The European Water Framework Directive (WFD; 2000/60/EC) was incorporated into the Swedish legislation in 2004 through the ordinance Förordningen om förvaltningenav kvaliteten på vattenmiljön (SFS 2004:660). The objective is that all water bodies shall reach a good status by the year 2015. In Sweden the comprehensive plans of the municipalities can play a large role in reaching these goals. A comprehensive plan deals with the long term water and land use of the municipality, which can facilitate an early consideration of water management in the planning process of the municipality. The present essay concerns Walter Benjamin?s thought regarding history and temporality as he articulated it in his last work that was only published posthumously: ?U?ber den Begriff der Geschichte?. The purpose is to analyze Benjamin?s construction of historical materialism and to suggest a reading of it as directed towards an opening of history. For Walter Benjamin, every moment presents itself as a possibility of radical otherness: a possibility for things to be different.

With this paper my aim has been to investigate my subjectivity and responsibility as a
landscape architect and to find ways to relate to it and handle it in my work.
When I advocate a certain concept for a project, I influence the outcome, and in doing
so I take on a personal responsibility. Even though my judgement is built upon facts and
cooperation with colleagues and other consultants, I am always responsible for the part I
play and how I affect the course of action. To what extent can I advocate my view and
is it actually my responsibility to do it? How is my subjectivity part of my knowledge
and influence as a landscape architect?
I have interviewed three well known Swedish landscape architects to have their view on
the matter. Since they are all strong individuals with huge experience and influence, the
personal responsibility they bring upon themselves for their design action is as
important.
I have also used one of my own projects as a case study, analysing my design and
standpoint and my relationship to the client to illustrate how these questions emerge
even in the smallest projects.
In the last section of the investigation I have searched for clues in diverse literature.
This section is divided into three view points; the society, the profession and the
individual..

During the last decade working with competence has emerged as a more strategically important area. Today the human resources in a company are considered a competitive advance and the HR-units play a significant role when it comes to HR-management. Different motives for investing in strategies that promote competence development and learning also exist. The purpose of this paper was to examine how the process of competence development was managed at a large global company. The empirical material consisted of four persons who were interviewed and the analysis of the material was inspired by grounded theory. From the analysis four major themes or core factors emerged as central to the interviewed persons' understanding of the competence development process; solid preparatory work in relation to competence development, communication, awareness of responsibilities and finally the taking action and evaluation of the action.
