MÄlstyrning via policydokument Garanti för rationalitet och effektivitet eller symbolpolitik för meningsskapande?
The aim of this thesis is to develop two idealtypes of politics to help serve as instruments in understanding and analysing the view on politics held by top civil servants in the municipality of Lund Sweden. The two ideal types developed here are symbolic sense making politics and rational instrumental politics. These two ideal types were applied to material from a qualitative survey to help bring out clear results and to help with the interpretation of the material The results of the study showed that the two idealtypes could not help to clearly categorize the civil servants views on management by objectives. But while categorizing the top civil servants views the important features of policy documents the ideal types were helpful. By using the ideal types I came to the conclusion that the view on policy documents was mainly characterized by sense making politics.

Den svenska Försvarsmakten Àr en myndighet med en annorlunda vardag för de anstÀllda. Att arbeta som soldat inom försvaret Àr ett yrke som bidrar till stora kontraster hos de anstÀllda, genom att vÀxla mellan rollerna som yrkesverksam soldat till att vara civil. Vardagen Àr Àven annorlunda utifrÄn de arbetsklÀder som anvÀnds, uniformer. Denna studie Àr gjord med utgÄngspunkt i vad uniformen har för del i det skifte som sker nÀr en soldat vÀxlar mellan yrkesroll och civil roll. Kvalitativa intervjuer har gjorts om sex informanter, pÄ soldat- och gruppchefsnivÄ.
Civil-militÀr samverkan under fredsoperationen i Kongo
Syftet med denna uppsats Àr att undersöka civil-militÀr samverkan vid fredsoperationen i Kongo 1960-1964 ur ett kulturkonstruktivistiskt perspektiv. Detta har gjorts i form av en fallstudie dÀr litteratur av personer verksamma pÄ plats i Kongo 1960-1964varit dominerande. Ur fallstudien framkommer att mÄnga samverkansproblem förekom trots ett genomtÀnkt koncept ochinsatser för att förbÀttra samverkan mellan civila och militÀrer. Vidare framkommer att militÀrer och civila i huvudsak upplevde likartade problem. I uppsatsen har kulturkonstruktivistisk teori anvÀnts som analytiskt verktyg och skillnader mellan civilaoch militÀra aktörers kollektiva identiteter, vÀrldsuppfattningar och normer utgjort grunden för attförklara samverkansproblemen.
Comprehensive Approach eller Pragmatic Approach? : en fallstudie om civil-militÀr samverkan vid PRT Mazar-e Sharif
Internationellt sker en utveckling mot att genomföra insatser samordnat med resurser frÄn flera politikomrÄden - bÄde civila och militÀra. Behovet har uppstÄtt ur insikten att hÄllbar utveckling i en region krÀver anvÀndning av olika resurser för att uppnÄ synergier. Samverkan och samordning mellan civila och militÀra aktörer enligt syftet ovan brukar i moderna ordalag beskrivas som comprehensive approach. Det praktiska arbetet pÄ fÀltnivÄn med samverkan för att uppnÄ synergier i kontexten comprehensive approach kan sÀgas innebÀra samma sak som civil-militÀrt samverkan.Det övergripande syftet med uppsatsen Àr att med fokus pÄ det svenska PRT Mazar-e Sharif, förstÄ de svÄrigheter som finns vid samverkan mellan civila och militÀra aktörer, med mÄlet att öka synergier av nationella resurser. Med utgÄngspunkt frÄn tidigare forskning om militÀr-civil samverkan samt comprehensive approach, skapas en analysmodell med ett urval av identifierade faktorer, för att beskriva samverkan empiriskt frÀmst utifrÄn intervjusvar frÄn nyckelaktörer ? chefer eller stabschefer samt civila rÄdgivare.

Kroatien - en studie av ett land i övergÄng mot en konsloliderad demokrati
Croatia became an independent country 1991 and has since then strived to reach a democracy level, which can lead to membership of the European Union. The purpose of this essay is on the basis of consolidate democratic perspective to illustrate Croatia?s democratic development.In order to fulfil the aim, I have applied a qualitative text analysis technique. Through analysis of books and documents, data was collected to accommodate a valid result. I have used consolidated democracy, with its five areas (political, civil, economic, legal and bureaucratic), as my theoretical framework to the data, to provide answers and develop an analysis.The conclusions show that the consolidate democracy in Croatia has developed a lot since the independence, and Croatia is on its good way to turn into a democratic state like other West-European countries.

