Rotskärsskolan is located in Skutskär, Älvkarleby municipality and the school conducted today consists of lower secondary. The school was built in the early 1960s and contains three buildings. Today there is a great need for reconstruction of Rotskärsskolan, when the premises are worn out and not suitable for today's education. This paper deals with a partly new development in the Swedish law system, somewhere in the boundary between political science and jurisprudence. A new instrument -artbrott- has successively become more popular among lawyers and politicians. The new instrument -here translated to classified crimes- signifies that the perpetrator is sentenced to prison even though the seriousness of the crime committed is not in itself serious enough for such a consequence. The reason for this policy stance is to create a prevention against crime of that specific character among the public. The use of this instrument has grown considerably both concerning types of crimes as well as in application.

The purpose of this thesis is to analyze the regulatory power, efficiency and impact of export control on Swedish arms export from the 1980s onwards, linked to the delegation of authority of permit license to the Inspectorate of Strategic Products in 1997. An increase in the administrative sector, based on a collective decision making process and established criteria and guidelines, aimed to strengthen the control of arms export to non-democratic and problematic states. In short, the aim of the study is to investigate and analyze whether there was a decrease in the arms export to problematic states or not. On one hand, it is reasonable to assume that the introduction of the new regulation entailed a more strict arms export policy. However, previous research has showed that regulations are sometimes not effective since incentives to breach these may be present.The study begins by examining the Swedish case and situation in terms of arms manufacturing and export, as well as the delegation of authority and legislation applied to the field over time.

This study includes several purposes which are to describe the concept of working environment, explain who is responsible for its functioning and how the working environment should look like. Other purposes the study have is to investigate how the working environment is in both Swedish and the two investigated companies construction sites and to share some operators proposing measures for the shortcomings and problems that exist in the construction sector working environment. To achieve these purposes was a qualitative study made with unstructured observations, interviews and survey where three construction sites were observed. The result shows that the concept of the working environment cover many aspects and is essentially about the environment we live in and experience in our work and this environment can be both an indoor as an outdoor environment.
