The new Library Act came in force in January 2014, external changes such as globalization and information technologies had changes the way libraries work and the new law aimed to reflect this. The aim of this study is to examine ideas surrounding the mission of the public library as it appears in the referral statements that three state agencies and three interest organizations gave to the ministry publications series Ds 2012:13. The questions this thesis examines are: what ideas can be discerned in the respond-ents' opinion regarding public library's mission? How is the con-sultation bodies? way of looking at public library's mission to-wards the government's approach? In this thesis the empirical ma-terial has been analyzed using a theoretical model called The four spaces ? a new model for the public library designed by Casper Hvenegaard Rasmussen, Henrik Jochumsen and Dorte Skot-Hansen. The model consists of four different goals and four differ-ent spaces and can be used as a basis for discussions about the public libraries role in society.

The decisions for investment are forward-looking and the base of a long-term strategy. The research within investment have focused on diverse formulas which are used in financial assessment, which also should be complemented with qualitative evaluation. Consequently, the focus should not only be on the execution of the formulas. Less time have been spent on research concerning what actually initiates the investment proposals and affects the decision-making. This will be highlighted in this essay.

This study aims to analyze the risks with building new households between railroads and shore, the focus of the study lays on Öbacka strand in Umeå municipality. The study also investigate if a land use conflict has taken place and how it was handled.The paper is based on different documents that was central for the work of planning the households and some interviews with operators that was highly involved with the planning of the area.The results shows that there is several risks with establishing new household between railroads and shores. Mainly because of the exposure of noise from the railways, though the risk for impact on the living environment for animals were low in this case there is a generally risk that it could get negative effects. It also a very important that the availability to the shore is secured. Planning in this type of area involves a great number of operators can easily cause a conflict due to the different perspectives on how the land should be used in the future, and also because of protecting different interests.

The main aim of this study is to analyse the grotesque characterization of adults in four novels by Roald Dahl, from Michail Bachtin?s definition of the carnival-grotesque in Rabelais and his world. From this view I have examined how the conflict between children and adults is described in these books, and to what extent the grotesque motifs have a function in this conflict.For this purpose I have applied theories of the literature-grotesque by Michail Bachtin, and of the meaning and function and ? in this context ? the necessity of fright and horror in children?s fiction, in particular by Bruno Bettelheim and J.A. Sweden has formulated ambitious energy goals which signify that by year 2050 the energy usage should be halved. One of the objectives is the reduction of energy usage by 20% by year 2020 and that it should be compared to the usage of energy from 1995. AbstractThis thesis analyzes the Russian Foreign Policy Doctrine from a broad theoretical perspective, with the aim of describing and explaining the doctrine using a number of theoretical approaches. Russia's foreign policy has undergone substantial changes since Vladimir Putin became president in the year 2000, involving a radical shift in foreign policy objectives and thereby moving away from the more confrontational and distrusting policies which characterized the Boris Jeltsin regime. Putins doctrine, based on pragmatism and seeking partnership and collaboration with the West, can be described as a near revolutionary re-orientation of Russia's foreign policy guidelines, meaning a transformation of the country's self image which implies a rejection of great power status and a search for a new role in the international community.Our thesis has examined explanatory variables such as the domestic political situation in Russia, the contemporary international system and President Vladimir Putins system of beliefs in order to describe and explain the doctrine. Our results show that the doctrine is largely a product of Putins personality, values and beliefs, but also to a large extent a consequence of necessities, namely the poor Russian economy and the fact that the country no longer can withstand an all out conflict with the West involving an excessive arms race.Keywords: Vladimir Putin, pragmatism, realism, domestic politics, radical change..

This essay revolves around two questions: what is the nature of politics, and what kind of political order ensures a high rate of citizen participation? By using Cantal Mouffes theory on the political this essay shows how different understandings of the nature of politics can lead to diverging views on what forms democracy should take. Two such understandings are identified; one that sees the nature of politics as characterized by conflict and power, one that sees it as a space for cooperation in search for the common good. I trace these different ideas about the political in the parliamentary debate concerning Swedish constitutional reform. I conclude that the left-of-centre parties hold a view of the political closer to the conflict-perspective, while the green party together with the liberals/conservatives lean closer to the opposite view..

In this study our aim is to display a series of possible mechanisms which operateswithin the regions and societies were child soldiers were frequently andextensively used in combat tasks. Our study is based on the assumption thattoday's peace-building strategies are inadequate to describe certain problemsfaced by many post-conflict countries, especially in Africa. We argue that largeformations of child soldiers will, if not properly and immediately addressed, causeserve and structural problems in society, gravely hampering growth andinstitutional capacity. In 1989 the Cold War ended and in 1991 the Soviet Union ceased to exist, over night the ruling paradigm of International Relations was obsolete. What would happen now? Samuel Huntingtons answer was that in the future, cultural identity would be the most important factor behind international conflict. And that the threat of world war would come from clashes between civilizations instead of clashes between ideologies like during the cold war. Was he correct? Konflikter finns överallt i samhället, inte minst i organisationer och företag. Att beskriva olika ledares sätt att hantera konfliktsituationer i sitt ledarskap var därför intressant. Syftet med studien var att undersöka ledares upplevelser av ledarskap och sätt att hantera konflikter. Undersökningen baserades på 14 intervjuer med ledare som har personalansvar från både privat och offentlig sektor. Studien är könsmässigt balanserad.

The purpose of this thesis is to build on the current debate on male circumcision and from thetwo perspectives, consequentialism and non-consequentialism, describe the conflict of rightsthat exists on the issue and outline a normative conclusion about whether Sweden should banmale circumcision of boys or not. The idea is to clarify how the two sides' approach to theconflicting rights differ on the issue. The perspectives intends to provide further clarity to thearguments and provide a framework to resolve the rights conflict by, which creates morefavorable conditions to understand the moral bearing of the arguments in the debate. Thesurvey is conducted as a debate analytical study, conducted by compiling and organizing thearguments for the various positions in the debate. Based on the two theories I conduct ancritical analysis in which I examine the extent to which the arguments of each side lives up tothe perspectives moral standards.

The civil war in Sierra Leone was a very complicated conflict, both in its origin as well as in its realization. Many actors, along with the diamond trade, played vital parts in making the war carry on for a decade. In this paper I will try to clarify the relations between the actors and the diamonds, first and foremost the part the diamonds played in the conflicts start and continuation. I will also show what has happened in the country and in the diamond industry after the wars conclusion. What I find is that diamonds did not play the only part in the origin of the conflict but that the poor economic state the country was in had its part.
