This case study explores the question of implementation and steering in a society of governance. As an empirical example, a reform concerning the reception of separated refugee children in Sweden is used. As of the 1st of July 2006 the responsibility for providing housing for separated children lies with the local governments rather than with the Swedish Board of Migration, aiming to improve the children's situation. However, implementing this amendment has turned out to be a harder task than expected. Traditionally, the relationship between state and local actors is seen in terms of state steering or local self-government.

Since January 1st 2005, public companies within the European Union shall prepare their consolidated accounts in conformity with the international accounting standards. The adopted accounting standards are IASB?s IAS/IFRS completed with interpretations. Furthermore, member states may permit or require public companies to prepare their annual accounts according to IAS/IFRS. Sweden has not yet given companies the ability to use IAS/IFRS in the annual accounts due to taxation difficulties the strong relationship between accounting and taxation brings.

In 1993 the internal market within the European Union was formed and ensured free movement of goods, services, capital and people. This led to the removal of trade barriers between members of the European Union. When opening up for competition, price differences between countries decreased and more jobs were created. A single currency was introduced by eleven countries in 1999 with the goal of reducing transaction costs, eliminating exchange rate risk and to further simplify trade. In 2001 Greece joined the collaboration and introduced the euro.

The government procurement legislation ? i.e. the Swedish procurement law, the EC procurement directives and the WTO?s Government Procurement Agreement ? applies on public procurement. Such a procurement exists when the contractor meets the conditions stated in the directives that the organ is to be considered as a contracting auhtority.

In the European Union and in Swedish labor law, permanent employment is the main goal for employment of workers. An exception to that rule is temporary employment. The Swedish rules relating to temporary employment have undergone several changes since the Employment Protection Act was implemented in 1974. The last reform in 2007 has received criticism by respondents for not following the Union directive on fixed-term work, which went into effect in 2001. In 2010 the European Commission opened an infringement case against Sweden, after a complaint from a Swedish employees? organization.

This essay takes the three models from Allison and Zelikow book Essence of decision and applies them on the Swedish defense system. After the cold war the Swedish defense system had to undergo changes to be a more modern defense and be able to defend Sweden against threats. To also be able to cooperate with other countries in peacekeeping operations the Swedish defense had to be reorganized. The solution was to change direction from a defense system that was organized for invasion to instead be a movable defense ready for any challenge in Sweden or abroad. This reorganization will be analyzed according to the three different models..

This thesis takes a closer look at the USA Patriot Act and the literary debate that has followed the passing of that Act. The aim of the thesis is to define what freedom is for the two opposing sides using McCallum's freedom model.The literary analysis shows that the most common argument from authors who are pro Act is that in desperate times like these one must relinquish a part of the individual's freedom to ensure the safety of the collective. Amongst those authors who are against the Act concerns are raised for the possibilities of abuse as a result of increased government power such as the ability to detain immigrants for long periods of time, surveillance and increased exchange of information between federal agencies..

In order to answer the question in the title, a cross-cultural analysis of two countries was done. Countries chosen were the Republic of Latvia and the Kingdom of Spain. The need for this research was suggested by increased cross-border business activities inside the European Union, and the lack of previous studies involving new Member States. The aim of the research was to see what environmental factors influence advertising adaptation in the European Union, as well as to evaluate the applicability of a standardisation approach. According to the theory, there are three external factors that influence the creation of a global advertising.

During the summer of 2005 more than 80 million articles of clothing from China, were being held in European harbours. This was a consequence of a striking increase of imported textile and clothing articles from China since the turn of the year, which was the time when all quantitative restrictions were extincted on these products. To protect its own market, the EU therefore reintroduced import quotes in the beginning of the summer. China?s accession agreement to the WTO comprehends a number of unique provisional regulations which are exceptional for the country and in conjunction with clauses and exceptions within the GATT and WTO these regulations enabled new restrictions on the trade with textiles and clothings.

In Europe, the central governments are the ones to coordinate the international standards and strategies regarding GPP; Green Public Procurement. However in Spain a GPP program was introduced late and only applied to the Central Government Institutions, (AGEA) (BOE nr. 027, 2008). These means that smaller administrations, such as, Autonomous Regions, Municipalities and Town Councils were not included in the program. The absence of a national program which excludes those governments made them introduce their own criteria for GPP, and the difference in criteria varies from one government to the other.

