Fair trials? rights under Swedish law of public administration (FL) are regulated by Article 7 of the Statute. Similarly, fair trials? right under the European Convention of Human Rights (EU Convention) is regulated by Article 6.1. The essay conducts a comparative study of the two legislations and seeks to determine whether Article 7 of the Swedish law of public administration is consistent and compliance with Article 6.1 of the EU Convention.

This thesis examines the subject of change in public administration from an instrumental and an institutional structure perspective. The purpose of the thesis is to examine whether institutional structures affect the development of instrumental structures and if it in turn is possible to affect institutional structures by changing the instrumental structures. This case study is primarily based on a series of deep interviews with senior administrators and politicians within two new administrations in the municipality Karlstad, both which have been created by merging several smaller administrations, but also thorough analysis of several official document such as protocols from the municipal council meetings, Tja?nsterskrivelser and internal PMs.   The result of the analysis indicates that both institutional structures and the forming instrumental structures affect each other and  that their ability to affect each other depends on the dominance over the organization each structure has.  In my specific research case we can see that the institutional structure of the city-technical and housing administration has affected the outcome but the institutional structure of the cultural and tourism administration hasn?t.  While the structural change of the city-technical and housing administration hasn?t effected the institutional structure but the structural change of the cultural and tourism administration has affected the institutional structure of this specific administration..

The model that we have developed provides challenges and success factors for a successful implementation.In order to succeed in implementation, a culture that promotes continuous improvement must exist in the organization. Method: Data is collected thru a number of semi constructed interviews. A first telephone interview was followed by an interview made face to face that was also followed up by interviews performed over telephone. E-mails have been used to clear and correct collected data. I have also studied company reports, closely related literature, articles and papers on the Internet. Conclusion: My conclusion is that the company in this study based the decision to open a branch in Japan on the demand from one big customer and the potential to grow globally.

This study is based on interviews with five directors of educational administration within the Stockholm County. The purpose is to investigate how the directors of educational administrations, in the different municipalities, describe the relationship between the administration and the local school units. Moreover, the aim is also to describe the administration director?s work in relation to the various levels of the administration. To what extent can it be identified as a dimension of the learning organization described in this report.The study shows that skepticism is usually directed upwards toward the next level in the organization and that the decision-making right for local schools is consistently safeguarded.

The increasing administration in IT-systems is the target of much debate today. It is viewed as taking time from what is considered to be managers? real tasks as well as resulting in an ineffective and stressful work environment. This view of IT-systems as problematic and time consuming can also been found among unit managers in a municipality in the north of Sweden. To be able to understand why IT-systems are perceived in this way this study?s aim has been to find what leads to this view.

In Sweden, the County Administration board is responsible for improving the water quality in lakes and watercourses according to the European Union Water Framework Directive. In Västmanland county, where river Lillån is situated, the County Administration of Västmanland have the main responsibility for the aquatic environment in that area. The knowledge about the different watercourses in the chatchment of river Lillån is today limited. The aim with this study was to evaluate the ecological quality of River Lillån based on water chemistry analyses and benthic fauna investigations. The aim was also for the benthic fauna to compere different samplingsites and sampling methods with each other in order to see how the species composition changes in the river, and to see the advantages and disadvantages with different sampling tecniques.

Ever since its conceptual birth, the questioning of consequences due to the implementation of ideas from the reformation doctrine, called New Public Management, has been a common occurance among those who have dedicated themselves to research in superior methods of Public Administration. What this thesis aims to do is shed light upon what value-conflicts may occur within public administration organisations when they begin to idealize the rationalization of economic issues. The goal of this thesis will be fulfilled through the creation of two ideal types of public administration that exist in opposition to each other. These two ideal types will show two different views on how decision-making and organisation will be managed in their respective sectors.
