In Sweden, the main responsibility for urban planning lies with the municipalities. The County Administrative Boards are responsible for clarifying the governmental interests for the municipalities. The main purpose of this essay was to study documents with descriptions of national heritage areas in order to examine whether certain problems within these documents are still present in the most recent ones. This was done by comparing old documents with new ones. The problem with these kinds of documents has been the lack of clarification of cultural values in national heritage areas.

Communication during the process of Environmental Impact Assessment: Interviews concerning three infrastructure projects Environmental Impact Assessment (EIA) is a method to describe the possible impact of a planned project. The aim of such an assessment is to aid a sustainable development, by supplying a comprehensive basis for decision-making. Today there are many people working with EIA in different forms, representing both different interests within the community, as well as having different individual points of view. The proponent is responsible for the EIA, but it is of interest to study the relationship between the different participants who are involved in this process. The aim of this report is to study how the different disciplines involved have communicated with each other and amongst themselves, what characterises good communication, and if anything should be improved.

The purpose of this candidate thesis is to obtain an overall picture of how many prohibitions against owning or taking care of animals that were announced in Sweden in the years 2006-2008 and on what basis these judicial decisions were taken. What is the situation for the person behind the judicial decisions? Is there a so-called risk category where preventive actions to solve the problem can be taken at an earlier stage?The first Swedish animal welfare legislation came into force in 1944. Previously there was a law of 1857 that only prohibited the maltreatment of farm animals. In 1988 the existing animal welfare law was revised into an in principle new law (1988:534).As early as in the Royal Majesty?s government bill (1944:43) to the 1944 animal welfare legislation, there was a proposal that issued prohibition for those having been convicted of aggravated cruelty to animals.

Exotic small animals that are commonly kept as pets include aquarium fish, cage and aviary birds, rodents, rabbits (Oryctolagus cuniculus), reptiles and amphibians. These different kinds of animals, even species within the same class, may differ markedly from each other regarding physiology and requirements. Although these species are common in both Swedish households and in pet trade, many animal keepers have a lack of knowledge about the origin and requirements of their pets. A qualitative comparisonbetween the County Administrative Board in the Swedish regionsHalland, Jönköping and Kronoberg has been made in order to seeinequalities and simmulariteies in their strategies and policies forcommunication. In order to fulfill the purpose two main questionswere asked:? How does the County Administrative Board in Halland,Kronoberg and Jönköping work with crises communicationbefore, during and after a disaster?? In what way does the three County Administrative Boardsco-operate with other organizations before, during and aftera disaster regarding crises communication?The theoretical base of the essay was classical and postmodernstrategic communication. I interviewed communicators at theboards and took part of their communication plans and strategies toseek answers to my questions.

On the first January 2009 the official animal welfare control were transferred from the municipalities to the County Administrative board. With this transition, some changes occurred for those who work as animal welfare inspectors. The aim for this study was to examine farmers' view on the transition between the municipalities and County Administrative board, in order to compare the two authorities. I have also studied the farmers view about animal welfare inspectors' knowledge, both theoretical and practical. The questionnaire also included questions about farmers' view on animal welfare legislation.

The Swedish liming operation : a study about liming officers opinions about some aspects regarding ecology, economy and organization

This is a study about the Swedish liming operation and the Swedish liming officer?s opinions of some aspects regarding ecology, economy and organization. The study objectives was motivated due to the recent changes in manuals for the assessment of limed waters and the suggested changes in decision making and decreased budget for liming. Moreover the anthropogenic acidification effects on the ecology are in many ways complex. Furthermore it was made in order to gain knowledge about the liming officer?s opinions in order to improve the ability to meet their needs regarding the assessment tools and also to investigate if other things can be improved concerning the liming operation.

Hans Olof Alsén, born 16 august 1926, is a Swedish Social Democrat politician who served as the County Governor of Uppsala from 1986 to 1992. During the 1960s, -70s and -80s he had several political commissions including Member of Parliament and government Undersecretary. In addition he had numerous Board of Directors assignments in different business corporations as well as in non commercial associations both prior to, during and after the County Governor period.This paper describes the organizing and cataloguing of Hans Alsén's personal archives. The documents at hand were deposited at the regional state archives (Landsarkivet) in Uppsala in 2008 and 2009 by Alsén himself. The documents almost exclusively cover the County Governor years 1986-1992.

Starting from the concept of reality as socially and linguistically constructed, it is an attempt to see how lingual constructions and perceptions affect the official structures of society and vice versa. The main purpose is to compare the different meanings integration has in a sociological context and in a political one. Further, the purpose is to see how the relationship between the sociological and political concepts affects the integrational work in the Swedish County Administrative Boards, and which consequences these effects might have.

This paper discusses animal welfare, and Sweden, as an EU member state, has a responsibility toensure that official animal welfare inspections are carried out in accordance with communityregulations. The first of January 2009, the welfare moved from the municipalities in to the 21County Administrative Boards. Är djurskyddsanmälningar befogade? - en undersökning av djurskyddsärenden i Västra Götalands län under 2011

The aim of this paper was to study incoming complaints to The County Administrative Board in Västra Götaland during 2011 and examine if it was possible to see a connection between warranted and unwarranted complaints and informer, animal species and type of inadequate. In Västra Götaland, a complaint is classified as warranted if the inspection leads to a reprimand, whether it regards what was reported or not. Data were collected during three weeks through The County Administrative Board´s record system Platina and a total of 456 complaints were studied. The parameter ?complainant? was categorized into four groups according to The County Administrative Boards own division; public with the subgroups anonymous and non-anonymous, animal health staff and others.

During the last years a discussion has emerged around problems with Swedish state boards trying to influence the public opinion and even political bodies through different kind of information efforts. Several observers inside and outside the academy have studied how state boards increasingly use information as an instrument and also how political bodies increasingly have given such instructions to state boards. This essay put those studies into the context of both information political history and previous theoretical interpretations in that field of research.The analytical tool consists of four ideal typical ways ('state opinions') to arrange relations between the state and the citizen. Some critics focus on problems with too much political steering and how political majorities uses state boards to spread ideological propaganda. Others highlight problems with autonomy and bureaucratic organizations taking initiatives by themselves to spread normative information.

There is currently an ongoing discussion in Sweden about the need for weather shelter for farm animals being kept outdoors during the winter season. Currently, the national animal welfare legislation requires weather shelter providing the animals? with access to a dry and clean place to rest, but under certain conditions exemptions can be granted. The Swedish Board of Agriculture has put forward a hypothesis that there is a difference between judicial decisions in animal welfare cases dealing with weather shelters, as to whether the animal has shown to be suffering or not. The aim of the study was to highlight any weaknesses or difficulties when assessing animal welfare issues associated to the absence of or design of weather shelters.

The aim of this thesis is to find a statistical model that sort logs according to a predicted modulus of elasticity on the sawn boards. The input parameters for the model are X-ray variables from an X-ray scanner. For some of the log classes sawn at the sawmill it is desirable to have a narrow distribution of modulus of elasticity on the sawn boards. 250 pine logs from five different diameter classes were numbered and followed through the sawmill process. Log data were collected from X-ray and 3-D scanners in the log intake.
