According to many scholars America's soft power is in decline, a power resource whose importance has been increasing in world politics. This makes it interesting to examine if there is a difference between how Democratic and Republican administrations wield their soft power.This thesis is a hypothesis-testing study and the purpose is to test the hypothesis that Democratic administrations, to a greater extent than Republican, can create, utilize and defend soft power. My thesis is based on Joseph Nye's theory of soft power and the focus of this study is the aspects of the foreign policy resources. In order to measure this concept I have made my own operationalization where five different indicators serve as my guidance. I use the method of least likely-cases to select and motivate the administrations being tested, which gives me a comparative study of the Democratic administrations of Lyndon Johnson and Bill Clinton and the Republican administration of George H.

Den 8 augusti 1995 tog USA:s president Bill Clinton ett beslut att försöka skapa fred i Bosnien. Beslutet skulle komma att ha betydelse för USA:s fortsatta roll i europeisk politik efter kalla kriget. Vi argumenterar för hur beslutet kan ses som ett strategiskt val men också för hur självständiga organisationers möjligheter och begränsningar samt viljestarka individer gjorde beslutet möjligt.Vi använder oss av Graham Allisons tre modeller: rational actor, organizational behavior och governmental politics för att analysera Clintons beslut. Tillsammans med tillgänglig kritik av dessa modeller hittar vi både för- och nackdelar med Allisons ansatser i fallet Bosnien och kommer fram till att modellernas interrelation både underlättar och försvårar vårt fall. Vi hittar också svårigheter med att använda modell 1 i en unipolär värld.Slutsatsen är att alla tre modellerna krävs för att fullständigt förstå varför USA agerade som de gjorde i slutfasen av Bosnienkriget..

This essays aim is to investigate the possibilities of subjective interpretation of Lgr11, the Swedish curriculum for elementary school. The assignment that the Swedish authority Skolverket got in 2009, was to create a curriculum that would grant that the students achievements would not be influenced by any subjective opinions and that all elementary schools in Sweden will give an equivalent education. In the Government bill this is a theme throughout the text and the Minister of Education has also claimed that this document will leave very limited space for subjective reading and interpretation. He says that Lgr11, in contrast to the previous curriculim Lpo94, will clarify what the purpose of the different subjects is and on what grounds the assessment of the students should be based.The method used is the literary theories of reader ? response as they are expressed by Literarycriticist Stanley Fish.

Detta examensarbete tar upp frågan hur vägledarna ser på hur de förmedlar kunskap i studie- och yrkesvalsprocessen samt hur de ser på de relaterade läroprocesserna. Arbetet är ett perspektiverande bidrag till en helhetsbild av vägledningens komplexa och mångfacetterade pedagogiska dimensioner. Undersökningen genomfördes med en kvalitativ hermeneutisk metod. För att tolka resultaten i undersökningen har jag främst använt mig av Bill Laws DOTS-modell samt Knud Illeris integrerade syn på kognitiva, psykodynamiska samt sociala läroprocesser. Resultatet av undersökning tyder på att Studie- och yrkesvägledarna ser förmedling av kunskaper som en del av vägledningsprocessen men att det inte står helt klart hur vägledarna knyter an till läroprocesser i denna förmedling. Begreppen vägledning och pedagogik samt vägledarnas perspektiv på hur de förmedlar kunskap i vägledningsprocessen är ofta starkt förknippade med vägledarens egna personliga erfarenheter men även kunskap och förståelse över läroprocessernas betydelse för en pedagogisk vägledningsprocess. Den personliga påverkan kan utgöra medvetna eller omedvetna föreställningar om metoder och innehåll i vad som förmedlas men därmed även en påverkan på hur detta förmedlas..

On the 17th of January 2002 the Swedish government presented a bill to theSwedish parliament, proposing ways of strengthening the Swedish democracythrough reforms for increased elements of participatory democracy. A publicreport on the state of the Swedish democracy had been released two years earlierwith similar enthusiasm for participatory democracy. However, the participatoryideals of these two documents were strongly criticised by a group of scholars.The aim of this thesis is to analyze and compare the arguments articulatedbetween the years 2000 and 2002 by the actors mentioned above, and to examinetheir relation to arguments concerning political participation, articulated bythinkers from previous times. By classifying the arguments into different groupsdepending on their content I find that both parties in the Swedish argumentationfocus on the effects of participatory democracy on political equality, on theefficiency of the political decision-making and the quality of the decisions beingmade, and finally on the personal character of the citizens. Among the argumentsarticulated by thinkers from previous times, similarities with the Swedishargumentation can be seen as well as important differences.

