The purpose of this thesis is to study the level of democracy within the European Union (EU). To do so the following issues were examined: How the EU works and the efforts it has made to improve levels of democracy; and the degree to which the EU fulfils the criteria set by Robert Dahl in his theory of polyarchy.The study is based on a qualitative text analysis. The focus of the analysis is Documents released by the EU that can be connected to democracy, and human and fundamental rights. The theory of polyarchy proposed by Robert Dahl and Joseph Schumpeter?s theory of democracy are the principal theories applied.

AbstractThe ideas of adulthood, adolescence and childhood in Swedish law have a tendency to not be expressed or discussed. This thesis has focused on the preparatory work of the sexual offence-law to see whether it defines adulthood. This has been achieved by analyzing the Documents related to this preparatory work. The thesis focused on two central questions: 1) Was the idea of adulthood an integral part of the discussions in the preparatory work 2) If so, then how was it defined and are there any contradictions in the definition. In addition, this work also evaluated the impact of this law and investigated whether the absolute protection intended by the government and the committee of sexual crime seek actually exists.The study shows that the concept of adulthood was not defined specifically in the preparatory work.

After repeated criticism of the social services about how they manage family care, the National Board of Health and Welfare decided to solve the problem by importing a model used in England (Integrated children's system). This was translated into Swedish conditions and named BBIC (Barns behov i centrum = Child?s needs at the center). Our study aims to investigate whether BBIC will contribute to more and more extensive follow-ups of children placed than before, with a focus on the child's best. This has been studied through qualitative interviews with six social workers who work with children investigations.

After the appointment of a new European Commission in 2004, ?communication? was made a top priority on the agenda. The Commission presented a new communication policy, which would establish a dialogue with the citizens, thereby bringing more democracy to the union and bridging the gap to the citizens. Three Documents containing the policy were published, namely an internal action plan for the Commission, Plan D which establishes the framework for national debates and a whitepaper on EU communication policy. These Documents were met by mistrust and criticism from many different actors such as journalists and experts.The aim of this master thesis is to examine this new communication policy from a deliberative democratic perspective.

The aim of this Master?s thesis is to study various views of sponsorship in relation to public libraries as found within three cultural policy Documents. The main objective is to discover which ideas are considered relevant in the partnership between the Swedish retail chain, Åhléns, and the children?s public library, ?Room for Children? (Rum för Barn). In 2005, Åhléns provided SEK3.14 million in sponsorship to ?Room for Children? at Kulturhuset in Stockholm.

Open access (OA) is a publishing model aimed at increasingthe access to academic research results. The object of thisstudy was to contrast nine colleges and four fundingorganizations in Scandinavia with mandatory OA-policies,and to study how they put OA into practice.Inspired by the Open Access Spectrum (OAS), a tool used toappreciate the OA of academic journals, the aim was tograde the policy Documents of the colleges using the OASmodel.The study also compares how the colleges implementtheir OA-policies as well as how, and if, the demands fromthe funding organizations are reflected in the policies of thecolleges.The findings show that the OAS is not a tool designed forgreen OA and that all the information needed for the scale tofunction was not found in the policy Documents we studied.A selection of the colleges has some demands in theirpolicies, although most of them allow exceptions to be madefrom the mandatory policy. This is shown to be mainly aquestion of academic freedom, and copyright, or rather thanthe degree to which the scientist and the publisher can cometo an agreement on allowing the information to be accessiblethrough OA.The study proposes that the way to change this may be toincrease the demands on OA in the policies, and that the bestsolution might be in stipulations within the employmentcontracts between the individual colleges and scientist..

The aim of this essay is to study the decision making process and implementation of the principle of political participation and influence for Roma minority in Sweden. The results regarding the decision making process is structured through a discourse influenced policy analyses. Problem picture and recommended measures in the political Documents representing the decision making process are analysed through theories of minority rights and equality. The implementation is seen through, by the author given minority discourse and the work in the roma council and analysed by the same theories already mentioned.The results show that regarding the decision process the aim of art.15 in the framework convention is based on the idea of equality while the Swedish Documents relates more to an idea of the right to speak for the group. Regarding recommended measures, the framework convention gives several recommendations on specific measures for political participation while the Swedish Documents focuses on the general politics of the state.

In this study a case study was conducted at the Transport Agency. The government agency is seeking better alternatives to its current ways of keeping track of important dates stated in legal Documents. The agency wants to explore the possibility for an IT-solution for keeping track on those dates. In the case study change analysis was conducted on the vehicle type approval process. Qualitative interviews were conducted with a section manager, vehicle type and component approvers, and with a system administrator and a system manager at the Transport Agency in Borlänge.

There have been various results in research focused on why people are attracted to religion and religious movements. This is also the case with the reasons why people are attracted to far?right nationalist movements. The focus of this thesis is to analyze British National Party?s political Documents after nationalistic quasi-religious elements.If nationalism was to be seen as a form of religion or as a substitute for religion the result could be a better understanding of why people are attracted to nationalist movements in general, and also to far-right movements.

This study aims to make out, which notions and ideas about gender and sexuality that comes into expression in the description of the deviant youth. This study is a narrative analysis, based on a queer theoretical approach. The queer theory directs attention to the normative frameworks on gender and sexuality. Queer theory also illustrates the relationship between the normative and what is considered abnormal/deviant. The study's empirical basis is 8 legal texts, legal Documents formed in a Swedish context, which include the welfare state´s judiciary and social services.

Since January 1st 2008, companies have the opportunity to become certified by the new common customs system Authorized Economic Operator (AEO). This opportunity is presented so that authorities together with operators are trusted to ensure that it is the correct cargo that gets transported. Attends Healthcare AB (Attends) has decided to implement this certification. To qualify there are a number of criteria that needs to be met. The aim of this thesis is to verify if Attends can meet the required criteria.

The subject this thesis will investigate concerns the matter of how political ideologies exist within public libraries with a focus on the democratic ideal. Public libraries are part of the political system and we want to show how political ideologies take their shape in public libraries and the possible consequences of this. With the help of three major political ideologies, liberalism, conservatism and socialism we investigate how the democratic ideals of these ideologies are expressed in Documents that describes activities the libraries will and have performed. In order to identify these ideologies we use discourses in cultural policy as a bridge between the investigated Documents and the political ideologies. As an analytical tool we have developed a model that describes the relation between text, discourse and ideology which we use in our analysis.

Gender mainstreaming has been an internationally dominant policy since the mid 1990?s. In 2004, the Swedish government decided to implement gender mainstreaming within the Government Offices of Sweden. However, little research seems to have focused on the reasons for an organization's decision to implement gender mainstreaming. Consequently, the purpose of this study is to answer the question why the Government Offices of Sweden have decided to use gender mainstreaming.

The main object for this thesis is to study how students in library and information science at Högskolan i Borås search and valuate Documents in the process of writing a paper. The study is based on a series of interviews with 12 students. Our methodology is also based on studies of their final product. The goal of the study was to map out how the students make their decisions during their search process. We studied the students use of search words, relevance judgements and how their need for information changed trough out the writing of their paper.

The thesis concerns the use of classification schemes for organising resources in subject-based hierarchical search-services on the web. The aim is to investigate the different kinds of classification that are used, which fall into two groups: established respectively new classification schemes. This is attained by studying literature and the websites of each search-service. The prospects for using classification in a web-environment are discussed and divided into three major groups: browsing, control and cross-classification. One question at issue concerns how an established scheme manages to organise web-resources and whether this classification differs from the classification of new schemes and in what way.
