Den indiska tigern - En studie av implementeringen av Indiens ekonomiska reformer
The aim of this thesis is to analyze and examine India's economic reforms which the country introduced on the government's own initiative in the early 1990s after decades of practicing isolationism. The analysis entails a thorough systematic examination of possible factors that determined the decision to implement the reforms. These factors are derived from two models developed by scholars within the field of foreign policy.The research is performed through an examination where the possible factors for the reforms have been examined on a three-level basis; system-, state- and individual level. It is a qualitative case study that seeks to explain not only why the Indian government implemented the reforms but also to evaluate the validity of the models to the extent that they stand in accordance with the case of India.The conclusion presented in this thesis is that one model works better for explaining the case of India. The model lie emphasis on structural changes, a crisis and political entrepreneurs committed to a certain type of reforms as a prerequisite for policy change to take place.

Afghanistan - federationen som aldrig blev av En fallstudie om upprättandet av en starkt centraliserad statsapparat i Afghanistan
The purpose of this thesis is to examine and analyze why, in the case of Afghanistan, the government chose to establish a highly centralized political system, when from a democratic standpoint a less centralized system would be preferable.The time period that is examined span from 2001 when the so-called Bonn-Accord was signed, to the parliamentary elections held in 2005, a period often referred to as the Bonn-process.The theoretical framework examines both the complex relations between federalism and democracy, as well as the relation between federalism and the role of existent ethnic minorities. The theoretical framework is then used in order to explain why it would be problematic to create a federal system in Afghanistan under the present circumstances.The conclusions that can be drawn are the following: In case of the republic Afghanistan the creation and implementation of a highly centralized political system was the only possible way for the government to be able to cope and practically deal with the problems of existent ethnic antagonism and regional warlords in order to create a stable political situation in the country..
Sustainable Construction in the Transportation Infrastructure Industry? as a vision and in practice
This study has been conducted on behalf of Vectura Consulting AB with the purpose to examine how different actors perceive the dimensions of sustainability and sustainable construction. The purpose is also to provide an understanding of existing barriers and opportunities for sustainable construction within the industry and exemplify with different directions for the actors in order to develop sustainability. The study has approach the research problem by using systems theory, developed by Checkland, to identify the relevant system. Other systems theories has been used as an theoretical framework in order to identify barriers and opportunities, which in this study are based on Hughes?s theory about reverse salients and salients.
Att plantera LÖK:ar för att undkomma osäkerheten: en studie av myndighetssamverkan kring introduktionen av nyanlända flyktingar och andra invandrare
The purpose of this project was to find an understanding for why public agents working with introduction of immigrants have decided to co-operate and co-ordinate their efforts. Another purpose was to gain insights in what characterizes this co-operation.Seven interviews were made with practitioners working with these questions on national-, regional- and local levels. The material gathered in this process was then analysed using governance theory and more specific the parts dealing with Joined- up government and Whole- of Government. Two analytic tools were used in the analysis: wicked problems and network.The first of these, wicked problems, was made operational by the use of insecurities. Analysing the interviews along these lines proved very useful in explaining why public agents have decided to try to work together.

The Swedish government decided in 1996 that the governmental authorities are to implemementenvironmental management systems. Each year, the Swedish Environmental ProtectionAgency compiles the authorities? reports on their environmental management systems. Thecompilation shows that not more than 20 % of the authorities perform environmental audits.This study aims to investigate the authorities? view of internal environmental audits, the incentivesof performing them.

Sweden had in the early 1930's the lowest birth rate in the world. Population Commission which was established in 1935 concluded that one of the biggest social problems was the working women?s heavy workload. To deal with the low birth rate reforms and programs were founded both in order to help the women but also in order to support the inadequate motherhood. Government grants were set up to start the so-called vacation home for housewives where the government?s visions of the vacation homes were active rest and recreation. Based on the Leisure Inquiry report regarding vacation homes for housewives - the purpose of this paper is to examine how the government visions regarding vacation homes for housewives were practiced and how the future of prevailing gender contract affected the holiday home.

Youth unemployement in Sweden is at an all-time high, a fifth of all university and college students live in poverty and the number of young on welfare is increasing. This study attempts to answer the question of how youth deprivation has been made possible as a consequence of political action, focusing on youth unemployment.
I critically examine the role of the Swedish government, the Swedish Labour Organisation (LO), and the various government departments through text analysis, in order to answer the question of how the current discourse on youth position in the labor market. Because youth unemployment is not an isolated phenomena the analysis covers several policy areas, such as education policy, labor market regulation and housing policy. I use discourse theories drawn from Laclau and Mouffe to expose how language is used as an instrument of political power.
I conclude that the current situation is a result of policy choices where the young have fallen behind due to lack of political organization. Their situation is not problematized to the required degree and is often explained on an individual level rather than on a structural level.

