A comparison has been made between Uppsala in Sweden and Tarapoto in Peru to see if, and in that case what, differences can be found in the values of people. I chose to carry out a survey study that got a response rate of 57 persons in Tarapoto and 63 in Uppsala. The results show that there are some common basic values, but on the whole the outdoor environments are valued differently in the two cities. In short, the Peruvians value functionality, cleanliness, small distances to family and service, while the Swedes value a central location and short distances to friends apart from functionality and good service opportunities. Conceivable reasons for this might be for example different cultural prerequisits, material standard and climate. .

Local cultural environment planning in Sweden often comes to rely on municipal heritage plans. These plans are meant to facilitate management of local cultural values, work as a tool for local planning and increase awareness of Cultural environments for the public. In the last decades public participation in planning has become more and more of the ideal strategy, challenging the idea of cultural environment planning as an expert-led field. The idea of the field as one that implicates public participation as a strategy has been fortified in Sweden through national goals, government bills and conventions. Nevertheless the implementation of public participation in municipal heritage plans remains quite uncharted. The aim of this study is to explore public participation in regards to how municipal heritage plans are developed and the perception of public participation in cultural environment planning amongst professionals, comparing bigger and smaller municipalities.

Kulturen bakom kulturen - En komparativ studie av kultursynens inverkan på tyska och svenska kulturpolitiska strukturer

This thesis aims to develop a theory in the under researched field of international comparative cultural policy studies. lt does so by combining theories from the fields of political scienceand cultural studies, researching how and to what extent the concepts of culture of different states have an impact on the way cultural policies are constructed. The thesis uses this theoretical development in order to research a specific problem, namely the perceived possibility that Swedish and German cultural structures are slowly converging. Two recent official policy documents from each country are the objects of study. Through comparative idea analysis and with Michiel S. D Vries theories on decentralization, the thesis explains the convergence between the countries by differing cultural views between them.
