This scientific essay contains an interpretation of injuries caused by weapons and traumas on the bones from the execution site Galgberget in Visby, Gotland. The site was used from about the 13th century to 1845 AD. The purpose is to examine the injuries and describe them, also to investigate what may have generated them. An important question is what bodily position the individuals had at the time of the injury. The methods presented in this essay can be associated with experimental osteology, also the basic methods such as sex- age- and stature- assessment has been applied where?s possible.

This paper concerns the treatment of people at execution places and it is focusing on Gotland and the execution place called Galgberget. The material in the paper comes from Galgberget and a gallow in Denmark called Slots Bjergby. Together with this the laws of Gotland during the medieval and later periods are discussed and also how the archaeological material (especially the buttons) found on the excavation site can help to understand the people buried on the gallow site. The result of the analysis shows that the laws and the material found on the excavation site often tells different things. The punishments are often softer then what the law says.

Arbetet inriktar sig på två frågor, där den ena delen behandlar olika tillsynsmyndigheters arbete inom miljö- och hälsoskyddsområdet, där en jämförelse har gjorts mellan kommuner, länsstyrelser och Generalläkaren. Generalläkaren är tillsynsansvarig inom Försvarsmaktens verksamheter. Den andra delen fokuserar på tillståndsärenden där intressekonflikter har uppstått mellan intresset för totalförsvaret och övriga riksintressen samt andra skyddsvärda områden enligt miljöbalken. Bakgrundsfakta och information om de olika myndigheternas arbete har inhämtats genom litteraturstudier av relevant litteratur om tillsyn och ärenden, och genom intervjuer med tillsynspersonal samt studiebesök hos de nämnda myndigheterna. Arbetet med tillsyn inom miljö- och hälsoskyddsområdet skiljer sig inte nämnvärt mellan de olika myndigheterna när det gäller ett antal punkter.
