Myten om Governance En studie av den nyliberala normen och välfärdsstatens förfall

The thesis of this essay is that the concept of governance is a product of the neo-liberal dominant ideology and that the implementation of governance ideas will lead to a weaker nation-state. Using critical theory the essay constructs an ideal type of neo-liberalism and compares its core values with these of the governance concept as treated by the main literature in the area. The essay then focuses on the issue of the state, and discusses whether the changes leading to a demand for governance have actually weakened the state. Furthermore, the essay presents the practical use of the term governance in the EU and Sweden and problemizes the changes that the neo-liberal domination has led to in terms of power and democracy. Finally the essay discusses alternative views on the changing role of the state.

Polyarki och demokrati. En idéhistorisk studie av Robert Dahls demokratiteori

Since the nineteen-fifties, the American political scientist Robert Dahl (born in 1915) has been one of the most prominent democracy theorists in the world. In the book Politics, Economics, and Welfare, he and his colleague Charles E. Lindblom in 1953 introduced the notion of polyarchy as a denomination for the incomplete democracies of the Western world. Linguistically speaking, this notion was formed in connection with the ones already existing in the philosopher Aristotle's (384-322 B.C.) comparative teachings on government. Later, it has become apparent that the notion of polyarchy has already been in use by other authors, such as Johannes Althusius (1614) and Sir Ernest Barker (1947).Robert Dahl has been active at Yale University (in New Haven, Connecticut, USA), and is regarded as one of the foremost representatives of the political-science discipline known as pluralism.

The purpose of this essay was to research the level of condition and requirements of democracy which faces states applying for a membership in the European Union. The focal point was to research the levels of democracy requirements on two set enlargements which are the cases of the 1981 and 1986 enlargements together with the 2004 and 2007. The states that did reach the goal of becoming member states had similar political backgrounds that made them suitable for a most- similar system study. By using my theoretical framework which consists of democracy theories, together with the chosen method was I able to find answers to my research questions when examining the material. The result of the study is that even though the condition might have been quite similar but the reality of them was different.

E-förvaltningens roll i främjandet av demokrati. En fallstudie om offentlig förvaltnings relation till demokrati med stöd av IT

Information technology (IT) with its enormous capacity involves more and more in our daily activities and public sector is using IT to make their activities more efficient. The government goal with electronic government (e-government) among other things is increasing the availability and service to the public as well as improving the democratic process. Democracy can be strengthened by involving citizens in public decision making process but this goal has not been achieved yet and the development of e-government has mostly been focused on improving efficiency within administration and electronic services (e-services). Promoting the democratic process has been postponed in the development of e-government because of the lack of political commitment and decision. Digital divide is also preventing public sector to promote democracy with the support of IT.

Pluralismens utmaningar - En teoriprövande studie med Belgien och Schweiz.

This thesis is set out as a testing of the crosscutting cleavages theory on twocontemporary cases. The aim is to test the explanation process of the crosscutting theory applied to the political and social situations in Belgium and Switzerland and furthermore to examine potential conflicts in pluralistic states. Our main questionis: How can the crosscutting cleavages theory explain the different outcomes ofsocial coexistence, even with the states numerous similarities? We have examined the two federal states through their social divisions of language, region, religion and socio-economy. Our findings show that both Belgium and Switzerland possess divisions in the above mentioned variables, which in most cases are cumulative structured.

Tankar om demokrati, effektivitet och legitimitet -En idéanalys av debatten om EU:s framtid i två länder

In recent years the concern about the future of the European Union and itssupposed lack of democracy, efficiency and legitimacy has increased. Thisconcern has resulted in extensive debates and the establishment of a conventionwith the task to create a draft treaty for a European Constitution.The aim of this essay is to study how the three theoretical concepts,democracy, efficiency and legitimacy, have been described and used in the debateabout the future of the European Union. My main interest is to see how theseconcepts are described in a debate regarding a political system that goes beyondthe borders of the nation-state. I have made a comparative textual analysis of thedebates taken place in Sweden and Spain during a period of over two years. Ihave, for instance, found out that openness and clearness have a prominentposition as democratic values together with equality and justice (in Spain) and theinstitution of accountability (in Sweden).

