Statistik från Skolverket (2006) visar att ungefär var femte elev i Upplands-Bro Kommun inte klarar det nationella ämnesprovet i svenska för skolår 5. Då vi har vår verksamhetsförlagda utbildning i denna kommun blev vi nyfikna på att undersöka detta närmare. Vi valde att utgå från ett lärarperspektiv och en lokal bild av lärarnas uppfattningar av det nationella ämnesprovet i svenska och hur de arbetar för att komma åt problemet. För att ta reda på det använde vi oss av intervjuer med åtta behöriga lärare. Vår studie utgår från två frågeställningar: Vilka faktorer kan enligt lärarna i Upplands-Bro Kommun påverka att en elev inte når de nationella målen i svenska? Vilka målstrategier har lärarna i Upplands-Bro Kommun för att eleverna ska uppnå de nationella målen? Med hjälp av teoretisk litteratur formas vår bakgrundsdel, med utgångspunkt från Skolverkets rapport (2001), ?Utan fullständiga betyg?, Bronfenbrenners utvecklingsekologiska teori, målen i svenska, det nationella ämnesprovens bakgrund och syfte, skolans ansvar och styrdokument och delar ur dagens skoldebatt.

The Baltic Sea is threatened by eutrophication that largely is due to nutrient leaching from farmland within the catchment area. To solve this problem the surrounding countries cooperate within various configurations such as HELCOM and the EU-financed project Baltic Compass. Poor manure management in Russia has been discussed frequently the last couple of years. A literature review of different types of reports and legal acts is the core of this degree project which has been performed in connection to two ongoing research projects financed by EU (Baltic Compass) and SIDA. It is supplemented with interviews with Swedish agricultural consultants and travel reports from two occasions when I had the opportunity to discuss with Russians active within the agricultural sector. Different hypotheses were investigated and discussed. The environmental Debate in Russia is quiet and there is a widespread approach that economic profit always trumps environmental concern ? a Soviet heritage that influence the Russian agriculture considerably. The Russian legal acts on stable manure management focus mainly on sanitary questions and only secondary on nutrient leaching.

Bakgrund: Folkhälsan i Sverige beror till viss del på befolkningens matvanor. Matvanor grundläggs i de tidiga åren vilket ger den offentliga miljön, exempelvis förskolor, stora möjligheter att skapa goda förutsättningar för barnens matvanor. På såväl global som nationell nivå finns flera styrdokument som berör barns matvanor och hälsa. Det debatteras ofta vilka risker befolkningens matvanor innebär. Vi ville öka förståelsen för matens möjligheter genom ett salutogent perspektiv.

One of the distinguishing features of successful societies is the ability to adapt to change, bothsocial but also natural changes like climate change. Climate change is a complex, dynamic,non-linear process with a great deal of uncertainty concerning the time perspective, risks andconsequences. A combination of factors like climate change, geographical vulnerability, adensely populated and highly built up coast line along with factors like deficient handling ofsurface runoff and a large usage of ground water leads to an increasingly vulnerable society. Italso puts a greater pressure on the society to have preventive measures in place.The number of actors working with preparing society to the expected impacts of climatechange and variability is increasing. However more than half of Sweden?s municipalities donot consider changing climatic conditions when planning, and many times even allow theconstruction of new living areas in known climatically vulnerable areas.

Assessing the outcome of corporate responsibility is often argued to be complicated due to long-term effects and qualitative aspects. Epstein (2008, p.261) establishes that: ?Though many think that sustainability is too difficult to measure, companies have found that unless the impacts are measured, they are commonly ignored in the resource allocation process?. Corporate responsibility is often referred to as a business case, i.e., that social and environmental concern add value to the business (Heikkurinen, 2010; Porter & van der Linde, 1995). Hence, for corporate responsibility to be a business case a strategy, corporate structure and systems, programmes and actions linked to performance measures need to be in place to assess the outcome; environmental, social as well as financial.

AbstractThis essay has as its purpose to discuss the current legal regulation of the concept of humanitarian intervention. The inconsistencies in the Debate over the legal status of this concept, and the legal uncertainty it brings to the acts of states and the lives of their nationals is a motivating factor for the writing of this essay. However, it has been clear from the outset that the concept of humanitarian intervention is intricately connected to political and moral ideas and values. Thus, the attitude taken towards this doctrine will be highly dependent on the perspectives of the state, government or single author representing it.Following this starting point, the aim of this essay is not to present a single answer as to whether humanitarian intervention is, or is not, legal, but to research, compare and analyze the different arguments put forward in this subject in international law today. Hopefully, this will provide the reader of this essay with some insight into the sources of international law of today and how the principles of state sovereignty, non-intervention, the prohibition of force and the protection of human rights relate to the concept of humanitarian intervention.A frank overview of the UN Charter does not support use of force except in the case of self-defence or without a Security Council mandate.

In the urban planning Debate of today, two strategies for city development stand out as each other's opposites, urban sprawl and smart growth. This thesis concerns a development project of the latter kind and aims to give an alternative proposal to new buildings and a park in a Swedish city block. The term sprawl is used for new developments on virgin soil on the outskirts of cities leading to a city spreading, while smart growth stand for increased city density through development on re-used land within the city boundaries. The latter are often seen as more sustainable in many levels and are also shown to have positive effects on a number of city functions. At the same time smart growth has negative consequences on other aspects of the city such as public open spaces.

