Civil-militÀr samverkan i det moderna Totalförsvaret

I regeringens budgetproposition för 2011, erhöll Försvarsmakten uppgiften att införa fyra MilitÀrregioner i Sverige med underliggande regionala staber. ?Regeringen bedömer att skapandet av de regionala staberna innebÀr att Försvarsmaktens förmÄga att samverka med och lÀmna stöd till andra myndigheter förbÀttras.? (PROP 2010/11:1 s.33).Syftet med den hÀr studien Àr att studera hur personer med nyckelpositioner inom de bÄda myndigheterna (LÀnsstyrelse och Försvarsmakten) tÀnker kring införandet av MilitÀrregioner och dess förutsÀttningar för utveckling av samverkan mellan det civila och militÀra samhÀllet.Resultatet pÄvisar att informanterna Àr relativt överens om att samverkan ska utvecklas och hur det bör ske med ett fokus pÄ gemensam planlÀggning, utbildning, övningar samt nÀtverksskapande och utarbetande av gemensamma mÄl innan nÄgot hÀnder. MÄlsÀttningen Àr att klara av att hantera oförutsedda hÀndelser som olyckor och naturkatastrofer nÀr de vÀl kommer. Informanterna anser Àven att nÀrheten, i sÄvÀl tid som rum, Àr avgörande för planlÀggning och den slutliga insatsens resultat..

Kroatien - en studie av ett land i övergÄng mot en konsloliderad demokrati

Croatia became an independent country 1991 and has since then strived to reach a democracy level, which can lead to membership of the European Union. The purpose of this essay is on the basis of consolidate democratic perspective to illustrate Croatia?s democratic development.In order to fulfil the aim, I have applied a qualitative text analysis technique. Through analysis of books and documents, data was collected to accommodate a valid result. I have used consolidated democracy, with its five areas (political, civil, economic, legal and bureaucratic), as my theoretical framework to the data, to provide answers and develop an analysis.The conclusions show that the consolidate democracy in Croatia has developed a lot since the independence, and Croatia is on its good way to turn into a democratic state like other West-European countries.

Svensk arbetarrörelse och det finska inbördeskriget 1918

The political and civil unrest during the last years of the First World War had a profound impact on the political life in many European countries. Academic research on the Swedish Social Democratic Party and the development of the parliamentary system during these years, often focus on the civil unrest and the mobilization of the labour movement during the spring of 1917, and the impact on Swedish politics of the Russian and German revolutions.This study is an examination of the relation between the Swedish labour movement and the Finnish Civil War of 1918. The general aim of the study is to examine how different levels and organisations of the labour movement acted in regards to the situation in Finland, and how these different levels and organisations interacted with one another. A second aim of this examination is to better understand during what kind of processes of the Swedish labour movement?s history that the Finnish Civil War occurred, and how it affected them.The conclusion of the study is that the there was a disparity between the leadership of the Social Democratic Party (SAP), which at the time was part of the Swedish government together with the liberal party, and the grassroots of the labour movement, organized in trade unions, and in the local organizations of the SAP and the Social Democratic Left Party (SSV).

Modellen Harmony of Efforts bygger pÄ erfarenheter frÄn FN-operationer mellan 1960 och 1990 talen och erbjuder ett alternativt sÀtt att tÀnka runt civil-militÀrt samarbete.Syftet med den hÀr studien Àr dels att undersöka pÄ vilket sÀtt erfarenheter frÄn counterinsurgency operationerna i Afghanistan ter sig i ljuset av modellen Harmony of Efforts modell, och dÀrefter hur modellen med hjÀlp av nÀmnda erfarenheter skulle kunna vidareutvecklas.Fyra olika Provincial Reconstruction Teams (PRT) jÀmförs i en kvalitativ fallstudie dÀr undersökningsmaterialet utgörs av andra vetenskapliga texter kompletterat med nÄgra intervjuer med personal frÄn fÀltet.Resultatet pekar pÄ stora skillnader i tillÀmpningen av PRT-konceptet, att en tydlig arbetsfördelning bidrar till framgÄngsrikt samarbete samt att smÄskaligt arbete pÄ grÀsrotsnivÄ Àr att föredra framför storskaliga projekt. Studien visar dessutom att modellen Harmony of Efforts i stora drag hÄller mycket vÀl för att analysera civil-militÀrt samarbete inom ramen för en counterinsurgency operation..

Ådalen och bloody sunday: En jĂ€mförande fallstudie av militĂ€rt vĂ„ld

The 1900s saw two incidents of states using their military in civil disorder situations, which resulted in the killing of unarmed citizens. May 14, 1931 in Ådalen, marks a significant part of Swedish history and its view of the use of military force.  On that day, a peaceful protest march escalated, which resulted in live firing by the military stationed there to uphold law and order. This resulted in the deaths of five civilians and the prohibition of the use of military force in incidents of civil disorder. In 1972 in Northern Ireland a similar event took place on January 30, which is commonly known as Bloody Sunday. The Troubles were raging and resulted in protests for civil rights by nationalists.