In Sweden, prostitution is politically defined as a social problem, more precisely, as a form of male violence against women. The definition is distinctly manifested in the government bill Kvinnofrid, characterised by the unique Swedish law that prohibits the purchase of sexual services.This thesis examines how the Swedish solutions of prostitution are carried out. By interviewing central actors working with prostitution in different ways we aim to answer the question: What measures are taken to decrease prostitution and what implications does the Swedish solution have?The analysis is divided into two parts. First, we analyse the concrete measures taken against prostitution ? what is done, how, and why? Second, we analyse the complexity of prostitution measures by applying complementary analytical perspectives: the symbolic and the discourse perspective.The study shows that measures taken to decrease prostitution vary and depend on individual actors? understandings of the political definition.

This Bachelor's thesis examines and describes the ideas and ideological traits surrounding the public library within the governmental cultural policy. The Bachelor's thesis demonstrates how the public library ? even though its relevance in the modern society has shifted over time ? has maintained a connection to the governmental cultural policy and has therefore been shaped by the ideological changes in the political sphere as a whole. The main issues are: Which ideas concerning the public library's functions are expressed in the governmental cultural policy? Which ideological tendencies can be identified in the national cultural policy? Which ideas concerning the public library can be extracted through the found ideological tendencies? The method used in order to study the governmental bill is an ideology analysis based on a framework created by Dorte Skot-Hansen.

The purpose of this study is to examine certain aspects of work with men who use violence in intimate relationships. In a Government bill in late 90s the Government presented its action plan on what is expected to be done in each municipality, but investigations show that the work is stationary. 46 percent of the men, who are in treatment, choose to cancel it. We wanted to find out how society will meet up with men who use violence in their intimate relationship and how to go about in the meeting. Those who lead us to the answers in this qualitative method are three social workers and a therapist who has the task of helping these men. The study is based on interviews from three municipalities in southern Sweden, the municipalities made ??as in between 30-60 000 residents and businesses are startups; theoldest has been in operation for five years.The results showed that they had chosen to put these activities under the sections of the Social Services but is counted as a separate project, as the driving force may apply for funding via the County Council.

This Master?s thesis has governmental cultural policy in focus and concludes a textual idea analysis of the governmental bill Time for culture. (Tid för kultur.) The aim of the study is to examine how the government is seeking legitimacy concerning the cultural policy. One of the starting points is that the society has changed over time in terms of for example increased globalization and multicultural and even the market adjustment is more evident. Also the economical basis in the society is different nowadays.

The aim of this thesis is to contribute to a better understanding of the FRA-law. The focus of the study is to examine how Swedish politicians relate to the new draft of this law on intelligence. Key themes in the study are security, threats, surveillance and privacy. The power relationship between the individual and the state is also examined. Empirical data used in this study consists of a spoken plenary debate in the House which was held in connection with the adoption of the FRA law in June 2008.

The purpose of this study is to propose and formulate quantitative indicators to help measure an aspect of the Environmental Objectives in Swedish legislation: ?A Good Built Environment, Interim Target 2.? The governmental bill 2004/05:150 suggests changes to Interim Target 2: By 2010 built environments of cultural heritage value will be identified and placed under long-term sustainable management. Following the revised formulation regarding sustainable management, indicators should be formulated to measure the fulfilment of sustainable management of built environments of cultural heritage value. An important part of management takes place at the municipal level of planning, where detailed development plans include regulations to protect built environments of substantial cultural heritage value. As a result, this study is focusing upon the regulatory function of the Swedish Planning and Building Act in respect to the built environments of cultural heritage value.

Abuse of alcohol is one of the biggest problems that society faces today. There are between three and four hundred thousand abusers in Sweden. In addition there are about three hundred thousand over consumers. The government bill proposed in 1977 gave the labour market most of the responsibility to solve the problem. They thought a meaningful job and a spirit of community were the most important factors to decrease abuse of alcohol and social rejection.