This comparative case study, which is based on a most similar system design,investigates why the Chávez government has attained a lower degree of democracy than the Kirchner and the Lula governments. In order to develop asupplementary theory about why governments in general achieve various degrees of democracy I compare these governments and examine what policies that differ them and why. My results show that these governments? policies differ concerning the rule of law, militarization, and negotiations with economic groups and anti-regime parts of civil society. I have found numerous answers to why some of these governments (and governments in general) have democratic policies within these four areas and why some do not.

Abstract:The purpose of this study is to examine what actually makes Russia an incomplete democracy, despite of all the formal democratic institutions and legal democratic rights.The research method used for this essay has been qualitative case study, which strives to answer two research questions: Which democratic principles are not respected in Russia? How does the executive power control the political arena? The theoretical framework used for this study consists of a model based on Dahls Polyarchy theory and the Rule of Law concept. The conclusions points out that very little have formally changed in Russia regarding democratic rights and the constitution. The democratic decline is due to political manoeuvres and undue political influence. There is no proper division of power and the executive powers are not controlled by a system of checks and balances.

Brukardemokrati i grundskolan - En studie av fyra brukarstyrelsers påverkan på skolledning och politiker

According to the theory of elitist democracy civic political participation should be reduced to participation in the democratic elections. This essay examines whether a high rate of institutionalized political participation beyond the elections leads to: (a) that those who are included gets a more favourable treatment at the expense of the common interest, in other words that their self interest threatens the political equality, (b) reduced freedom of action for the politicians and the headmasters, (c) the emergence of vague conditions of responsibility. These hypotheses are examined in an empirical study of user-boards at four schools on three locations in southern Sweden. In these user-boards the parents are in majority and have the right of decision, which has been delegated to them from the local government and the headmaster. The main conclusion is that, based on this empirical investigation, there is no support in any of the hypotheses.

Deliberative politics offers a new and exiting way of overcoming the problems that the western democracy of today is facing. A lot of research in the most recent years have had the goal to replace the representative democracy with a decision-making frame built on decentralization and deliberation. The goal for this essay is to create a framework for local decision-making, based on deliberativ norms, that could work as a complement to the representative democracy instead of replacing it.During the recent years the so-called "brukarråd"; councils for the most common users of one special public service, has been a new way for the local government to get in direct contact with those who are most affected by changes and developments in the specific area of the public administration. In this essay I argue for that these councils should be designed so that they could house deliberative processes.After creating a model for the possible way of designing the "brukarråd" I compare the framework with the system that exists today. In this way there is a possibility to point out if there is a way to deepen the democracy within the already existing system..

Politisk kommunikation och IKT : En analys ur politikernas perspektiv i Västerås kommun

The purpose of this paper is to see how politicians use Internet communication in their daily work and how they use it to interact with citizens of Vasteras city. To reach my conclusions I used both theoretical methods such as literature studies and qualitative interviews with the towns 11 trustees. Accoarding to this study the politicians saw not only a lot of potentials and advantages in Internet communication but also many difficulties and obstacles. In this case the cons far exceeded the pros. One of the main reason is the bad experiences which caused by rasist attacks/threats made to politicians and also the difficulties in handling of sensitiv documents which was seen as a stress factor.

Kampanjen Läsrörelsen. Tradition eller nytänkande?

A reading campaign, Läsrörelsen The Reading Movement took place in Sweden 2000 until 2002. It was started by some adult educationists, and was supported by over 120 organizations. The aim of my study was to examine which messages the campaign wanted to mediate. As the campaign meant that reading was important for democracy, I wanted to study if there was any public debate about reading around 1900 when the democracy process had just started in Sweden. I have also studied if reading is regarded in the same way by the rulers of Sweden as it was by the campaign.