"ESS avgörs i Bryssel": Nätverk söker förankring i institutionell beslutsstruktur
This paper aims at describing and explaining the bi-and multilateral negotiations that are, and have been, taking place between Sweden's chief negotiator Allan Larsson and European countries, and within the EU institutions in Brussels, in order to seek support for the Swedish offer to host the European Spallation Source, ESS. It applies a case study method using political science theories ? governance and government ? and to a large extent information from the involved actors in the policy process. The paper also presents a constructive position, in showing how the negotiations on ESS can turn into a process leading to a decision on the construction of this research facility. ESS is negotiated in networks on bi- and multilateral levels consisting of European research representatives and financiers.

The purpose of this paper is to analyze and question the government survey 1956:43 Zigenarfrågan based on the theory of internal colonialism. An important question for the study is to elucidate and gain an understanding of the factors that led to Roma inclusion in the compulsory school. This survey of the goverment investigation is necessary because the state management of the Roma had to start the investigation, that led to a number of difficulties for the community. The investigation put also a lot of demands on the roma society. The state wanted at all means to influence and change the group's way of life.
Den kommunala tjänstekatalogen : Hur samlar och beskriver man kommunala tjänster och e-tjänster?
I rapporten undersöks vad tjänsteorientering kan bidra med vid utveckling av kommunal verksamhet. Syftet med rapporten är att undersöka hur tjänstekataloger kan användas för att i kommunal miljö underlätta arbetet med att utveckla verksamheten och i förlängningen skapa e-tjänster riktade mot medborgare.Genom att utgå från tjänsteteori, litteratur om kommunal verksamhet och e-government samt teori kring interaktion skapas en grund att stå på gällande tjänsteorientering inom kommunal verksamhet. En hypotes byggs upp och jämförs sedan med resultatet av en intervjuserie.En analys av de resultat som redovisats visar att alla de kommuner som medverkade redan idag i någon utsträckning arbetar tjänsteorienterat. Analysen visar även att både litteraturstudien och intervjuserien pekar på att tjänsteorientering kan bidra med struktur till arbetet med e-government inom kommunal verksamhet.Slutligen sammanställs en modell för kommunala e-tjänster baserad på tjänsteteori och den kommunala verksamhetens egenheter. En samling egenskaper för dels tjänster och dels e-tjänster presenteras även för att visa på vilka behov som finns.
Sverige ut ur EU : ett dilemma för vänster- och miljöpartiet?
This paper addresses how political parties make decisions. Parties often have to choose between conflicting objectives such as influence on policy, control of the government, and support among the voters. This paper examines the behavior of the two Swedish parties on one of their particular policy positions: Swedish withdrawal from the EU. The aim is to describe why the Left Party (Vänsterpartiet) and the Green Party (Miljöpartiet) retain thisspecific policy position when it on one hand seems damaging to their chances of getting into government, and on the other seems to be an unrealistic policy to realize. I undertake a twocase study of the two Swedish parties, which I assume to represent a population of Nordic parties critical to the EU.
Gymnasiereformen 2007 : En studie om förändringarna inom biologiundervisningen och hur en öppen process bemöts av aktörer i skolans vardag
Next year, Swedish upper secondary school will be the arena for a new comprehensive reform according to an extensive government bill. The reform will probably have major impact on every-day educational practices. The aim of this paper is to describe the consequences forbiology teaching when the reform is implemented, and to analyse in what way the biology teachers, and other participants, take part in digitised discussion forums during the implementation of the reform.The research design consists of a quantitative approach and two different methods are used, i.e. descriptive content analysis and quantitative content analysis. The content and meaning of the government bill is analysed and the statements from the participants at the discussion forums are equally important in order to fulfil the aim of this inquiry.The results show the reform will have a profound impact on the subject biology, e.g.
Nolltolerans & harm reduction : En kvantitativ undersökning av socionomstudenters attityder
The purpose of this study is to investigate university students, studying social work, attitudes against the drug policies, zero tolerance and harm reduction. This was done by quantitative survey utilizing questioners targeting students in semester one to four at Stockholm University, Department of Social Work. The study included 295 students responding to the questioners. The results have been analyzed utilizing theories regarding attitudes and their influence of different social aspects; social influences, social norms and conformity. The result of this study shows that the students prefer the drug policy of harm reduction over zero tolerance.