The focus of this master thesis is the library politics of the French Right wing party the National Front and the Debate that followed the application of this politics. This qualitative study is divided into two parts where the critics to this politics represents one side and the adherents the other. The critics are composed by representatives from the French, Swedish and ? to some extent ? international library sector, while the adherent side is made up of politicians from the National Front and their adherents. The empiric material mostly consists of articles published in library, Right wing and daily press.

I analyze articles published in Dagens Nyheter, Swedens biggest morningpaper and Aftonbladet, biggest eveningpaper. The method is based on a quantitative content analysis, and critical discourse analysis in which I use van Dijk's analytical approach. Issues :1. What constructed the World Cup in 2002 and 2003  players and teams, from a gender theoretical perspective in the mediatexts?2.

SKV and Tullverket have several important tools and methods available in each activity to ensure that taxes and fees are paid and charged rightfully. Among other things they use tax or customs surcharges, targeted and general third party injunctions or targeted and general third party audits. The targeted controls, ergo targeted injunctions and audits, are targeted towards specific persons or documents while during the general controls these are not specified. The methods have repeatedly been the subject of discussions and attempts to simplify the tax procedure and increase the Rule of Law for the individual.The government appointed a commission on March 8 of the year 2012 with the assignment to prepare proposals to increase the Rule of Law in the tax procedure. The assignment was therefore to analyze the areas of tax and customs injunctions, reimbursement because of expenses and agents and also third party controls.

As a member of the EU, Sweden has, in some cases, transferred the controlling rights to the Union. This means that the rules defined by the EU must be followed in all member countries, including Sweden. The European Agricultural policy constitutes the largest part of the EU's annual budget and is in contrast to many other areas fully funded at EU level. The last decade, many new regulations on chemicals and pesticides have been introduced which brought great changes and a lot of work throughout the Union, including Sweden. Sweden has always had a strict policy on chemicals and has been at the forefront when it comes to sustainable agriculture and environmental management.

Att människor idag avstår från att delta i sociala aktiviteter i samhället på grund av att de känner sig otrygga i kollektivtrafiken, och då särskilt på hållplatser och vägarna till och från, går inte ihop med Göteborgsregionens mål om en ökad användning av kollektivtrafiken. För att få fler att välja kollektivtrafiken som färdmedel måste tryggheten kring hållplatserna öka, vilket skulle innebära fördelar för både hälsa, miljö och välfärd. Det är speciellt kvinnor som anger att de, särskilt kvällstid, avstår från vissa aktiviteter för att de inte känner sig trygga på hållplatsen eller väljer att gå långa omvägar hem för att de känner sig otrygga. Olika fysiska åtgärder, i det offentliga rummet, påverkar den upplevda tryggheten hos människor och med enkla medel tryggheten öka avsevärt på en plats.Syftet med detta arbete är att belysa trygghetsfrågor i samband med hållplatser i Göteborg för att bidra till den debatt som finns angående trygghet i kollektivtrafiken.För att göra detta har en analysmetod tagits fram och ett verktyg har utformats för att undersöka tryggheten på en hållplats och dess närmaste omgivning. Detta kommer att underlätta prioriteringar och utveckling av platsen ur en trygghetssynpunkt.En omfattande litteraturstudie har genomförts för att få en uppfattning av begreppet trygghet och vad det innebär.

Landscape urbanism has for the last decade been a topic for Debate among practitioners and theorists involved in forming the contemporary city. The advocates for landscape urbanism mean that traditional dichotomies like city and country are invalid to illustrate the contemporary urban realm. Rather, a new urban morphology has evolved, which calls for new methods and models when approaching the city. Landscape urbanism suggests a revaluation of landscape in order to develop these approaches. This paper sets out to map how this is addressed within landscape urbanism.

Syftet med denna uppsats har varit att presentera och analysera argumentationen i debatten för och emot vargens rätt till existens i Värmland mellan åren 1965 och 1990. För att besvara forskningsfrågorna i uppsatsen har kvalitativ argumentationsanalytisk metod använts. Denna har applicerats på materialet som har utgjorts av ledare och insändare ifrån de värmländska lokaltidningarna Nya Wermlands-Tidningen och Värmlands Folkblad. Målet har i nästa steg också varit att belysa eventuella motsättningar mellan de som är i direktkontakt med vargen, den så kallade landsortsbefolkningen (periferi), och de som inte bor i områden där vargen uppehåller sig, den så kallade tätortsbefolkningen (centrum). Följande frågor har ställts för att uppnå syftet:(1) Vilka argument läggs fram i Nya Wermlands-Tidningen och Värmlands Folkblad i vargfrågan mellan åren 1965 och 1990? (2) Hur ser beviskraften i argumenten ut? (3) Hur speglar vargdebatten konflikten mellan landsorts- och tätortsbefolkningen i Värmland?Metoden argumentationsanalys går ut på att studera och analysera argumentationer i en text vilket i denna uppsats utgjorts av insändare och ledare.

The aim with this thesis was to investigate what characterises an English Arts and Crafts garden how they could be modernised in Sweden. My research was limited to 20 weeks of full-time writing and worth 30 ECTS. Through literature studies, interviews and site visits I could analyse my findings which resulted in a concrete garden design project. The Arts and Crafts was a movement that started in England during the 1880?s and evolved as a reaction towards the industrialisation. The influence came from the writings and practices of John Ruskin (1819-1900) and William Morris (1834-1896) who advocated the importance of craftsmanship. The Arts and Crafts movement also became a ?recipe for life? and was associated with a healthy and morally pure way of living.