The political and civil unrest during the last years of the First World War had a profound impact on the political life in many European countries. Academic research on the Swedish Social Democratic Party and the development of the parliamentary system during these years, often focus on the civil unrest and the mobilization of the labour movement during the spring of 1917, and the impact on Swedish politics of the Russian and German revolutions.This study is an examination of the relation between the Swedish labour movement and the Finnish Civil War of 1918. The general aim of the study is to examine how different levels and organisations of the labour movement acted in regards to the situation in Finland, and how these different levels and organisations interacted with one another. A second aim of this examination is to better understand during what kind of processes of the Swedish labour movement?s history that the Finnish Civil War occurred, and how it affected them.The conclusion of the study is that the there was a disparity between the leadership of the Social Democratic Party (SAP), which at the time was part of the Swedish government together with the liberal party, and the grassroots of the labour movement, organized in trade unions, and in the local organizations of the SAP and the Social Democratic Left Party (SSV).

The 1900s saw two incidents of states using their military in civil disorder situations, which resulted in the killing of unarmed citizens. May 14, 1931 in Ă
dalen, marks a significant part of Swedish history and its view of the use of military force. On that day, a peaceful protest march escalated, which resulted in live firing by the military stationed there to uphold law and order. This resulted in the deaths of five civilians and the prohibition of the use of military force in incidents of civil disorder. In 1972 in Northern Ireland a similar event took place on January 30, which is commonly known as Bloody Sunday. The Troubles were raging and resulted in protests for civil rights by nationalists.

The organisation of the municipalities is based on the principle of representation. It has previously been impossible to give the citizens more influence through direct democracy, but the information technology gives new possibilities and the choice of democracy model might no longer be obvious. Representation can be interpreted in many ways and there is a need for a more distinct definition of the rule that the municipalities shall be governed according to the principle of representation. It should also be further investigated how the new technology can be used to increase the use of direct democracy. The municipalities ought to work to supplement the representation with direct democracy in the form of active discourse with the citizens.

Folkbiblioteket som socialt rum ? en undersökning av biblioteken i tvÄ mindre kommuner
The aim of this thesis is to investigate and increase the understanding of a present function of todayÂŽs public library, namely the function of meeting place; here called the social function or social space. Two small town libraries are included in the study, and the questions examined are:How is this function described at the two libraries and what similarities and differences are there between the two? How can one describe the relation between how the library as social space is described in research and at the libraries? The theoretical framework used in examining these questions, consists of three different discourses in culture policy (the discourse of state, market and civil society) and theories on civil society and the public library. A summary of current research makes visible eight different aspects of the public library as a social space. These aspects functions as parts of the theoretical framework as well.

The purpose of this essay was to study the implementation of a policy document, which concerns questions of integration, in a municipality with an indirect government. I have especially focused on issues regarding how civil servants describe the usage of a specific policy document and to what extent their autonomy and the indirect government have had an impact on implementation, and to what extent signals from surrounding institutions have had an impact on the creation of the policy document. The study was based on qualitative interviews in groups, pairs and with single individuals with twenty-seven civil servants and politicians working with issues concerning the specific policy document.One of the conclusions of my study is that the reason for producing the document in the first place is that the municipality as an organization strives to acquire a sense of legitimacy. The intentions of the document have only partly been implemented by the civil servants and politicians, since the document is not used in their daily work. Here, their autonomy has played an important part, as the choice to not use the document is the servants' own.

The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two officials at the social services. Moreover a small quantitative telephone study with officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience.

The purpose of this thesis is to investigate the democratization process in Kurdistan on the basis of consolidation democracy with focus on arenas defined by Linz and Stepan (1997), namely economic, political, legal, civil society and arenas of state bureaucracy. Furthermore, I intend to explain Kurdistan?s road toward democratization in Kurdistan from 1991 until today, with a focus on the years 2003-2012. The main results are that Kurdistan has developed conditions that support a future consolidation of democracy. However, there are weaknesses in the economic situation, rule of law and the arena of bureaucracy.
