objectives. Syftet med examensarbetet är att undersöka skillnaderna mellan en fysisk och en on-line konferens för att se om de kompletterar varandra eller kan ersätta varandra. Uppsatsen är baserad på The Conference ? en mediakonferens av Media Evolution i Malmö. För att uppnå syftet ställdes en huvudfråga och två underfrågor:
Är det fysiska mötet på The Conference och on-line mötet på internet kompletterande eller ersätter de varandra?? Underfrågorna är: Vad vill arrangören att deltagaren ska få ut av The Conference på plats ? i förhållande till en konferens on-line? Hur används sociala medier för att knyta ihop on-line och fysiska möten för The Conference?
Det teoretiska ramverket för uppsatsen består av teorier och artiklar om interaktion fysiskt och on-line.

Partnering is a new and exciting way of cooperation in the Swedish construction industry. In countries like Denmark and the United Kingdom the concept has been developed during a number of years while the Swedish construction industry has been more reluctant.Partnering is seen by many as the solution to the problems that often occur in design and build contracts. Many others believe that it is a way for the big entrepreneurs to gain unfair advantage. Never the less the concept is fast getting more and more appreciation, especially in the region of Karlstad where many new buildings are built that way.We have focused on the new development of Carlstad Conference Center (CCC) which is currently built with a partnering concept. The main method that have been used in this thesis are interviews with personnel on different positions in the project.

Baltic 21 kontra Helcom : Hållbarhet eller Modernisering
The purpose with the essay is to point out how the main differences of the Helsinkicommission, Helcom and Baltic 21 can be explained from a general perspective and with a specific focus on two of their ongoing projects: Baltic 21 Lighthouse projects and The Baltic Sea Joint Comprehensive Environmental Action Plan. And to investigate how the organisations them selves formulates the purpose of the two projects. This will be an indication on why environmental problems are handled with in a traditional matter although the rhetoric of the environmental politics is permeated by the concept of Sustainable Development.This dilemma is being treated from the theoretical approaches of Ecological Modernisation and Sustainable Development and linked to how these organisations actually carried out their work and how the historical heritage have a role to play in this complex of problems. The results of the essay shows that concrete differences exists in the way that the two organisations are constructed and how their ongoing projects are designed and formulated. These differences can be derived to the theoretical platforms Ecological Modernisation and Sustainable Development and be explained by in witch political context the organisations were created.

The purpose of this Master thesis is to illustrate the public librarian. People in general, including library users and leading personalities in the field of culture in the communities do not know the tasks of the public librarian. We presume that the vague picture of duties of the public librarian might cause problems. In this dissertation we mean to examine only public librarians, hereby we exclude for example, university- and company librarians. The sentences of this thesis are: How are the public librarians viewed, in meaning of, tasks, role/-s, comptetence/-s, status and image? And can we call it a "profession" in the classical sense? We answer these questions by using relevant literature, interviews and conference paper.

Companies can use various tools to aid in environmental efforts, but also to demonstrate to the world that the company is actively engaged in environmental activities. One such tool is the environmental standard ISO14001 which provides the company with guidance and support on how the business must manage its environmental efforts. To show a business' progress in environmental performance, it is advantageous to use environmental performance indicators as they enable stakeholders to easily understand how the business works with environmental issues.Authors in the field explain that the environmental management system propagation is limited in service organizations.

This study aims at examining the prospects for a policy transfer of a Swedish municipal environmental policy (that of Växjö) to the French urban commune Blois, for which an ambition of becoming a leading eco-city in France, was declared by the mayor in 2008.In the analysis, emphasis is laid on mechanisms to institutionalize the main environmental policy principles, such as political and institutional structures and processes. Other prospects for an institutionalization of a new environmental policy that are to be investigated are economic structures as well as visions of the different decision-makers concerned. Research methods used in the study are qualitative interviews, document studies and a questionnaire.The findings of the analysis show that today?s prospects for an environmental policy in Blois close to that of Växjö, are clearly limited. The limitations can partly be found in economic structures but these seem to be rather related to a lack of priority amongst actors.
