The public sector in Sweden outsources its core business to a very large extent, whileinsisting on running its IT operations internally in a traditional way. IT as a service ingeneral and cloud computing in particular has become incredibly popular in recentyears, offering cost efficiency and greater ability for the business to concentrate on itscore activities, which is why it should be a promising alternative to the traditional wayof running IT internally. To achieve an understanding of why IT as a service has yetto take off in the public sector, a study of its use of IT/IS, what the effect of IT as aservice is, and the opportunities and challenges that cloud computing represents, isnecessary.The study, which was conducted using a qualitative hermeneutic approach, was initiatedby a literature review, followed by six in-depth interviews with five respondents,all of which hold many years of experience in the area. The outcome of the interviewsindicated that IT as a service should represent a promising and feasible way of reachinghigher levels of cost control, and a greater focus on core activities. Furthermore,the results indicated that Swedish legislation along with a high level of businesscomplexitymight be reasons for the low amount of IT as a service in the public sector.Through careful analysis and examination of the business? current situation, as well ascomprehensive knowledge of Swedish legislation with regards to the implications ofLagen om offentlig upphandling, the public sector can avoid IT as a service becomingmore expensive and more complicated than necessary, and achieve cost efficiencyalong with a greater focus on its core activities through it.Future research could examine the possibility of a framework for the integration ofcloud services within the public sector?s IT/IS environment, and whether there is aspecific size of a cloud implementation at which it?s more cost efficient to go withtraditional IT operations..

The lack of knowledge may lead to the loss of potential cultural heritage values if these buildings do not receive attention. The main purpose of this master's thesis is to investigate to what extent municipal politicians govern a selected public library. This means to clarify who determines the direction of the library and its services and in what way. It also involves examining the relationship between library staff and local politicians in the decision-making process. Which decisions are made by the politicians and which are left to the employees? The study is based on an investigation of a public library in a municipality over a period of ten years the 1990s.

The purpose of this report is to examine various roof structures that can operate in a warehouse with large spans. The building that is examined in the report is currently under construction, and the roof construction has already been selected. The selected roof system will therefore be compared with some other structures and materials that have been possible. This study investigates the planning process of a university library building. The study s major concern is the cooperation of the main participants in this process: librarians, architects and representatives of university colleges and universities. First the authors present the readers with an overview of the litterature concerning this subject. Then follows a presentation of the three case studies. The authors have interviewed representatives of the three different occupational groups at three different library-building projects: Malmö University, Halmstad University College and the department of social- and behavioural studies at Lund University.

This thesis has been done in collaboration with Peab Stockholm Building 3, which is a region within the Peab Sverige AB. The report is based on a survey and studies of Peab business management systems and production literature. For general information gathering has literature from well-known sources collected in libraries and through the Internet. It shows through the work that Peab has routines for experience feedback in the construction process, but that these procedures work in a small scale and the practical work experience feedback does not work at all. This is also something the construction industry in general also perceived as problematic. The questions in the report are of a wide scale and concerns construction errors cost, how the employees perceive that the company takes advantage of the skills and the mental stress in production line. The goal is to find how Peab Stockholm Building 3 will work on the experience feedback to allow for better productivity. In conclusion, the report author tries to demonstrate what can lead to increased productivity and improved work experience..

This master thesis starts in a wondering about the visions and ideas we have about thecity and about the urban. In Swedish about the term stadsmässighet, which can be translatedin to city-like, urban or urbanely, something that describes or contains features ofthe city. How do we use the city as a role model? Is urbane building the same as buildinga city? Is it about architecture and aesthetics or is building urbanely the way to makepopular cities? The central aim of this essay is to study visions and reality around urbanebuilding in order to understand the concept?s meaning and how it changes. My ambitionis that the essay will function as a discussion basis for students and planners.The work starts with literature studies where theoretical definitions and concepts aboutcities and about the urbane is investigated.

The aim of this master?s thesis is to examine the roles ofthree different public libraries in three differentcommunities. In order to get some answers about the roles ofthe public libraries I have used the following questions: Howis the local cultural policy formulated? How is the locallibrary structured? What or which profiles has the publiclibraries in the three communities?I have made three qualitative case-studies in three differentcommunities. These three communities are somewhatlocated in the same area in order to identify any cooperationbetween them.

The purpose of this thesis is to study to what extent the methodological theories are being reflected in the construction of user surveys at public libraries in Sweden. The study has been conducted as a qualitative literature study in two parts. The first part is an examination of literature concerning survey methodology; the second part is a study of three user surveys conducted at Swedish public libraries after 1995. Our main results indicate that the theories about methodology are followed in part, though it cannot be determined whether this is due to any actual methodological studies, common sense, or just copying other surveys. In our study we have found some areas of user survey construction that need further attention and that would benefit from more extensive methodology studies on the part of survey designers.