As scholars argue, there has been a rapid diffusion of civic integration policies in Western Europe the last decade. In the light of the debate about the extent of civic integration policies, recent studies have shown that the diffusion is limited to certain countries. Despite a flurry of literature based on civic integration policies, attention drawn to the implication of these policies has been quite inferior. This paper tries to examine what civic integration policies means in relation to immigration. Are civic integration policies used as an informal tool for the purpose of limiting certain groups of immigrants? I argue in this paper that the conditional factor in the civic integration policies creates a barrier for affected immigrants and their possibilities to gain long term residence.

Detta arbete bygger på en studieresa, under en månads tid, till Indien, Dharamsala. Dharamsa-la är känd för att inhysa den tibetanska statens exilregering och inte minst den tibetanska bud-dismens andlige ledare Dalai Lama. Därav är Dharamsala en viktig tillflyktsort för de tibe-tanska flyktingar som undkommit den Kinesiska regeringens förtryck i Tibet.Syftet med denna studie blir därför, att få mer insikt och kunskap om hur man idag i Dha-ramsala bemöter tibetanska flyktingbarn från Tibet.Jag fick äran, att möta 8 av de människor som dagligen möter och arbetar med tibetanska flyktingbarn på ett eller annat sätt.I undersökningen har jag dels använt mig av kvalitativa intervjuer och dels av observatio-ner. Genom dessa metoder framgår det, att tibetanska flyktingbarn blir bemötta på ett kärleks-fullt och respektfullt sätt. Detta för, att de skall få ett värdigt liv i frihet samt en gedigen ut-bildning.Tibetanernas omtanke och kärlek till sin nästa generation motiverar barnen, i Dharamsala, att vilja studera, för att senare i livet ska kunna hjälpa andra tibetaner i nöd, vilka fortfarande är under den Kinesiska regeringens våld i Tibet..

This paper aims to deepen the understanding of how the European Council frames the climate crisis and its implications for political legitimacy and policymaking. The climate crisis is one of the most pressing challenges of our time, influencing not only environmental systems but also societal structures and governance. By analyzing the European Council?s framings during the 2019?2024 strategic agenda, this research investigates how political actors shape narratives to justify actions and policies in response to the climate crisis. Through a discourse analysis of official Council conclusions, using a framework drawing on six typologies of framing, the research examines the Council's evolving narrative in the context of multiple crises, including the COVID-19 pandemic and the war in Ukraine.

The Turkish accession to the European Union has been the most extended one that the Unionhas been dealing with so far. Turkey is now accepted as a candidate country but it is still in aproblematic situation. Most of the EU?s member states do not share the Union?s belief thatTurkey should become a full member of the Union, if they should even become a member atall. Europeanization constitutes a ground in this essay, and the ?top-down? perspective withinthis process can give an explanation to why most EU member states have such a hesitanceagainst Turkey..

Studien visar att Bollnäs Bostäder bör utveckla gemensamma arbetsmetoder och introduktionsmaterial för sina bovärdar när det gäller lägenhetsintroduktionen med de invandrare som har svårigheter med det svenska språket. Jag anser att det skulle skapa förutsättningar för en jämnare kvalitet i kundprocessen. Studien visar också att det inte alls är säkert att de invandrade hyresgästerna upplever samma kommunikationssvårigheter som Bollnäs Bostäder upplever, vilket jag anser kräver en djupare undersökning. Genom att intervjua andra fastighetsföretag har jag också kommit fram till förslaget att Bollnäs Bostäder kan undersöka fördelarna med att utveckla en introduktionsfilm till sina lägenhetsintroduktioner för att lättare nå fram med sina budskap. Slutligen anser jag att det är viktigt att ha kunskap, inte bara i verbal-, utan även i icke-verbal kommunikation för att kommunicera med invandrade hyresgäster som inte kan det svenska språket. Därför tror jag att det skulle vara värdefullt för bovärdarna att få utbilda sig inom detta område..