Kommunal demokrati och medborgarinflytande i ett samhÀlle i förÀndring

The organisation of the municipalities is based on the principle of representation. It has previously been impossible to give the citizens more influence through direct democracy, but the information technology gives new possibilities and the choice of democracy model might no longer be obvious. Representation can be interpreted in many ways and there is a need for a more distinct definition of the rule that the municipalities shall be governed according to the principle of representation. It should also be further investigated how the new technology can be used to increase the use of direct democracy. The municipalities ought to work to supplement the representation with direct democracy in the form of active discourse with the citizens.

Folkbiblioteket som socialt rum ? en undersökning av biblioteken i tvÄ mindre kommuner

The aim of this thesis is to investigate and increase the understanding of a present function of todayÂŽs public library, namely the function of meeting place; here called the social function or social space. Two small town libraries are included in the study, and the questions examined are:How is this function described at the two libraries and what similarities and differences are there between the two? How can one describe the relation between how the library as social space is described in research and at the libraries? The theoretical framework used in examining these questions, consists of three different discourses in culture policy (the discourse of state, market and civil society) and theories on civil society and the public library. A summary of current research makes visible eight different aspects of the public library as a social space. These aspects functions as parts of the theoretical framework as well.

ETT POLICYDOKUMENTS UPPGÅNG OCH (UT)FALL - En studie om hur styrning och autonomi inverkar vid implementering inom kommunal förvaltning.

The purpose of this essay was to study the implementation of a policy document, which concerns questions of integration, in a municipality with an indirect government. I have especially focused on issues regarding how civil servants describe the usage of a specific policy document and to what extent their autonomy and the indirect government have had an impact on implementation, and to what extent signals from surrounding institutions have had an impact on the creation of the policy document. The study was based on qualitative interviews in groups, pairs and with single individuals with twenty-seven civil servants and politicians working with issues concerning the specific policy document.One of the conclusions of my study is that the reason for producing the document in the first place is that the municipality as an organization strives to acquire a sense of legitimacy. The intentions of the document have only partly been implemented by the civil servants and politicians, since the document is not used in their daily work. Here, their autonomy has played an important part, as the choice to not use the document is the servants' own.

SocialtjÀnsten och barn till irreguljÀra immigranter : en rÀttsvetenskaplig undersökning

The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two officials at the social services. Moreover a small quantitative telephone study with officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience.

Furthermore, I intend to explain Kurdistan?s road toward democratization in Kurdistan from 1991 until today, with a focus on the years 2003-2012. The main results are that Kurdistan has developed conditions that support a future consolidation of democracy. However, there are weaknesses in the economic situation, rule of law and the arena of bureaucracy.

The purpose of this master thesis is to find out if library activities in civil society may be seen as a complement to public activities. The incitement lies in a discussion in the research activities of social sciences and among politicians, where the opinion is that civil society may function as a complement to governmental policy. The NGO-library Föreningen Miljöbiblioteket i Lund and the municipality of Malmö stad where chosen as units for examination. The common feature of the two units is the global task introduced by the UN, to create a sustainable development. The material used is exclusively concerning domestic information activities.

Demokratisering utifrÄn- En fallstudie om demokratiseringsprocessen i etniskt splittrade Bosnien Hercegovina

After the fall of communism in Yugoslavia the ethnic resentment grew stronger and escalated in to interethnic civil conflict in 1992. After international intervention the General Framework Agreement for Peace (GFAP) installed peace in 1995. The treaty's aim was not only to establish peace but also to institute democracy in Bosnia. The OSCE were given the task to implement democracy within political institutions and civil society. This in a country with a lack of democratic experience and where great problems with ethnic antagonism still exists.By using democratization and transition theory this single case-study examines how democracy is implemented in Bosnia by the OSCE and clarifies difficulties that this democratization process is facing.

Utmaningar pÄ GMU i förhÄllande till vuxenutbildning : ur ett officersperspektiv

Den 1 juli 2010 avskaffades vÀrnplikten i förmÄn för ett yrkesförsvar, varpÄ premisserna för utbildningen av soldater förÀndrades. Idag har mÀn och kvinnor frÄn 18 Är möjlighet att genomföra s.k. GrundlÀggande MilitÀr Utbildning (GMU) under tre mÄnader pÄ frivillig basis. De nya premisserna kan m.h.t. frivilligheten stÀllas i paritet med civil vuxenutbildning, dÀr bÄda upplever exempelvis avhopp till följd av motivationsbrist.Syftet med studien Àr delvis att identifiera officerarnas upplevda utmaningar pÄ GMU avseende rekryternas tidigare erfarenheter, motivation samt lÀrarrollen.
